PANCHAYAT RAJ & RURAL DEVELOPMENT (RD.IV) DEPARTMENT G.O.Ms.No: 39 Dated: 9-2-2012. Read the following: 1) From the CRD, Hyd., Lr.No. 3545/RD.VI(2)/IWMP/2011, Dt: 21/9/2011 2) G.O.Rt.No. 344, Fin. (Expr. PR&RD) Dept., Dt: 02/02/2012. ***** ORDER: In the proposal 1st read above, the Commissioner, Rural Development, Hyderabad has reported that the Government of India have released an amount of Rs.11252.28132 lakhs towards balance of first installment under Centrally Sponsored Scheme “Integrated Watershed Management Programme” for implementation of the programme in (12) districts during the year 2011-12. Hence she has requested to release the Matching State Share of Rs. 1250.26 lakhs in relaxation of treasury and quarterly regulation orders duly indicating the procedure for drawal of funds by way of cheque in favour of CRD, SLNA SB Account No. 62126822767, SBH, Adarshnagar branch, Hyderabad. 2. The Finance (Expr. PR&RD) Department in the GO 2nd read above, have issued Budget Release Order for an amount of Rs. 332.58 lakhs (Rupees three crores, thirty two lakhs and fifty eight thousand only) to the Commissioner, Rural Development, Hyderabad from the BE provision of 2011-12, towards Matching State Share under the Integrated Watershed Management Programme (IWMP). 3. Government after careful examination hereby accord administrative sanction for release of an amount of Rs. 332.58 lakhs (Rupees three crores, thirty two lakhs and fifty eight thousand only) to the Commissioner, Rural Development, Hyderabad towards Matching State Share under the Integrated Watershed Management Programme (IWMP) during the current financial year 2011-12. 4. The amount sanctioned in para 3 above, shall be debited to the following Heads of Account: a. General Plan of Rs. 256.75 lakhs (Rupees Two Crores, fifty-six lakhs and seventy five thousand only): 2501 - Special Programmes for Rural Development 05 - Waste Land Development MH101 - National Wasteland Development Programme GH 06 - Matching State Share SH (06) - Integrated Watershed Management Programme 310 - Grants – in-Aid 312 - Other Grants-in-Aid b. Special Component Plan of Rs.53.88 lakhs (Rupees fifty three lakhs and eighty eight thousand only): 2501 - Special Programmes for Rural Development 05 - Waste Land Development MH 789 - Special Component Plan for Scheduled Castes GH 06 - Matching State Share SH (06) - Integrated Watershed Management Programme 310 - Grants – in-Aid 312 - Other Grants-in-Aid [p.t.o]-:2:- c. Tribal Areas Sub-Plan of Rs. 21.95 lakhs (Rupees twenty one lakhs and ninety five thousand only): 2501 - Special Programmes for Rural Development 05 - Waste Land Development MH 796 - Tribal Areas Sub-plan GH 06 - Matching State Share SH (06) - Integrated Watershed Management Programme 310 - Grants – in-Aid 312 - Other Grants-in-Aid 6. The Commissioner, Rural Development, Hyderabad is requested to draw and adjust the funds by way of cheque in favour of CRD/SLNA SB. A/c No. 62126822767, SBH, Adarshnagar Branch, Hyderabad after obtaining the budget authorization from the Director of Treasuries and Accounts, Hyderabad for implementation of IWMP in (12) Districts and also requested to watch the drawal and utilization of the funds by the project implementing agencies. She is also requested to regulate the expenditure to the extent of amount authorized. 7. The Commissioner, Rural Development, Hyderabad is informed that these allotments cannot be construed as an authority for incurring the expenditure and the same shall be spent under proper sanction of the Competent Authority as prescribed under relevant rules and informed that no further budget will be released until the Drawing Officer Receipts (DORs) is received. 8. The Director of Treasuries and Accounts, Hyderabad is requested to issue necessary budget authorization to the Commissioner of Rural Development, Hyderabad in accordance with the Budget Release Order issued in the GO 2nd read above. 9. This order does not require the concurrence of the Finance Department in view of the Budget Release Order issued in the GO 2nd read above by the Finance (Expr. PR&RD) Department.
