PANCHAYAT RAJ & RURAL DEVELOPMENT (RD-IV) DEPARTMENT G.O.Ms.No. 82 Dated:20-03-2012. Read the following:- 1. From the CRD, Hyd., Lr.No.3397/RD-VI(2)/DPAP/2011, Dt 18/1/2012 2. G.O.Rt.No. 768, Fin. (Expr. PR&RD) Dept., Dt: 6-3-2012. ***** ORDER: A provision of Rs.1800.00 Lakhs have been made in the B.E.2011-2012 towards Matching State Share for implementation of Drought Prone Areas Programme under Plan Scheme, out of which an amount of Rs. 1147.98 lakhs, including additional funds of Rs.75.76 lakhs has already been released, during the current financial year 2011-12. 2. In the reference 1st read above, the Commissioner, Rural Development, Hyderabad has reported that the Government of India have released Rs.155.41249 lakhs to Nalgonda Dist under DPAP towards 4th and 5th installment of Central Share, for planning and development of Water Shed projects. She has also reported that the matching state share of Rs. 51.80 lakhs released during the year 2010-11 were lapsed, as the funds were not adjusted to the PDaccount of the DRDA Nalgonda before 31/3/2011. Hence she has requested to release Rs.51.80 lakhs for implementation of DPAP scheme during the current financial year 2011-12. 3. In the reference 2nd read above, the Finance (Expr. PR & RD) Department have issued Budget Release Order for an amount of Rs. 51.80 lakhs (Rupees fifty one lakh and eighty thousand only) ie. Rs.48.38 lakhs from the BE provision 2011-12 under General Plan and SCP scheme and Rs.3.42 lakhs as additional funds under TSP scheme in relaxation of Treasury Control and quarterly regulation orders pending provision of funds by obtaining supplementary grants at appropriate time during the year 2011-12 towards Matching State share under the DPAP scheme for Nalgonda Dist. 4. Government after careful examination, hereby accord administrative sanction for release of an amount of Rs. 51.80 lakhs (Rupees fifty one lakhs and eighty thousand only) ie. Rs.48.38 lakhs from the BE provision 2011-12 under General Plan and SCP scheme and Rs.3.42 lakhs as additional funds under TSP scheme in relaxation of treasury Control and quarterly regulation orders pending provision of funds by obtaining supplementary grants at appropriate time during the year 2011-12 towards Matching State share under the DPAP scheme for Nalgonda Dist during the current financial year 2011-12. 5. The amount sanctioned in para 4 above shall be debited to the following Heads of Account: a. General Plan of Rs. 40.55 lakhs (Rupees forty lakhs and fifty five thousand only): 2501 : Special Programmes for Rural Development 02 : Drought Prone Areas Development Programme MH 800 : Other Expenditure GH 06 : Matching State Share SH (04) : Assistance to Drought Prone Areas Programme (DPAP) 310 : Grants – in – Aid 312 : Other Grants – in – Aid.b. Special Component Plan for S.Cs of Rs.7.83 lakhs (Rupees seven lakhs and eighty three thousand only): 2501 : Special Programmes for Rural Development 02 : Drought Prone Areas Development Programme MH 789 : Special Component Plan for Scheduled Castes GH 06 : Matching State Share SH (04) : Assistance to Drought Prone Areas Programme (DPAP) 310 : Grants – in – Aid 312 : Other Grants – in – Aid. c. Tribal Areas Sub Plan of Rs. 3.42 lakhs (Rupees three lakhs and forty two thousand only) 2501 : Special Programmes for Rural Development 02 : Drought Prone Areas Development Programme MH 796 : Tribal Areas Sub-Plan GH 06 : Matching State Share SH (04) : Assistance to Drought Prone Areas Programme (DPAP) 310 : Grants- in –Aid 312 : Other Grants –in- Aid 6. The Commissioner, Rural Development, Hyderabad shall draw the amount and adjust the funds to the P.D. Account No.8448-120-12 (APTC Form 102) after obtaining the authorization from the Director of Treasuries and Accounts, Hyderabad and intimate the allotment of funds to the Government. She is also requested to watch the drawal and utilization of the funds by the project implementing agencies and send necessary supplementary proposals for grants immediately.. 7. The Commissioner, Rural Development, Hyderabad is informed that these allotments cannot be construed as an authority for incurring the expenditure and the same shall be spent under proper sanction of the Competent Authority as prescribed under relevant rules and informed that no further budget will be released until the Drawing Officer Receipts (DORs) is received. 8. The Director of Treasuries and Accounts, Hyderabad is requested to issue necessary budget authorization to the Commissioner, Rural Development, Hyderabad based on the Budget Release Order issued in the reference 2nd read above. 9. This order does not require the concurrence of the Finance Dept. in view of the BRO issued by the Finance (Expr. PR&RD) Deparment in the reference 2nd read above.
