या 5928 GI/2026 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] ख) जिसने अपन ेपजत या अपनी पत्नी के िीज त रहत ेहुए दकसी व्यजक्त से ज ाह दकया ह ैया ज ाह की संज िा की है, उक्त पि में स ेजनयुजक्त के जलए पात्र नहीं होगा : परन्द्त ु यदद केंद्रीय सरकार का यह समाधान हो िाता ह ै दक ऐसा ज ाह ऐसे व्यजक्त और गििाह के अन्य पिकार को लाग ू स्ट् ीय ज जध के अधीन अनुज्ञेय ह ैऔर ऐसा करि ेके गलए अन्द्य आिार ह ैंतो ह दकसी व्यगि को इस गियम के प्र तहन स ेछूट दे सकेगी। 5. गचदकत्सा मािक -(1) के ल े व्यगि िो जचदकत्सा मानक िेप-1 परू ा करेंगे इन जनयमों के अधीन जनयुक्त होंगे। (2) उपगियम (1) के प्रयोजिों के गलए, "शपे -1" स े गचदकत्सा प्र ग ह अजभप्रेत ह ैजो गृह मंत्रालय या संबंगित बल द्वारा समय-समय पर जारी दकए गए कायाकारी अिुदेशों द्वारा शागसत होगा, अथाात,् एस - मिोरोग समस्याए,ं एच - श्रिण (काि के रोग), ए - उपागं ऊपरी या गिचल े अगं ों की समस्याओं स ेसंबंगित ह,ैं अथाात,् हाथ और पैर, पी - अन्द्य बीमाठरयों जैस े उच्च हाइपररटेंिन (उच्च रिचाप), हृदय रोग (हृदय संबंधी रोग), मिुमेह (उच्च शकारा), मोटापा (मोटा होिा - अगिक िजि होिा), कैंसर, आदद स े संबंगित कारक और ई – िजृ ि िजक्त या िजृ ि के रोगों स ेसंबंगित। (3) गृह मंत्रालय द्वारा यओू स.ं ए-VI-1/2014-भती (एसएसबी), तारीख 20 मई, 2015 द्वारा जारी संशोगित मागहििहक जसद्धांतों के अिुसार भती प्रदिया के दौराि गिस्तृत गचदकत्सा परीक्षा आयोगजत की जाएगी। 6. अन्यिेिीय की अपात्रता – कोई भी व्यगि जो भारत का िागठरक िहीं ह,ै गलगखत म ेंकेंद्रीय सरकार की पूिा अनुज्ञा के गबिा, इि गियमों के अधीन गियुि िहीं दकया जाएगा: परंत ु इस जनयम म ें अंतर् हि कोई भी बात बल में िेपाल या भटू ाि के नागररक की गियुगि या जनयोिन को लागू िहीं होगी। 7. अजध र्षतह ा – (1) इि गियमों के उपबंधो के अिीि गियिु दकया गया प्रत्येक व्यगि उस मास के, जिसम े ह साठ षह की आयु प्राप्त करता ह,ै अंगतम ददि के अपराहन म ें सेिागििृत्त होगा। परन्द्त ु यह दक ह व्यजक्त, जिसके िन्म की तारीख दकसी मास की पहली तारीख होगी, अजध र्षहता की आय ुप्राप्त करि े के पू ह ती मास के अंजतम दिन के अपराहन म ेंसे ाजन ृत्त होगा। (2) दकसी भी व्यगि को अजध र्षहता की से ाजन ृजत्त की आय ुके परे सेिा म ें गिस्तार मंिूर िहीं दकया जाएगा। 8. जिजिल करन े की शगि. – जहा ं केंद्रीय सरकार की यह राय ह ै दक ऐसा करिा आिश्यक या समीचीि ह,ै हां िह उसके जलए िो कारण ह ैउन्ह ेंलेखबद्ध करके, इन जनयमों के दकसी उपबंध को दकसी गह या प्र गह के व्यजक्तयों की बाबत, आिेि द्वारा जिजिल कर सकेगी। 9. व्या जृ त्त – इि गियमों की कोई बात, ऐस ेआरिण, आय-ु सीमा में छूट और अन्य ररयायतों पर प्रभा नहीं डालगे ी, जिनका केंद्रीय सरकार द्वारा इस संबंध में समय-समय पर जनकाल े गए आदेशों के अिुसार अिुसूगचत जागतयों, अिुसूगचत जिजागतयों, अन्द्य गपछड े िगों, भूतपूिा सैगिकों और अन्द्य गिशेष प्र ग ह के व्यजक्तयों के जलए उपबंध करना अपेजित ह।ै अनुसूची पद का नाम। पद की संख्या। वेतन मैट्रिक्स चयन पद सीधी भर्ती ककए जाने वाल े वर्गीकरण। में स्तर। या व्यक्तर्तयों के लिए आयु सीमा। अचयन पद। (1) (2) (3) (4) (5) (6) 15* (2026) क ांस्टेबल (केनेलमैन)। साधारण केंद्रीर् वेतन मैट्रिक्स ल गू नहीां होर्ा । 18 से 25 वर् यकी आर्ु के बीच। *क र्भय र के सेव , समूह "ग", में स्तर -3 (केंद्रीय सरकार द्वारा समय-समय आधार पर (21700– अर जपत्रित, पर जारी ककए गए अनुदेशों या पररवर्नत ककया 69100 रुपर्े)। अननुसचिवीय, आदेशों के अनुसार ववभागीय जा सकर्ा है। योधक। अभ्यचथतयों के लिए 40 वर् त र्क लशचथि की जा सकर्ी है।)[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3 टिप्पण : आर्- ु सीम अवधाररर् करन े के लिए ननणातयक र्ारीख अभ्यचथतयों से आवेदन प्र प्त करन े के लिए ननयर् की गई अंनर्म र्ारीख होगी और न कक वह अंनर्म र्ारीख जो असम, ममजोरम, मणिपुर, न ग लडैं , मेघ लर्, अरुि चल प्रदेश, त्रिपुर , मसक्क्कम, ट्रहम चल प्रदेश के ल हौल और स्पीतत क्जले तथ चांब क्जले के पांगी उपखंड, अांडम न एवं ननकोबार द्वीप, िद्दाख व लक्षद्वीप संघ राज्यक्षेत्रों के लिए ववटहर् की गई है। सीधी भती ककए जाने वाले व्यक्तर्तयों के ललए अपेक्षित शैक्षिक और अन्य अर्हर्ताएँ। सीधी भती ककए जाने वाले व्यक्तर्तयों के लिए ववहर्र्त आयु और शैक्षिक अर्हर्ताएँ प्रोन्नर्त व्यक्तर्तयों की दशा में िार्गू होर्गी या नर् ीं। (7) (8) (1) शैक्षक्षक अहतर्ा : ल ग ूनहीां होर्ा। (क) ककसी म न्र्त प्र प्त बोड यसे 10वीां कक्ष उत्तीि यर् समर्ुल्य; (इ) अनुसूचचत जनज तत प्रवगों से सांबांचधत अभ्यथी- 162.5 सेंटीमीटर; (ii) छार्ती : (अ) गढ़व ली, कुम ऊांनी, गोरख , डोगर , मर ठ , मसक्क्कम सट्रहत सभी अभ्यचथयत ों (अनुसूचचत जनज ततर्ों को छोडकर) और अरुि चल प्रदेश, असम, ट्रहम चल प्रदेश, मणिपुर, मेघ लर्, ममजोरम, न ग लडैं , मसक्क्कम, त्रिपुर और लद्द ख सांघ र ज्र् क्षेि से सांबांचधत अभ्यचथतयों के मलए - 80-85 सेंटीमीटर; (इ) अनुसूचचत जनज तत से संबन्धधर् अभ्यथी – 154 सेंटीमीटर; (ii) छार्ी: ल गू नहीां होर्ा; (ग) वजन : चचककत्स म नकों (पुरुर् और मट्रहल के मलए) के अनुस र िंबाई और आर् ुके अनुरूप। (3) चचककत्स म नक: (क) दृन्टि म नक: (प्रवेश पर आर् ु18 स े35 वर्)य (i) दृक्टि बिना चश्मों के (ननकि दृक्टि) अच्छी आांख - N6 खर ब आांख - N9 (ii) दृक्टि बिना चश्मों के (दरू की दृष्टि) अच्छी आांख - 6/6 खर ब आांख -6/9 (iii) अपवतनत चश्मे द्वारा भी ककसी भी प्रक र का दृन्टि सुध र अनुज्ञार् नहीां है। (iv) रंर्ग दृष्टि इमसह र द्वारा सीपी III टिप्पण : द एां ह थ के व्र्क्क्त में, द ट्रहनी आांख अच्छी होती है और इसी प्रकार बाएँ हाथ के व्यन्तर् में बाईं आँख। बाइनोकुिर दृक्टट अपेक्षक्षर् है। (ख) अभ्यथी के पैर अंर्ज्ञातनु या सपाि या स्फीनर् लशरा और आँखों से त्रत्रयतक नहीं होना िाटहए और उधहें अच्छे मानलसक र्था शारीररक स्वास््य का होना िाटहए एवं उनमें कर्तव्यों के कुशि ननवतहन रुकावि पैदा करने वािी कोई शारीररक ववकृनर् नहीं होनी िाटहए। (4) अभ्यथी को श रीररक दक्षत और मलणखत परीक्ष अटहर्त करनी होगी। भूतपूव यसैतनक/पुनननयत ोजन: सेव तनवत्तृ र् सेन के ननमुततर् क ममयक क्जन्होंने नौसेन र् व र् ुसेन में क ांस्टेबल (केनेलमैन) र् समर्ुल्य रैंक के मूल रैंक पर सेवा दी है (जो समर्ुल्य म नद रैंक ध रि करते हैं व ेप ि नहीां होंगे) उधहें तनम्नमलणखत अपेक्षाओं को पूर करना होगा, अथ यत:् - (क) शैक्षिक अर्हर्ताएँ : (i) 10वीां कक्ष उत्तीणत र् समर्ुल्य र् सेन प्रथम वग त क प्रम ि पि र् नौसेन र् व र्ु सेन में समर्ुल्य, क्जन्होंने सांघ के सशस्ि बलों में सेवा की अांततम र्ारीख को कम स े कम पांद्रह वर् य की सेव की हो, पवज्ञ पपत पदों पर तनर्ुक्क्त के मलए प ि माने जाएंगे। टिप्पण: गैर-मैट्रिक भूतपूवय सैतनक और क्जन्होंने आवेदन प्र प्त करने की अांततम र्ारीख को पांद्रह वर् यकी सेव पूरी नहीां की है, व ेप ि नहीां हैं; (ii) सरक री पश ु चचककत्स अस्पत लों र् और्ध लर् र् पश ु चचककत्स महाविद्यालय र् सरक री पशु फ म य स े पशुओ ं को सांभ लने में कम स े कम दो वर् त क अनुभव;[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 5 (ख) चचककत्सा मानक: (i) चचककत्स प्रवगत शेप-1 और पूव यसैन्र् कालमतकों के मलए ववटहर् समतुल्र्ध ररत करर्े हों। (ii) दृष्टि मानक (प्रवेश के समय आय ु35-55 वर्)त 1. दृक्टि तीक्ष्णता संशोचधत (ननकि दृष्टि) अच्छी आांख - N6 खर ब आांख - N9 2. दृक्टि तीक्ष्णता असंशोचधत (दरू दृष्टि) अच्छी आांख खर ब आांख 6/9 6/9 र् र् 6/6 6/12 3. अपवततन ह इपरमेिोपपर् : +2 डीएस म र्ोपपर् : 2.5 डीएस (मसलेंडर सट्रहत) टिप्पण : आर् ुस ेसांबांचधत श रीररक प्रेस्बायोवपक पररवतनय 35 वर्य के पश्िार् होने की सांभ वन है, इसमलए आर्ु के अनुस र प्रेस्ब र्ोपपक पररवतनय छूट की अनुज्ञा दी ज ती है जैस कक तनकट दृक्टट के मलए नीचे उन्ल्िखखर् ककया गर् है (र्ह पहले से ही दरू के मलए प्रद न की गई उपरोक्त छूट के अततररक्त है)। (i) +1 डीएस 40 वर्य तक (ii) +2 डीएस 50 वर्य तक (iii) +3 डीएस 51 - 60 वर्य और उससे अचधक 4. रंर्ग दृष्टि इलसहारा द्वारा किर परसेप्शन III हिप्पण 1: द एां ह थ के व्र्क्क्त में, द ट्रहनी आांख अच्छी होती है इसी प्रकार बाएँ हाथ के व्यन्तर् में बाईं आँख। बाइनोकुिर दृक्टट अपेक्षक्षर् है। 35 वर् य की आर्ु के ब द प्रेस्ब र्ोपपक पररवतयन और अपवतयक िुट्रटर् ांआम हैं। हिप्पण 2: शॉटयमलस्ट ककए गए अभ्यचथतयों को अन्र् अभ्यचथतयों के मलए ननधातररर् सम न चचककत्स परीक्ष से गुजरन होग और उन्हें चचककत्सकीर् रूप स े योग्य घोपर्त ककर् जाएगा। (ग) चररत्र: बहुत अच्छ र् अनुकरिीर्। (घ) शारीररक मानक: भूतपूव यसैतनकों के मलए श रीररक म नकों में पूि य लशचथिीकरण। (ङ) सेवा में ववराम: तीन वर्त से अचधक नहीां। (च) पूव यसैतनकों के मलए लशचथिीकरण केंद्रीय सरक र द्वारा समर्-समर् पर ज री ककए गए अनुदेशों के अनुस र होगी। हिप्पण: केवल व े कालमकत पुनननयत ोजन पर तनर्ुक्क्त के मलए पवच र के मलए प ि होंगे जो व स्तव में ररक्क्तर्ों के पवज्ञ पन की त रीख को ननमुततर् र् सेव तनवत्तृ हो गए हैं।6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] पररवीिा की अवचध, यट्रद भती की पद्धति भती सीधी र्ोगी या प्रोन्ननर्त या प्रनतननयुष्क्त / आमेलन द्वारा भती की दशा में, वे कोई हो। प्रोन्ननर्त द्वारा या श्रेणणयाँ ष्िनसे प्रोन्ननर्त या प्रनतननयुष्क्त या आमेलन ककया प्रनतननयुष्क्त/आमेलन द्वारा और जाएगा। ववलभन्न पद्धतिय ों द्वारा भर जाने वाल ररष्क्तयों की प्रनतशतर्ता। (9) (10) (11) सीधी भर्ी के मलए दो सीधी भती द्वारा, न्जसके न हो प्रनतननयुष्क्त/आमेलन : वर्।त सकने पर प्रतततनर्ुक्क्त/आमेिन केंद्रीय सरक र र् र ज्र् सरक रों र् संघ राज्य क्षेत्र प्रशासनों द्वारा। के अचधक री, - टिप्पण: केधद्रीय सरक र (क) (i) जो मूल काडर र् पवभ ग में तनर्ममत आध र पर सदृश द्वारा यथाववटहर् पररवीक्ष पद ध रि ककए हुए हैं; र् को सफिर्ापूवकत पूरा (ii) न्जधहोंने मूि काडर या ववभाग में वेतन मैट्रिक्स के स्तर करने के मलए कम से कम दो -3 (21700-69100 रुपर्े) या समर्ुल्य में तनर्ममत आध र पर सप्त ह की अवचध क प्रवेश उस पद पर तनर्ुक्क्त के पश्िार् तीन वर् तकी सेव की हो और प्रमशक्षि अतनव र् य होग । (ख) स्र्ंभ (7) के अधीन सीधी भती के मलए ववटहर् अहतर्ा पररवीक्ष को पूर करने के और अनुभव रखर्े हैं। मलए प्रमशक्षि पूव त अपेक्षक्षर् है। टिप्पण 1: प्रतततनर्ुक्क्त की अवचध, न्जसके अंर्गतर् केंद्रीय सरकार के उसी या ककसी अधय संगठन या ववभाग में इस ननयुन्तर् से ठीक पहिे धाररर् ककसी अधय काडर बाह्य पद पर प्रनर्ननयुन्तर् की अवचध है, साधारणर्या र्ीन वर्त से अचधक नहीं होगी। टिप्पण 2: प्रतततनर्ुक्क्त के मलए अचधकतम आर्ु सीम आवेदन प्र प्त करने की अांततम र्ारीख को छप्पन वर् य स े अचधक नहीां होगी। यदद गिभागीय प्रोन्नजत सगमगत ह,ै तो उसकी सरं चिा । भती करि े म ें दकन पररजस्ट्िजतयों म ें सघं लोक सिे ा आयोग स ेपरामश ादकया िाएगा । (12 ) ( 13 ) समूह 'ग' पवभ गीर् पुक्टट सममतत (पुक्टट के संबंध में पवच र करन े के मलए) क्जसमें ल गू नहीां होर्ा। सन्ममलिर् हैं: - 1. मुख्र् चचककत्स अचधक री र् कम ांडेंट - अध्र्क्ष; Short title and commencement. – (1) These rules may be called the Ministry of Home Affairs, Central Industrial Security Force, Security Wing, Constable (Kennelman) Combatised, Group ‘C’ Post, Recruitment Rules, 2026. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Number of post, classification and level in pay matrix. - The number of the said post, its classification and level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age-limit, qualifications, etc. – The method of recruitment, age- limit, qualifications and other matters relating to the said post, shall be as specified in columns (5) to (13) of the aforesaid Schedule. 4. Disqualification. – No person, - (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 5. Medical standard.-(1) The person who seeks appointment under these rules shall fulfil the SHAPE-I medical standards. (2) For the purposes of sub-rule (1), “SHAPE-I” shall mean the medical category which shall be governed by the executive instructions issued from time to time by the Ministry of Home Affairs or Forces concerned, that is, S – Psychiatric problems, H – Hearing (Ear diseases), A – Appendages pertains to the problems of upper or lower limbs, that is, arms and legs, P - Factor is related to other disease like Hypertension (High Blood Pressure), Cardiac disease (Heart Diseases), Diabetes (High Sugar), Obesity (being Fat – overweight), Cancer, etc. and E – Eye sight or Eye diseases. (3) Detailed medical examination shall he conducted during recruitment process as per revised guidelines issued by the Ministry of Home Affairs vide UO No.A-VI-1/2014-Rectt (SSB), dated the 20th May, 2015. 6.
