4th quarter during the current financial year 2011-2012– Accorded - Orders – Issued.

ORDER:
A provision of Rs.200.00 lakhs have been made in the BE 2011-2012 to meet the
expenditure under “District Water Management Agencies”, out of which an amount of Rs.
150.00 lakhs has already been released, leaving the balance of Rs.50.00 lakhs, during
the current financial year 2011-12.
2. In the reference 1st read above, the Commissioner, Rural Development,
Hyderabad has reported that the funds released during 1st, 2nd and 3rd quarter was utilized
for the purpose for which it was released and requested to issue BRO for an amount of
Rs. 50.00 lakhs towards 4th quarter budget to meet the expenditure under Dist Water
Management Agencies (DWMAs) during the current financial year 2011-12
3. In the reference 2nd read above, the Finance (Expr. PR&RD) Department have
issued consolidated Budget Release Order for an amount of Rs.268.50 lakhs to the
Commissioner, Rural Development, Hyderabad, out of which an amount of Rs.50.00
lakhs has been earmarked to meet the expenditure under District Water Management
Agencies (DWMA) towards the 4th quarter during the current financial year 2011-2012.
4. After careful examination, Government hereby accord administrative sanction and
release of an amount of Rs.50.00 lakhs (Rupees fifty lakhs only) to the Commissioner,
Rural Development, Hyderabad to meet the expenditure under District Water
Management Agencies during the 4th quarter of the current financial year 2011-12.
5. The amount sanctioned in para 4 above shall be debited to the following head of
account.
2501 - Special Programmes for Rural Development.
02 - Drought Prone areas Programme.
MH 800 - Other expenditure Schemes included in the Plan.
GH 11 - Normal State Plan.
SH (08) - Assistance to District Water Management Agencies.
310 - Grants-in-aid.
311 - Grants –in-aid for salaries.
312 - Other Grants-in-aid.
6. The Commissioner, Rural Development, Hyderabad is requested to release the
funds to the DWMAs through the PD Account No, 8448-120-12 after obtaining the budget
authorisation from the Director of Treasuries and Accounts, Hyderabad based on the
Budget Release Order issued by the Finance (Expr. PR&RD) Department in the
reference 2nd read above and intimate the allotment of funds to the Government and also
watch the drawal and utilization of funds by the DWMAs.

7. The Commissioner, Rural Development, Hyderabad is informed that this allotment
cannot be construed as an authority for incurring the expenditure and the same shall be
spent under proper sanction of the competent authority as prescribed under relevant
rules and informed that no further budget will be released until the DOR is received.
8. The Director of Treasuries & Accounts, Hyderabad is requested to issue
necessary budget authorization to the Commissioner, Rural Development, Hyderabad
based on the BRO issued in the reference 2nd read above.
9. This order does not require the concurrence of the Finance Department in view of
the BRO issued by the Finance (Expr. PR&RD) Dept in the reference 2nread above.
