GOVERNMENT OF ANDHRA PRADESH ABSTRACT National Rural Employment Guarantee Scheme – mate mobile system – procuring mobile communication system for the mates of Srama Sakti Sanghas - Orders - Issued. ****************************************************************** PANCHAYAT RAJ & RURAL DEVELOPMENT (RD-II) DEPARTMENT G.O.Ms.No. 78 Dated:17.03.2012 Minutes of the meeting on mobile communication link held by the Chief Secretary on 1st March 2012. ***** ORDER Having an effective communication link with the beneficiaries of various Government programmes is essential for good governance. With the penetration of the mobile technology in the rural areas, it was felt that mobile phones can be used for this purpose effectively. With this in view, the Commissioner I&PR & Ex-officio Secretary to Government has called for Request for Proposals (RFP) from the mobile service providers under which, the service providers have to provide/maintain the instrument for 3 years; and Government would pay fixed charges for calls to CUG numbers. 2. Since there has been encouraging response from the telecom service providers, in order to take the programme forward, it has been decided in the meeting held by the Chief Secretary on 1st March 2012 that:- a) The requirement of various departments having large decentralized implementation setup may be collected. This includes Primary Education (Mid-day meals), Health (ANM functioning), Women and Child Welfare Department (Anganwadies), Rural Development (MGNREGS and SHGs) and Civil Supplies (Ration shop monitoring). It is expected that there shall be sharing of the infrastructure provided under this scheme by various departments through convergence. b) Rural Development Department being the biggest user of the system would call for tenders from the Telecom Operators with more than 90% coverage (mandal/municipality as the unit). c) A Technical Committee consisting of (a) Secretary, IT&C, (b) Commissioner Tribal Welfare (c) Commissioner I&PR, (d) Commissioner, Rural Development and (e) Chief Executive Officer, SERP may be constituted for finalising the tenders expeditiously. Contd..-2- 3. In accordance with the above decisions, Government hereby direct the Commissioner Rural Development to call for tenders from the mobile service providers having atleast 90% covered in the mandal to provide & maintain mobiles to the Srama Sakti Sangha mates for the purpose of recording the demand for work and also to take the attendance of the workers under the Mahatma Gandhi National Rural Employment Guarantee Scheme. The tender process shall be guided by the technical committee to be constituted as decided above. The cost of CUG charges shall be met from the 6% administrative costs of the Scheme. 4.
