PR&RD) Dept., Dt. 2/3/2012 ****** ORDER: In pursuance of the GO 4th read above, the orders issued in the GO 2nd read above is here by cancelled. 2. In the reference 3rd read above, the Commissioner, Rural Development has stated that the Government have introduced Electronic Fund Management System (eFMS) vide GO Ms. No. 380 PR&RD (RD.I) Dept dated 1/12/2011 to improve the timely service delivery of pensions, efficient disbursement and management of funds. In pursuance of the GO a State Nodal Bank Account was opened in SBH, Adarshnagar, Hyderabad vide Account No. 62206194762 (IFSC: SBHY0020263) in the name of Chief Executive Officer, SERP, to enable to release the funds through eFMS, and requested to issued revised BRO / Admn. sanction duly indicating the procedure of drawal of funds by way of cheque in favour of CEO, SERP, SB A/c No. Account No. 62206194762 (IFSC: SBHY0020263), SBH, Adarshnagar, Hyderabad. 3. In the GO 3rd read above, the Finance (Expr .PR& RD) Department have issued revised Budget Release Order for an amount of Rs. 1818.00 lakhs (Rupees Eighteen crores and Eighteen lakhs only) as additional funds to the Commissioner, Rural Development, Hyderabad in relaxation of treasury control and quarterly regulation orders, subject to obtaining supplementary grants to meet the expenditure under “National Old Age Pension Scheme” under plan scheme for implementation during the current financial year 2011-12. 4. Government after careful examination, hereby accord Administrative Sanction released of an amount of Rs. 1818.00 lakhs (Rupees Eighteen crores and Eighteen lakhs only) as Additional funds to the Commissioner Rural Development, Hyderabad in relaxation of treasury control and quarterly regulation orders, subject to obtaining supplementary grants for implementation of the Plan Scheme of “National Old Age Pension Scheme” during the current financial year 2011-12. 5. The amount Sanctioned in para 4 above, shall be debited to the following Head of Account: (a) General Plan of Rs.1403.49 lakhs (Rupees fourteen crores three lakhs and forty nine thousand only): 2235 - Social Security and Welfare 03 - National Social Assistance Programme MH101 - National Old Age Pension Scheme (NOAPS) GH.11 - Normal State Plan SH(04) - National Old Age Pension Scheme (NOAPS) 310 - Grants in Aid 312 - Other Grants in aid. [p.t.o]-:2:- (b) Special Component Plan of Rs.294.52 lakhs (Rupees two crore ninety four lakhs and fifty two thousand only): 2235 - Social Security and Welfare 03 - National Social Assistance Programme MH-789 - Special Component Plan for SC GH.11 - Normal State Plan SH(04) - National Old Age Pension Scheme (NOAPS) 310 - Grants in Aid 312 - Other Grants in aid. c) Tribal Areas Sub-Plan of Rs.119.99 lakhs (Rupees one crore nineteen lakhs and ninety nine thousand only): 2235 - Social Security and Welfare 03 - National Social Assistance Programme MH-796 - Tribal Areas Sub-Plan GH.11 - Normal State Plan SH(04) - National Old Age Pension Scheme (NOAPS) 310 - Grants in Aid 312 - Other Grants in aid. The Commissioner of Rural Development, Hyderabad shall draw the funds based on the BRO in the reference 4th read above, by way of cheque in favour of CEO, SERP, SB Account No. 62206194762 (IFSC: SBHY0020263), SBH, Adarshnagar Branch, Hyderabad, after obtaining the budget authorisation from the Director of Treasuries and Accounts, Hyderabad. based on the budget release order issued by the Finance Department in the reference read above and intimate the allotment of funds to the Government and also watch the drawal and utilization of funds by the DRDAs and District Collector 6. The Commissioner, Rural Development, Hyderabad is informed that, these allotments cannot be construed as an authority for incurring the expenditure and the same shall be spent under proper sanction of the Competent authority as prescribed under relevant rules and informed that no further budget will be released until the Drawing Officer Receipts (DORs) are received. 7. The Director of Treasuries and Accounts, Hyderabad is requested to issue necessary Budget Authorization to the Commissioner, Rural Development, Hyderabad based on the Budget Release Order issued in the reference 4th read above. 8. This order does not require the concurrence of the Finance Department in view of the BRO issued by the Finance (Expr. PR & RD) Department in the reference 4th read above.
