No. SERP/478/PV.I/2010, dated 11/1/2012 2) GO Rt.No. 921, Fin (Expr. PR&RD) Dept, Dt: 16/03/2012. ***** ORDER: In the proposal read above, the CEO, SERP, Hyderabad has reported that the Pavala Vaddi for the current year 2011-12 from 01-04-2011 to 30-09-2011 has been calculated and arrived at Rs. 33327.69 lakhs payable to 6,72,372 SHGs. The amount available with SERP for the purpose of “Pavala Vaddi” is Rs. 22294.26 lakhs. The short fall is Rs. 11034.00 lakhs. Hence he has requested to sanction additional funds for Rs. 11034.00 lakhs for implementation of interest subsidy on loan taken by SHGs. 2. In the GO 2nd read above, the Finance (Expr.PR&RD) Department have issued Budget Release Order for an amount of Rs.11034.00 lakhs (Rupees one Hundred and ten Crores and thirty four lakhs only) to the Commissioner, Rural Development, Hyderabad as additional funds in relaxation of treasury control orders pending provision of funds by obtaining supplementary grants during 2011-2012 to meet the expenditure under Interest Subsidy on Loans taken by DWCRA Groups (Interest on loans at 3% P.A) during the year 2011-12 3. Government after careful examination hereby accord Administration Sanction and release an amount of Rs.11034.00 lakhs (Rupees one Hundred and ten Crores and thirty four lakhs only) to the Commissioner, Rural Development, Hyderabad as additional funds in relaxation of treasury control orders pending provision of funds by obtaining supplementary grants during 2011-2012 to meet the expenditure under Interest Subsidy on Loans taken by DWCRA Groups (Interest on loans at 3% P.A) during the year 2011-12 4. The amount sanctioned in para 3 above shall be debited to the following Heads of Account: a. General Plan of Rs.8518.26 lakhs (Rupees eighty five Crores, eighteen lakhs and twenty six thousand only): 2235 - Social security and welfare 02 - Social Welfare MH 103 - Women’s Welfare GH (11) - Normal State Plan SH (39) - Interest subsidy on Loans taken by DWACRA Groups (interest on loans at 3% per annum) 310 - Grants-in-aid. 312 - Other grants-in-aid. b. Special Component Plan of Rs.1787.50 lakhs (Rupees seventeen Crores, eighty seven lakhs and fifty thousand only) 2235 - Social security and welfare 02 - Social Welfare MH 789 - Special Component Plan for Scheduled Castes GH (11) - Normal State Plan SH (39) - Interest subsidy on Loans taken by DWACRA Groups (interest on loans at 3% per annum) 310 - Grants-in-aid. 312 - Other grants-in-aid. Tribal Areas sub-plan of Rs.728.24 lakhs (Rupees seven Crore, twenty eight lakhs and twenty four thousand only): 2235 - Social security and welfare 02 - Social Welfare MH 796 - Tribal Areas Sub-Plan GH (11) - Normal State Plan SH (39) - Interest subsidy on Loans taken by DWACRA Groups (interest on loans at 3% per annum) 310 - Grants-in-aid. 312 - Other grants-in-aid. 5. The Commissioner, Rural Development, Hyderabad is requested to draw and adjust the funds to PD A/C No. 8448-120-(29)-277 of CEO, SERP, Hyderabad, after obtaining the authorization from the Director of Treasuries and Accounts, Hyderabad based on the Budget Release Order issued by the Finance Department in the reference 2nd read above and intimate the allotment of funds to the Government. She is also requested to watch the drawal and utilization of the funds by the project implementing agencies and send necessary supplementary proposals for grants at appropriate time during the year 2011.12 6. The Commissioner, Rural Development, Hyderabad is informed that, these allotments cannot be construed as an authority for incurring the expenditure and the same shall be spent under proper sanction of the competent authority as prescribed under relevant rules and informed that no further budget will be released until the DORs is received. 7. The Director of Treasuries & Accounts, Hyderabad is requested to issue necessary budget authorization to the Commissioner, Rural Development, Hyderabad based on the BRO issued in the reference read above. 8. This order does not require the concurrence of the Finance department in view of the Budget Release Order issued in the reference read above.
