Prone Areas Programme to Kadapa Dist. during the current financial year 2011-2012 – Orders –
Issued.

ORDER:
A provision of Rs.1800.00 Lakhs have been made in the B.E.2011-2012 towards
Matching State Share for implementation of Drought Prone Areas Programme under Plan
Scheme, out of which an amount of Rs. 1368.16 lakhs, including additional funds of Rs.90.29
lakhs has already been released, during the current financial year 2011-12.
2. In the reference 1st read above, the Commissioner, Rural Development has reported
that the Government of India have released Rs.116.19269 lakhs to Kadapa Dists. under DPAP
Hariyali- II Project, towards 4th and 5th instalments of Central Share, for planning and
development of Water Shed projects for implementation of DPAP in the Dist. She has also
reported that as per the funding pattern of the programme (ie. 75 : 25), the State Govt., has to
release Matching State Share of Rs.38.73 lakhs to meet the expenditure under DPAP Scheme
in Kadapa Dists Hence she has requested to release Rs. 38.73 lakhs for implementation of
DPAP scheme during the current financial year 2011-12.
3. In the GO 2nd read above, the Finance (Expr. PR & RD) Department have issued
Budget Release Order for an amount of Rs. 38.73 lakhs (Rupees thirty eight lakhs and seventy
three thousand only) ie. Rs.36.17 lakhs from the BE provision 2011-12 under General Plan and
SCP scheme and Rs. 2.56 lakhs as additional funds under TSP scheme in relaxation of
Treasury Control and quarterly regulation orders pending provision of funds by obtaining
supplementary grants at appropriate time during the year 2011-12 towards Matching State
share under the DPAP scheme for Kadapa Dst..
4. Government after careful examination, hereby accord administrative sanction for release
of an amount of Rs. 38.73 lakhs (Rupees thirty eight lakhs and seventy three thousand only) ie.
Rs.36.17 lakhs from the BE provision 2011-12 under General Plan and SCP scheme and
Rs.2.56 lakhs as additional funds under TSP scheme in relaxation of Treasury Control and
quarterly regulation orders pending provision of funds by obtaining supplementary grants at
appropriate time during the year 2011-12 towards Matching State Share under the DPAP
scheme for Kadapa DIst..
5. The amount sanctioned in para 4 above shall be debited to the following Heads of
Account:
a. General Plan of Rs.30.31 lakhs (Rupees thirty lakhs and thirty one thousand
only):

6. The Commissioner, Rural Development, Hyderabad shall draw the amount and adjust
the funds to the P.D. Account No.8448-120-12 (APTC Form 102) after obtaining the
authorization from the Director of Treasuries and Accounts, Hyderabad and intimate the
allotment of funds to the Government and shall watch the drawal and utilization of the funds by
the project implementing agencies and send necessary supplementary proposals for grants at
appropriate time during the year 2011.12.
7. The Commissioner, Rural Development, Hyderabad is informed that these allotments
cannot be construed as an authority for incurring the expenditure and the same shall be spent
under proper sanction of the Competent Authority as prescribed under relevant rules and
informed that no further budget will be released until the Drawing Officer Receipts (DORs) is
received.
8. The Director of Treasuries and Accounts, Hyderabad is requested to issue necessary
budget authorization to the Commissioner, Rural Development, Hyderabad based on the Budget
Release Order issued in the reference 2nd read above.
9. This order does not require the concurrence of the Finance Dept. in view of the BRO
issued by the Finance (Expr. PR&RD) Department in the reference 2nd read above.
