और आजिक नगें रू भारत की सुरक्षा के जलए जो खतरा पैदा करता ह,ै उसको ध् यान म ें रखते हुए तथा उसको
आतंकिाद, जो भारत तक ही सीजमत नहीं ह,ै को बढािा देन े से रोकन े के जलए यह अत्य ािश् यक ह,ै दक उसे उक्त अजधजनयम
के उपबंधं के अधीन आतंकिादी के रूप म ेंनामजनर्ददष् ट करना होगा ;
और केन्द रीय सरकार को यह जिश् िास ह ै दक आजिक अहमद नगें रू उर्फ नगें रू उर्फ आजिक हुसैन नगें रू उर्फ आजिक
मौलिी आतंकिाद म ें सजमजलत ह ैऔर उक्त आजिक अहमद नेंगरू उर्फ नगें रू उर्फ आजिक हुसैन नगें रू उर्फ आजिक मौलिी
उक्त अजधजनयम के अधीन आतकं िादी के रूप म ेंअजधसूजचत दकया जाना चाजहए ;
अत:, अब, केन्द रीय सरकार, जिजधजिरूद्ध दियाकलाप (जनिारण) अजधजनयम, 1967 की धारा 35 की उपधारा (1)
के खंड (क) के द्वारा प्रदत् त िजियं का प्रयोग करते हुए, उक्त अजधजनयम की चौथी अनुसूची म ें जनन जलजखत संिोधन
करती ह,ै अथाफत ् :-
उक्त अजधजनयम की चौथी अनुसूची की िम संख् या 35 और उससे संबंजधत प्रजिजष्ट यं के पश् चात् जनन जलजखत
िम संख् या और प्रजिजष्ट अतं :स्ट्थ ाजपत की जाएगी, अथाफत ् :-
“36. आजिक अहमद नगें रू उर्फ नेंगरू उर्फ आजिक हुसैन नगें रू उर्फ आजिक मौलिी” ।

NOTIFICATION
New Delhi, the 18th April, 2022
S.O. 1737(E).—Whereas, the Unlawful Activities (Prevention) Act, 1967 (37 of 1967) (hereinafter referred
to as the said Act) has been enacted to provide for more effective prevention of certain unlawful activities of
individuals and associations and for dealing with terrorist activities and for matters connected therewith;
And whereas, clause (a) of sub-section (1) of section 35 of the said Act empowers the Central Government to
notify the name of an individual in the Fourth Schedule to the said Act, if it believes that he is involved in terrorism;
And whereas, Ashiq Ahmed Nengroo @Nengroo @Ashaq Hussain Nengroo @ Ashaq Moulvi having date of
birth on the 20th November, 1987, son of Ghulam Ahmmad Nengroo, resident of Hajan Bala Rajpora, Pulwama, is one
of the Commanders of terror outfit Jaish-e-Mohammad;
And whereas, Jaish-e-Mohammad is listed as a terrorist organisation under the First Schedule to the said Act,
at serial No. 6;
And whereas, the said Ashiq Ahmed Nengroo has been involved in infiltration of terrorists into Jammu and
Kashmir, who have been responsible for inflicting various terrorist incidents in Jammu and Kashmir;
And whereas, after running a terror syndicate in Kashmir, the said Ashiq Ahmed Nengroo is now engaged in
a perilous campaign to orchestrate terror in Jammu and Kahmir, remote controlled from Pakistan;[भाग II—खण् ड 3(ii)] भारत का राजपत्र : असाधारण 3
And whereas, the said Ashiq Ahmed Nengroo had been involved in the cases related to killing of one police
personnel in Pulwama, Jammu and Kashmir, in the year 2013, killing of one civilian in the year 2020 and terror
funding and illegal supply of weapons to terrorists;
And whereas, it is imperative, in view of the danger which the said Ashiq Nengroo poses to the security of
the India, and in order to deter him from perpetrating terrorism not limited to India, that he shall be designated as a
terrorist under the provisions of the said Act;
And whereas, the Central Government believes that Ashiq Ahmed Nengroo @Nengroo @Ashaq Hussain
Nengroo @ Ashaq Moulvi is involved in terrorism and the said Ashiq Ahmed Nengroo @Nengroo @Ashaq Hussain
Nengroo @ Ashaq Moulvi is to be notified as a terrorist under the said Act;
Now, therefore, in exercise of the powers conferred by clause (a) of sub-section (1) of section 35 of the
Unlawful Activities (Prevention) Act, 1967, the Central Government hereby makes the following amendment in the
Fourth Schedule to the said Act, namely:-
In the Fourth Schedule to the said Act, after serial number 35 and entries relating thereto, the following serial
number and entries shall be inserted, namely:-
“36. Ashiq Ahmed Nengroo @Nengroo @Ashaq Hussain Nengroo @Ashaq Moulvi”.
