NOTIFICATION In exercise of the powers conferred by the proviso to Article 309 of the Constitution of India, the Governor of Andhra Pradesh, hereby makes the following Rules for the Andhra Pradesh Rural Water Supply Engineering Sub- ordinate Service. 1. Short Title & Commencement: 1. These rules may be called the Andhra Pradesh Rural Water Supply Engineering Subordinate Service Rules, 2008. 2. They shall be deemed to have come into force with effect from 01.04.2008. 2. Constitution: The Service shall consist of the following classes and categories of posts namely: Class – (A) CATEGORY (1) .. Assistant Engineer CATEGORY (2) .. Draughtsman Special Grade. CATEGORY (3) .. Draughtsman, Grade-I. CATEGORY (4) .. Draughtsman, Grade-II. CATEGORY (5) .. Draughtsman, Grade-III. CATEGORY (6) .. Tracer. CATEGORY (7) .. Blue Print Operator. CLASS – B: CATEGORY (1) .. Junior Water Analyst.2 CLASS – C: CATEGORY (1) .. Sample Collector. 3. (a) Method of Appointment: The method of appointment to several categories shall be as follows: Class & Category Method of Appointment (1) (2) Class-A 1. Assistant Engineer. i) By Direct Recruitment. ii) By promotion of Draughtsman Grade-II. iii) By appointment by transfer from other Engineering Departments on an equivalent or comparable basic scale of pay. 2. Draughtsman, .. By promotion of Draughtsman Grade-I. Special Grade 3. Draughtsman Grade-I. .. By promotion of Draughtsman Grade-II. 4. Draughtsman Grade-II. .. By promotion of Draughtsman Grade-III. 5. Draughtsman Grade-III. i) By direct recruitment. ii) By promotion of Tracers, if no eligible candidate is available by direct recruitment 6. Tracer i) By promotion of Blue Print Operator. ii) If no qualified or suitable Blue Print Operator is available for promotion, by direct recruitment. 7. Blue Print Operator i) By appointment by transfer of a person in Andhra Pradesh Last Grade Service working in the Rural Water Supply Engineering Department. ii) If no qualified or suitable person in the Andhra Pradesh Last Grade Service in the Rural Water Supply Engineering Department is available, by direct recruitment. CLASS-B: 1. Junior Water Analyst. .. By direct recruitment. CLASS-C: 1. Sample Collector .. By direct recruitment. (b) Appointing Authority: The appointing authority for the categories specified in Column No.(1) shall be as specified in corresponding entry in Column no.(2) thereof. Draughtsman, Grade-I Superintending Engineer concerned who 4. Draughtsman, Grade-II .. has been declared as Unit Officer for Zone 5. Draughtsman, Grade-III concerned. 6. Tracer i) Superintending Engineer concerned in 7. Blue Print Operator respect of appointment in his Circle Office. ii) Executive Engineer concerned in respect of Division Office. CLASS-B: 1. Junior Water Analyst. .. Engineer-in-Chief. CLASS-C: 1. Sample Collector. .. Superintending Engineer concerned who has been declared as Unit Officer for Zone concerned. Note: (1) 80% of the substantive vacancies in the category of Assistant Engineer shall be filled by direct recruitment and the remaining 20% shall be filled promotion. In a Unit of 5 vacancies the 5th vacancy shall be filled by promotion. Note: (2) The proposition of vacancies in the category of Draughtsman Grade- III to be filled by direct recruitment and by promotion shall be 1:1. 4) RULE OF RESERVATION: (a) Rule 22 of the Andhra Pradesh State and Subordinate Service rules shall be applied for the Direct Recruitment. (b) In the matter of Direct Recruitment to posts for which women and men are equally suited, there shall be reservation to Women to an extent of 33 1/3 % (one third) of the posts in each category of OC, BC-A, BC-B, BC-C, BC- D, BC-E, SC and ST quota in terms of Rule 22-A(2) of the State and Subordinate Service rules; and (c) Physically Handicapped: To follow the instructions issued in G.O. Ms. No. 23, W.C.D. & SC (DW) Dept., Dt. 26.5.2011 and G.O. Ms. No. 252, G.A. (Ser.D) Dept. Dt. 28.8.2004. (d) To follow the rule of reservation in promotions in favour of SCs/STs in terms of G.O. Ms. No. 5, S.W. Dept. Dt. 14.2.2003 and disabled persons as per G.O.Ms. No. 42, W.C.D. & Senior Citizens (DW) Dept. Dt. 19.10.2011. 5. Qualifications: No person shall be eligible for appointment to the categories specified in Column (1) of the Annexure to these rules by the method specified in Column (2) unless he/she possess the qualifications specified in the corresponding entry in column (3) thereof. 6. Age: No person shall be eligible for appointment by direct recruitment if he/she is less than 18 years of age and if he/she has completed 34 years of age on the first day of July of the year in which the notification for selection is made.4 7. Minimum Service: Unless otherwise specified elsewhere in these rules, no person shall be eligible for appointment by transfer or promotion unless he/she is an approved probationer and has put in not less than three years of service in the category from which such appointment by transfer or promotion is made. 8. Probation: A). Every person appointed by direct recruitment shall, from the date on of which he/she commences probation, be on probation for a total period of two years on duty within a continuous period of three years. B). Every person appointed either by promotion or by transfer shall, from the date on which he commences his probation, be on probation for a total period of one year on duty within a continuous period of two years. 9. Training: A). Every person appointed by direct recruitment or by promotion from the category of Draughtsman Grade-II to the post of Assistant Engineer shall, undergo, immediately after appointment, a course of training for such period and as per such programme and syllabus as may be prescribed by the Engineer-in-Chief from time to time. B). Every person appointed by direct recruitment to the post of Assistant Engineer shall, before the commencement of training execute an agreement bond that he/she shall serve the department for a period of three years after the completion of training referred to in sub-rule (a). He/She will be liable to refund to the Government the pay and allowances and any other remuneration received by him/her in addition to the amount spent by the Government on his/her training. (i) If he/she fails to serve the department for a period of three years after the completion of his/her training for any reason; or (ii) If he/she discontinues the training or is discharged from training course for misconduct or any other reason; or (iii) If he/she secures any other employment elsewhere than the State Government the instructions issued in GO.Ms.No.268, Fin & Plg (Fin.FR.I) Dept., dt.8.9.1980 shall be followed in this regard. C). A direct recruit shall be eligible, during the period of training, for the initial pay of the post with usual allowances admissible at the place of training. D). The period of training shall count for purposes of probation, increments, leave and pension. 10. Tests: Every person appointed by direct recruitment to the category of Assistant Engineer or Junior Water Analyst shall pass within the period of their probation, the Account Test for Public Works Department Officers and Subordinates. No person shall be appointed by promotion as Assistant Engineer, Draughtsman Special Grade or Draughtsman Grade-I as the case may be unless he/she has passed the Account Test for Public Works Department Officers and Subordinates.5 NOTE:- Any such Assistant Engineer, Draughtsmans Special Grade, Draughtsman Grade-I or Junior Water Analyst appointed by direct recruitment and on probation shall not be discharged for failure to pass the above test within the period of his/her probation but his/her probation shall be extended. 11. Unit of Appointment: For the purpose of recruitment/appointment discharge for want of vacancy, reappointment, seniority, promotion, transfer and posting and appointment as full member to the posts specified in Column (1) of the table, the unit of appointment shall be as specified in Column (2) thereof: Class and Category Unit of appointment (1) (2) 1. Assistant Engineer Zone-I: Comprising Srikakulam, Vizianagaram and Visakhapatnam Districts. Zone-II: Comprising East Godavari, West Godavari and Krishna Districts. Zone-III: Comprising Guntur, Prakasam and Nellore Districts. Zone-IV: Comprising Chittoor, Cuddapah, Ananthapur and Kurnool Districts. Zone-V: Comprising Adilabad, Karimnagar, Warangal and Khammam Districts. Zone-VI: Comprising Hyderabad, Nizamabad, Mahaboobnagar, Medak, Nalgonda and Ranga Reddy Districts. 2. Draughtsman Special Office of the Engineer-in-Chief. Grade. Unit Officers for appointment to the post of Draughtsman Grade-I, Grade-II and Grade-III and Ministerial Staff in their respective Zones as shown below: 3. Draughtsman Grade-I Zone Unit 4. Zone-VI: Comprising Hyderabad, Nizamabad, Mahaboobnagar, Medak, Nalgonda and Ranga Reddy Districts. Provided that the post of Assistant Engineer, Draughtsman, Grade-I, II and III, Tracers and Blue Print Operators in the Office of Engineer-in-Chief/Chief Engineer, Rural Water Supply Engineering Department shall be filled by transfer on tenure of persons in the respective categories from the Zonal or Circle or District cadres equitably with reference to the basic cadre strength of the respective posts in each of such cadres. The tenure shall not ordinarily exceed three years at a time. Provided further the posts of Assistant Engineer, Draughtsmans of all grades, Tracers and Blue Print Operators in the Special Offices /Establishments shall be filled on tenure basis by drafting members of the said category from the local cadre in the area served by such office or establishment and the numbers so drawn from each local cadre shall, as far as practicable, be in proportion to the basis strength of each such cadre. 12. Transfers and Postings: The authority competent to order transfers and postings within the units specified in Rule 11 for the categories specified in column (1) of the table below shall be the authority specified in the corresponding entry in column (2) thereof: Posts Competent Authority (1) (2) Assistant Engineer Engineer-in-Chief. Assistant Engineer and Draughtsman (All Grades) from the Office of the Engineer-in-Chief/Chief Engineer or to Engineer-in-Chief. the offices notified as Special Establishment/Offices and vice versa. Superintending Engineer concerned.7 ANNEXURE (See Rule-5) Class and Method of Appointment Qualifications Category 1. 2. 3. CLASS-A: 1. Assistant i) By direct recruitment LCE issued by the State Board of Engineer and by promotion. Technical Education and Training A.P. of any other qualification equivalent thereto which are recognized by the SBTET. 2. Draughtsman By promotion Must possess a diploma in Civil Special Grade Engineering awarded by the Andhra 3. Draughtsman Pradesh State Board of Technical Grade-I Education or its equivalent 4. Draughtsman qualification which is recognized by Grade-II the SBTET. OR Must possess a Trade Certificate in Draughtsman (Civil) Courses of an ITI in the State or its equivalent examination. OR Must have passed the Intermediate Vocation Course Certificate issued by the Board of Intermediate Education with the following subjects: 1) English 2) Mathematics 3) Applied Sciences 4) Engineering Drawing 5) Engineering Mechanics 6) Roads 7) Construction materials 8) Estimates and quality surveying and 9) Civil Engineering. 5. Draughtsman By any method a) LCE Diploma or any other Grade-III equivalent qualification; or b) a pass in the special examination for group certified in building drawing Group prescribed for Draughtsman in the Government Technical Examination. Or c) a pass in the special examination for group certificate in Civil Engineering in Government Technical Examination. Or d) a pass in Draughtsman Course. 6. Tracer By promotion or by direct SSC issued by State Board of recruitment. Secondary Education or its equivalent recognized by the SSC Board. In addition to the above qualification; i) Must have passed Lower Grade Technical Examination in Geometrical Drawing, Building Drawing and Estimates and Freehand outline in Modern Drawing OR8 ii) Must have passed Group Certificate Course in Draughtsman Course in four subjects from any ITI in the State or equivalent qualification. OR iii) Must have passed Trade Test, Draughtsman, Civil course from any ITI in this State or its equivalent examination. 7. Blue Print By transfer or by direct i) Must have passed 10th class Operator recruitment. examination. ii) Must have three months practical experience in Blue Printing Work. CLASS-B 8. Junior Water By direct Must possess a M.Sc (Chemistry), Analyst recruitment Degree of a recognized University in India established or incorporated by or under a Central Act Provincial Act or a State Act or an Institution recognized by the University Grants Commission or any equivalent qualification. CLASS-C 9. Sample Collector By direct Must possess the Intermediate recruitment Certificate with Science subjects given by the Andhra Pradesh State Board of Intermediate or its equivalent qualification.
