ठटप्पण : िहााँ ऐस े कजनष्ठ व्यजियों के संबंध म ें जिन्होंन े 2. उप महाजनरीक्षक,राष्ट्रीय अपनी अहका या पात्रता सेवा पूरी कर ली ह,ै प्रोन्नजत के अन्वेषण अजभकरण- सिस्ट्य; जलए जवचार दकया िा रहा हो, वहााँ उनके ज्यष्ठे 3.पुजलस अधीक्षक, राष्ट्रीय व्यजियों के संबंध में भी जवचार दकया िाएगा, परंत ु यह तब िबदक उसके द्वारा की गई ऐसी अहका या पात्रता अन्वेषण अजभकरण- सिस्ट्य I सेवा, अपेजक्षत अहका या पात्रता सेवा के आध े से अजधक से या िो वषा इनम े से िो भी कम हो, कम न हो और उन्होंने अपने ऐसे कजनष्ठ व्यजियों सजहत, जिन्होंने ऐसी अहका या पात्रता सेवा पहले ही पूरी कर ली ह,ै अगली उच्चतर श्रेणी म ें प्रोन्नजत के जलए अपनी पठरवीक्षा की अवजध सफलतापूवाक पूरी कर ली हो I प्रजतजनयुजि/आमेलन: केंद्रीय सरकार या राज्य सरकार या संघ राज्य क्षेत्रों के अजधकारी:- (क) (i) जिन्होंन े मलू काडर या जवभाग में जनयजमत आधार पर सििृ पि धारण दकए हो; या (ii) जिन्होंन े मलू काडर या जवभाग में वेतन मैठरक्स के स्ट्तर-6 (35,400-1,12,400 रूपये) में जनयजमत आधार पर जनयुजि के पश्चात् उस ग्रडे में पांच वषा जनयजमत सेवा की हो; और (ख) जिसके पास जनम्नजलजखत िैजक्षक अहता ाएं और अनुभव हो:- (i) दकसी मान्यता प्राप्त जवश्वजवद्यालय/संस्ट्थान से दकसी भी िाखा में स्नातक की जडग्री; और (ii)आपराजधक मामलों या आसचू ना काया या प्रचालन या सूचना प्रौद्योजगकी मामलों या दकसी पुजलस के आसूचना4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] अजभकरणों/जविेषीकृत आसूचना प्रकोष्ठ या प्रवतान अजभकरण में आतंकजवरोधी या सतकाता संग्रहण म ें प्रजिक्षण के मामलों के अन्वेषण का काया करने का िो वष ा का अनुभव I ठटप्पण 1 : आसूचना म ें अनभु व के प्रयोिन के जलए, केवल ऐसा अनुभव अहका होगा, जिसे पुजलस के आसूचना अजभकरणों/जविेषीकृत आसूचना प्रकोष्ठ या प्रवतान अजभकरण में काय ा करन े के माध्यम से प्राप्त दकया गया हो I ठटप्पण 2 : आमेजलत दकए गए जनरीक्षकों की कुल संख्या या बल, जनरीक्षक के कुल स्ट्वीकृत पिों के बीस प्रजतित से अजधक नहीं होगी I ठटप्पण 3 :पोषक वगा के ऐसे जवभागीय अजधकारी, िो प्रोन्नजत के सीधी पंजि म ें ह,ै प्रजतजनयुजि पर जनयुजि के जलए जवचार दकए िान े के पात्र नहीं होंग े I इसी प्रकार प्रजतजनयुजि व्यजि प्रोन्नजत द्वारा जनयुजि के जलए जवचार दकए िाने के पात्र नहीं होंग े I ठटप्पण 4 :प्रजतजनयुजि की अवजध, जिसके अंतगात केन्द्रीय सरकार के उसी या दकसी अन्य सगं िन या जवभाग म ें इस जनयुजि स े िीक पहल े धाठरत दकसी अन्य काडर बाह्य पि पर प्रजतजनयुजि की अवजध ह,ै साधरणतया: तीन वष ा से अजधक नहीं होगी I प्रजतजनयुजि द्वारा जनयुजि के जलए अजधकतम आयु-सीमा आवेिन प्राप्त करन े की अंजतम तारीख को छप्पन वष ा स े अजधक नहों होगी I [फा. सं.: 45021/04/2022-एनआईए] अजभिीत जसन्हा, संयुि सजचव MINISTRY OF HOME AFFAIRS NOTIFICATION New Delhi, the 21st August, 2024. G.S.R. 527(E).–In exercise of the powers conferred by section 5 read with clause (a) of sub section (2) of section 25 of the National Investigation Agency Act, 2008 (34 of 2008), and in supersession of the Ministry of Home Affairs, National Investigation Agency, Inspector and Sub- Inspector (Group ‘B’ Posts) Recruitment Rules, 2013 in so far as they relate to the post of Inspector except as respects things done or omitted to be done before such supersession, the Central Government hereby makes the following rules regulating the method of recruitment to the post of Inspector (Group ‘B’ Post) in the National Investigation Agency under the Ministry of Home Affairs, namely:-[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 5 1. Short title and commencement. -(1) These rules may be called the Ministry of Home Affairs, National Investigation Agency,Inspector (Group “B” Post) Recruitment Rules, 2024. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Number of post, classification and level in Pay matrix. – The number of post, its classification and level in the pay matrix attached thereto shall be as specified in the columns (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age limit and other qualifications, etc.– The method of recruitment, age limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule. 4. Disqualification. –No person,— (a) who has entered into or contracted a marriage with person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 5. Power to relax. – Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons. 6. Saving. – Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward classes, Ex-servicemen, and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard. Deputation/Absorption: Officers of the Central Government or State Government or Union Territories: (a) (i) holding analogous posts on regular basis in the parent cadre or department; or (ii)with five years’ service in the grade rendered after appointment thereto on regular basis in posts in the Level-6 (Rs.35,400-1,12,400) in the pay matrix in the parent cadre or Department; and (b) Possessing the following educational qualifications and experience: (i) Bachelor’s degree in any discipline from a recognised university/ Institute; and (ii)two years’ experience in handling of cases of investigation of criminal cases, or intelligence work or operations or Information Technology cases or Training in counter terrorism or vigilance collection in intelligence Agencies/ specialised Intelligence wing of a police or enforcement agency. Note 1.- For the purpose of experience in intelligence, only such experience would qualify which has been acquired through working in Intelligence Agencies/specialised intelligence wing of a police or enforcement agency. Note 2.- The total number or Strength of Inspector absorbed shall not exceed twenty percent of the total sanctioned posts of Inspector. Note 3.- The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Note 4.- Period of deputation (including short term contract), including period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall ordinarily not exceed three years.
