ORDER:
In the reference 1st read above, Government have launched Rajiv
Yuva Kiranalu programme to provide 15 lakh jobs to youth by 2014. Rajiv
Yuva Kiranalu (RYK) proposes to implement a Skill Building and Employment
programme on a Mission mode. Government has already issued Orders
constituting the 5 sub-missions for meeting the objectives of the Mission. All
the Sub-Missions shall function under the functional control of REEMAP,
whereas the administrative control shall remain with the respective
Departments.
2. In the reference 2nd read above, Govt., have constituted separate
Sub-Missions under Rajiv Yuva Kiranalu for Minorities and for Hyderabad
city. In the reference 3rd above, the Commissioner, Tribal Welfare,
Hyderabad has submitted a proposal stating that in line with the
implementation strategy, the Rajiv Education & Employment Council of AP
(REECAP) has recognized the need for specific focus on Scheduled Tribes
in order to bring effective focus on Scheduled areas. The Tribal population in
A.P as per 2001 census is 50.24 lakhs of which 16.92 lakhs are in Scheduled
areas having 3,38,400 households. Almost the entire scheduled area is
remote and interior area and thus much more backward and the poverty
levels of the tribal community residing in the Scheduled areas is far below
than plain area. Abundantly large number of School / College dropouts, semi
literates who are striving for their livelihood are in the tribal areas. Even
qualified scheduled tribe youth suffer from unemployment due to lack of
employable skills and opportunities in the area. Thorough efforts have been
made to promote the skill based programs to improve the employability of the
tribal youth through the integrated Tribal Development Agencies (ITDA), they
are in a sporadic manner and there is no concerted effort due to lack of
support in terms of human resources as well as financial resources to
continue these efforts on a massive scale.
3. Government after careful examination of the proposal of the Tribal
Welfare Department, hereby constitute a separate Sub-Mission under Rajiv
Yuva Kiranalu for Scheduled Tribes in Scheduled areas. The Sub-Mission for
Scheduled Tribes in Scheduled areas shall be implemented by A.P.
Scheduled Tribes Coop. Finance Corporation (TRICOR) as State Level
Nodal Agency and Integrated Tribal Development Agencies (ITDAs) are the
Nodal Agency at the District Level. The Sub-Mission shall be responsible for
mobilization, training and employment of Scheduled Tribes in Scheduled
areas in the State except Non-Scheduled Areas.

4. The objectives of the Sub Mission would be
• To identify the tribal youth, realize their potential for employment /
placements in Private sector and also in Government sector.
• To create and maintain a common computer database of the tribal
youth to monitor the skill up-gradation programs, and ensure
placements after training in Government and private jobs.
• Design and organize entrepreneurial skill based trainings and support
the entrepreneurships.
• To act as single window structure at the ITDA level in respect of ST
youth for the above purpose by integrating and restructuring the
existing programs and also for effective coordination and program
convergence
• To coordinate with Ministry of Tribal Affairs / funding skill development
initiatives and to prepare project proposals for getting maximum
support from them
5. Further in partial modification of the orders issued in reference 1st read
above, Government also inducts Hon’ble Minister for Tribal Welfare and
Principal Secretary to Government Tribal Welfare Department into REECAP.
6. The Mission Director, REEMAP is directed to implement Rajiv Yuva
Kiranalu programme through all 8 Sub-missions.
