PANCHAYAT RAJ & RURAL DEVELOPMENT (RD.IV) DEPARTMENT G.O.Ms.No. 71 Dated: 16-3-2012 Read the following:- 1) From the Commissioner, Rural Development, Hyderabad Note No. 3399/RD.VI(2)-BE-2011-12, dated 10/1/2012 2) G.O.Rt.No.775, Fin. (Expr. PR&RD) Dept., Dt: 6-3-2012 **** ORDER: A provision of Rs.800.00 lakhs has been made in the Budget Estimates of 2011-2012 to meet the expenditure under ‘Assistance to DRDAs for Self Employment of Self Help Groups of Women belonging to poor families in Rural Areas, out of which an amount of Rs.600.00 lakhs has already been released, leaving the balance of Rs.200.00 lakhs, during the current financial year 2011-12 2. In the reference 1st read above, the Commissioner, Rural Development, Hyderabad has reported that the funds released during 1st, 2nd and 3rd quarter was utilized for the purpose for which it was released and requested to issue BRO for an amount of Rs. 200.00 lakhs towards 4th quarter budget to meet the expenditure under ‘Assistance to DRDAs for Self Employment of Self Help Groups of Women belonging to poor families in Rural Areas Authority during the 4th quarter of the current financial year 2011-12. 3. In the reference 2nd read above, the Finance (Expr. PR&RD) Department have issued consolidated Budget Release Order for an amount of Rs.268.50 lakhs to the Commissioner, Rural Development, Hyderabad out of which an amount of Rs.200.00 Lakhs has been earmarked to meet the expenditure under ‘Assistance to DRDAs for Self Employment of Self Help Groups of Women belonging to poor families in Rural Areas, during the 4th quarter of the current financial year 2011-12. 4. Government after careful examination, hereby accord Administrative sanction for release of an amount of Rs.200.00 lakhs (Rupees Two crores only) from the Budget Provision of 2011-2012 towards 4th quarter to the Commissioner, Rural Development, Hyderabad for implementation of the scheme i.e. “Assistance to DRDAs for Self Employment of Self Help Groups of Women in Rural Areas during the current financial year 2011-12. 5. The amount sanctioned in para 4 above, shall be debited to the following Heads of Account: a. General Plan of Rs.154.40 lakhs (Rupees one crore fifty four lakhs and Forty thousand only): 2501 - Special Programmes for Rural Development 01 - Integrated Rural development Programme MH 101 - Subsidy to District Rural Development Agencies GH 11 - Normal State Plan SH (10) - Assistance to DRDAs for Self Employment of Self Help Groups of Women in Rural Areas (SHGs) 310 - Grants – in – Aid 312 - Other Grants – in – Aid. b. Special Component Plan for S.Cs of Rs.32.40 lakhs (Rupees thirty two lakhs and forty thousand only): 2501 - Special Programmes for Rural Development 01 - Integrated Rural Development programme MH 789 - Special Component Plan for Scheduled Castes GH 11 - Normal State Plan SH (10) - Assistance to DRDAs for Self Employment of Self Help Groups of Women in Rural Areas (SHGs) 310 - Grants – in – Aid 312 - Other Grants – in – Aid.-:2:- c. Tribal Areas Sub Plan of Rs.13.20 lakhs (Rupees thirteen lakhs and twenty thousand only) 2501 - Special Programmes for Rural Development 01 - Integrated Rural Development Programme MH796 - Tribal Areas Sub Plan GH 11 - Normal State Plan SH (10) - Assistance to DRDAs for Self Employment of Self Help Groups of Women in Rural Areas (SHGs) 310 - Grants- in –Aid 312 - Other Grants –in- Aid 6. The Commissioner, Rural Development, Hyderabad shall adjust the funds to the P.D. Account No. 8448-120-12 of the District Rural Development Agencies after obtaining the authorization from the Director of Treasuries and Accounts Hyderabad and shall intimate the allotment of funds to the Government. She shall watch the drawal and utilization of the funds by the concerned project implementing agencies. 7. The Commissioner, Rural Development, Hyderabad is informed that, these allotments cannot be construed as an authority for incurring the expenditure and the same shall be spent under proper sanction of the competent authority as prescribed under relevant rules and informed that no further budget will be released until the Drawing Officer Receipts (DORs) is received. 8. The Director of Treasuries and Accounts, Hyderabad is requested to issue necessary budget authorisation to the Commissioner, Rural Development, Hyderabad based on the Budget Release Order issued in the reference 2nd read above. 9. This order does not require the concurrence of the Finance Department in view of the BRO issued by the Finance (Expr. PR & RD) Department in the reference 2nd read above.
