PANCHAYAT RAJ & RURAL DEVELOPMENT (RD.IV) DEPARTMENT G.O.Ms.No. 62 Dated: 07-03-2012. Read the following:- 1) From the CRD, Hyd, Lr.No. 9309/RD.VI(2)/SGSY Sp. Projects/2011, dt.19/1/2012 2) GO.Rt.No. 683, Finance (Expr.PR&RD) Department , Dt.28/2/2012 @@@ ORDER: A provision of Rs.282.00 lakhs has been provided in the Budget Estimates 2011-2012 under Plan Scheme towards Special Projects under SGSY during the current financial year 2011-12,out of which an amount of Rs. 30.53 lakhs has already been released leaving the balance of Rs;251.47 lakhs, during the year 2011-12. 2. In the reference 1st read above, the Commissioner, Rural Development, Hyderabad has reported that the Government of India have revised the total cost from Rs. 576.61 lakhs to Rs.690.84 lakhs in respect of the sanctioned Special Projects under SGSY “Integrated Spinning and Handloom Weaving (Malkha) Cluster with Product Development, Promotion and Marketing in Karimnagar District“ and released an amount of Rs. 15.00 lakhs to the Registrar, National Institute of Rural Development (NIRD), Hyderabad, towards balance of 1st instalment Central Share for implementation of the project through Decentralized Cotton Yarn Trust and Malkha Marketing Trust (DCYT and MMT). She also reported that as per the funding pattern of the Programme, the State Govt has to match an amount of Rs. 5.00 lakhs; Hence she has requested the Government to release Rs. 5.00 lakhs (Rupees five lakhs only) towards MSS under Spl. SGSY, duly indicating the procedure for drawal of funds as adjustment to PD A/c No.50, Member Secretary, SEEDAP, for implementation of the scheme during the current financial year 2011-12 3. In the reference 2nd read above, the Finance (Expr. PR&RD) Department have issued Budget Release Order for an amount of Rs.5.00 lakhs (Rupees five lakhs only) to the Commissioner, Rural Development Hyderabad towards Matching State Share under Special Project under SGSY Scheme during the current financial year 2011-12. 4. Government after careful examination, hereby accord administrative sanction for release of an amount of Rs.5.00 lakhs (Rupees five lakhs only) to the Commissioner, Rural Development Hyderabad towards balance of first instalment of Matching State Share for implementation of Special Projects under SGSY “Integrated Spinning and Handloom, Weaving (Malkha) Cluster with product development Promotion and Marketing in Karimnagar Dist. during the current financial year 2011-12 5. The amount sanctioned in para 4 above, shall be debited to the following heads of account: a. General Plan of Rs.3.86 lakhs (Rupees three lakhs and eight six thousand only) 2501 : Special Programmes for Rural Development 01 : Integrated Rural Development Programme MH 003 : Training for Rural Youth and Self Employment (TRYSEM) GH 06 : Matching State Share of Centrally Sponsored Schemes SH (12) : Special Projects under SGSY 310 : Grants–in-Aid 312 : Other Grants–in-aid.b. Special Component Plan for SCs Rs.0.,81 lakhs (Rupees eighty one thousand only) 2501 : Special Programmes for Rural Development 01 : Integrated Rural Development Programme MH 789 : Special component Plan for the S.Cs. GH 06 : Matching State Share of Centrally Sponsored Schemes SH (12) : Special Projects under SGSY 310 : Grants –in-aid 312 : Other Grants-in-Aid c. Tribal Areas sub-plan of Rs.0.33 lakhs (Rupees thirty three thousand only): 2501 : Special Programmes for Rural Development 01 : Integrated Rural Development Programmes MH 796 : Tribal areas sub-plan GH 06 : Matching state share of Centrally Sponsored Schemes SH (12) : Special Projects under SGSY 310 : Grants –in-Aid 312 : Other Grants-In-aid. 6. The Commissioner of Rural Development, Hyderabad shall release the funds to the Registrar, National Institute of Rural Development (NIRD), Hyderabad through the PD A/c No. 50, Member Secretary, SEEDAP, after obtaining the Budget Authorisation from the Director of Treasuries and Accounts, Hyderabad in accordance with the Budget Release Order issued in the reference 2nd read above, who will in turn release the funds to the Registrar, NIRD, Hyderabad. She shall intimate the allotment of funds to the Government and also watch the drawal and utilisation of funds by the project implementing authority 7. The Commissioner, Rural Development, Hyderabad is informed that, these allotments cannot be construed as an authority for incurring the expenditure and the same shall be spent under proper sanction of the competent authority as prescribed under relevant rules and informed that no further budget will be released until the Drawing Officer Receipts (DORs) is received. 8. The Director of Treasuries and Accounts, Hyderabad is requested to issue necessary budget authorisation to the Commissioner of Rural Development, Hyderabad in accordance with the Budget Release Order issued in the reference 2nd read above in relaxation of Quarterly Regulation orders. 9.
