From the Secretary, APPSC, Hyd., Lr.No.261/RT-I/2/2012, dt.17.2.2012. *** ORDER: It has been brought to the notice of the Government by the CPR&RE, Hyderabad that Sri C.Narayanareddy, while working as MPDO, MPP, Chinamandem of Kadapa District has committed grave irregularities in misappropriation of NREGS funds to a tune of Rs.24.89 lakhs in Chinnamandam Mandal of Kadapa District. As a result, the District Collector, Kadapa District has initiated disciplinary proceedings under rule 20 of APCS (CC&A) Rules, 1991, against Sri C.Narayanareddy, former MPDO, MPP, Chinamandem of Kadapa District by framing four (4) Article of Charges against him. 2. After examining the written statement of defense of the Charged Officer in the ref.2nd read above, the Chief Executive Officer, ZPP, Kadapa was appointed as Inquiry Officer to inquire into the charges framed against him, and the Project Director, DWMA, Kadapa was appointed as Presenting Officer to present the case before the inquiry authority in respect of Article of Charges, in the ref. 4th read above. 3. In the ref.5th read above, the Enquiry Officer after conducting regular enquiry has submitted his report holding that four (4) charges are held proved in the enquiry against Sri C.Narayanareddy, former MPDO, MPP, Chinamandem of Kadapa District. 4. In the ref.6th read above, the Commissioner of Panchayat Raj and Rural Employment, Hyderabad has communicated the Enquiry Officer report to Sri C.Narayanareddy, former MPDO, MPP, Chinamandem of Kadapa calling for his representation, as required under Rule 21(4) of APCS (CC&A) Rules, 1991. In the ref.7th read above, the Chief Executive Officer, ZPP, Kadapa has//2// submitted the representation of the Charged Officer on enquiry report for taking further action in the matter. 5. In the ref.9th read above, the Commissioner of Panchayat Raj and Rural Employment, Hyderabad after having careful perusal of all the records, has agreed the findings of Enquiry Officer, and recommended to award punishment of dismissal from service apart from recovery of Rs.25,40,489/- against Sri C.Narayanareddy, former MPDO, MPP, Chinamandem, now MPDO, MPP, Budvel of Kadapa District and requested to accord permission to file a criminal case against the delinquent officer. 6. The Government after careful examination of the matter in detail with reference to material on record and findings of the Inquiry officer has decided to award the major penalty of dismissal from service under rule 9 (x) of the APCS (CC&A) Rules, 1991 against Sri C.Narayanareddy, former MPDO, MPP, Chinamandem of Kadapa District, besides recovery of Rs.25,40,489/- by invoking Revenue Recovery Act. 7. Accordingly, Government hereby dismiss Sri C.Narayanareddy, former MPDO, MPP, Chinamandem of Kadapa District from service, besides recovery of Rs.25,40,489/- by invoking Revenue Recovery Act. 8. The Commissioner of Panchayat Raj and Rural Employment, Hyderabad shall take necessary further action accordingly.
