Ms. No. 30, PR&RD (RD.IV) Dept., dated 24/1/2011 3) From the Commissioner, Rural Development, Hyderabad letter No. 11110/RD.VI(2)/BPL. Census/2011, dt. 12-12-2011. 4) G.O.Rt No. 608, Fin (Expr .PR& RD) Dept ., Dt 23/02/2012. ****** ORDER: In the reference 3rd read above, the Commissioner, Rural Development, Hyderabad has reported that the Government of India have sanctioned an amount of Rs.2924.04 lakhs and released 1st instalment of Rs.1015.09 lakhs as 1st instalment towards conducting BPL Census for identification of Rural Households living below the poverty line. She has also reported that the State Govt. have issued BRO vide GO Rt.No. 138, Finance Dt 17/1/2011 and Administrative Sanction vide GO Ms. No.30 PR&RD (RD.IV) Dept., dated 24/1/2011 duly indicating the procedure for drawl of funds PD A/c No 8448-120-(29)-277 of CEO, SERP. She has further reported that the bills for of Rs. 1015.09 lakhs submitted to PAO during the 1st week of February, 2011 and the PAO authorities returned the bill for want clearance of the Finance Dept on 31/3/2011. Hence the funds was lapsed, as it was not drawn during the year 2010-11. Now the Commissioner, Rural Department has requested to release the amount of Rs.1015.09 lakhs by providing additional funds under the same head of account (released during 2010-11) as no provision is made for BPL Census under the head in the BE 2011-12. 2. In the reference 4th read above the Finance (Expr. PR & RD) Dept. has issued Budget Release Order in supersession of the orders issued in the reference first read above for an amount of Rs.1015.09 lakhs as additional funds to the Commissioner, Rural Development, Hyderabad towards conducting BPL Census for identification of Rural Households living below poverty line in relaxation of treasury control orders by obtaining supplementary estimates at the appropriate time during 2011-12 3. In pursuance of the orders issued in the reference 2nd read above, Government hereby accord Administrative Sanction for release of an amount of Rs.1015.09 lakhs (Rupees ten crores fifteen lakhs and nine thousand only) to the Commissioner, Rural Development, Hyderabad as additional funds in relaxation of treasury control orders towards conducting BPL Census for identification of Rural Households living below poverty line during the current financial year 2011-12. 4. The amount sanctioned in para 3 above shall be debited to the following Head of Account: 2515 - Other Rural Development Programmes MH 800 - Other Expenditure GH 10 - Centrally Sponsored Schemes SH (12) - Conducting of BPL Census 310/312 - Other Grants-in-aid [p.t.o]-:2:- 5. The Commissioner of Rural Development, Hyderabad shall draw and adjust to the PD account No 8448-120-(29)-277 of the CEO, SERP after obtaining the authorisation from the Director of Treasuries and Accounts, Hyderabad and shall intimate the allotment of funds to the Government. The Commissioner of Rural Development, Hyderabad shall ensure the proper utilization of the funds by the implementing agencies and submit proposal for obtaining the supplementary estimates at the appropriate time during 2011-12 to cover the actual expenditure incurred. 6. The Commissioner, Rural Development, Hyderabad is informed that these allotments cannot be construed as an authority for incurring the expenditure and the same shall be spent under proper sanction of the competent authority as prescribed under relevant rules and informed that no further budget will be released until the DOR is received. 7. The Director of Treasuries and Accounts, Hyderabad is requested to issue necessary budget authorisation to the Commissioner of Rural Development, Hyderabad based on the BRO issued in the reference 4th read above. 8. This order does not require the concurrence of the Finance (Expr. PR & RD) Department, in view of the BRO issued in the reference 4th read above.
