PLAN SCHEME – Administrative Sanction towards Matching State Share for
implementation of Desert Development Programme in Ananthapur District during the
current financial year 2011-2012 – Accorded - Orders - Issued.

ORDER:
A provision of Rs. 500.00 lakhs has been provided in the Budget Estimate 2011-
12 to meet the expenditure towards Matching State Share under Desert Development
Programme, out of which an amount of Rs. 166.50 lakhs has already been released
leaving the balance Rs.333.50 lakhs, during the current financial year 2011-12,
2. In the reference 1st read above the Commissioner, Rural Development,
Hyderabad has reported that the Govt. have released an amount of Rs. 54.00 lakhs vide
GO Rt. No. 5262, Fin (Exp. PR&RD) Dept dated 30/12/2010 under DDP towards
Matching State Share to Ananthapur Dist and the same was not adjusted to the PD
Account of DRDA before 31/3/2011. Hence the amount was lapsed. She also reported
that as per the GOI instructions the Watersheds under the project are to be closed and
Project completion report has to be submitted to GOI by the end of this financial year, and
requested to release the lapsed Matching State Share of Rs. 54.00 lakhs under DDP
Ananthapur Dist, to complete the balance works, and to submit the Project Completion
Report to the Govt of India.
3. In the reference 2nd read above, the Finance (Expr. PR & RD) Dept. has issued
BRO for an amount of Rs. 54.00 lakhs (Rupees fifty four lakhs only) to the Commissioner,
Rural Development, Hyderabad towards Matching State Share under Desert
Development Programme in Ananthapur District during the current financial year 2011-
12.
4. Government after careful examination, hereby accord Administrative Sanction for
release of an amount of Rs.54.00 lakhs (Rupees fifty four lakhs only) to the
Commissioner, Rural Development, Hyderabad towards Matching State Share to meet
the expenditure under Desert Development Programme in Ananthapur District, during the
current financial year 2011-12.
5. The amount sanctioned in Para 4 above shall be debited to the following head of
Account:
a. General Plan Rs. 41.69 lakhs (Rupees forty one lakhs and sixty nine thousand
only)

6. The Commissioner, Rural Development, Hyderabad shall release the amount to
the Project Director, DRDA, Ananthapur District through the PD A/c No. 8448-120-12
after obtaining the budget authorization from the Director of Treasuries and Accounts,
Hyderabad and intimate the allotment of funds to the Government. The expenditure
particulars along with the utilisation certificate shall also be furnished. She is also
requested to watch the drawal and utilization of the funds by the DRDA.
7. The Commissioner, Rural Development, Hyderabad is informed that these
allotments cannot be construed as an authority for incurring the expenditure and the
same shall be spent under proper sanction of the competent authority as prescribed
under relevant rules and informed that no further budget will be released until the
Drawing Officer’s Receipt (DOR) is received.
8. The Director of Treasuries and Accounts, Hyderabad is requested to issue
necessary budget authorization to the Commissioner, Rural Development, Hyderabad
based on the Budget Release Order issued in the reference 2nd read above.
9. This order does not require the concurrence of finance department in view of the
BRO issued by the Finance (Expr. PR & RD) Dept, in the reference 2nd read above.
