1. डीन (cid:7021)कूल के (cid:7079)मुख होगा और आचरण और (cid:7021)कूल म(cid:7286) िश(cid:6979)ण और अनुसंधान के मानक(cid:7298) के रखरखाव के (cid:7079)ित िज(cid:7013)मेदार
ह(cid:7298)गे।
2. डीन (cid:7021)कूल बोड (cid:6981) और एडवां(cid:7021)ड (cid:7021)टडीज के िलए सिमित और (cid:7021)कूल के अनुसंधान का अ(cid:7007)य(cid:6979) होगा ।
3. डीन को (cid:7408)कसी भी बैठक म(cid:7286) उपि(cid:7021)थत होने के िलए और अ(cid:7007)ययन या (cid:7021)कूल क(cid:7409) सिमितय(cid:7298) के बोड (cid:6981) म (cid:7286) बात करन े के िलए
अिधकार होगा, जैसा भी मामला हो, ले(cid:7408)कन उस समय मतदान करन े के िलए जब तक उसका वह एक सद(cid:7021)य ह ै अिधकार नह(cid:7277)
होगा।
4. अ(cid:7007)ययन के (cid:7021)कूल के डीन करेगा:
(क) िवभाग(cid:7298) / के(cid:7008)(cid:7076)(cid:7298) के (cid:7079)मुख(cid:7298)/ अ(cid:7007)य(cid:6979)(cid:7298) के मा(cid:7007)यम से सम(cid:7008)वय और आम तौर पर (cid:7021)कूल म (cid:7286) िश(cid:6979)ण और अनुसंधान के
काम क(cid:7409) िनगरानी;
(ख) िवभाग(cid:7298) / के(cid:7008)(cid:7076)(cid:7298) के (cid:7079)मुख(cid:7298)/ अ(cid:7007)य(cid:6979)(cid:7298) के मा(cid:7007)यम से (cid:6989)लास (cid:7272)म और (cid:7079)योगशाला(cid:7312) म(cid:7286) अनुशासन बनाए रखने के,

10. अ(cid:7007)यादेश िनयिु (cid:7334)य(cid:7298) के िलए सबं िं धत क़ाननू 19(2) के तहत

NOTIFICATION
Gandhinagar, the 23rd March, 2017
No. 2-4/2009-Admn./7555.—The following is published for general information:—
3. ORDINANCE RELATING TO SELECTION COMMITTEE PROCEDURE
[Ref. Statute 18(4) of the Statutes]
1.(cid:32) The Vice-Chancellor, or in his absence the Pro Vice-Chancellor, shall be the Chairperson of the
Selection Committee and shall convene and preside at the meeting of the Selection Committee:
Provided that the meeting of the Selection Committee shall be fixed after prior consultation with, and
subject to the convenience of Visitor’s nominee and the experts nominated by the Executive Council.
2.(cid:32) The Registrar, and while the office of the Registrar is vacant, the Deputy Registrar nominated by the
Vice-Chancellor for the purpose, shall be the ex-officio Secretary of the Selection Committee, but
shall not be deemed to be a member thereof.
3.(cid:32) Ordinarily not less than 15 days’ notice shall be given for holding a meeting of the Selection
Committee.
4.(cid:32) The proceedings of the Selection Committee shall not be valid unless, -
(a) where the number of Visitor’s nominee and the persons nominated by the Executive Council is
four in all, at least three of them attend the meeting; and
(b) where the number of Visitor’s nominee and the persons nominated by the Executive Council is
three in all, at least two of them attend the meeting.
5.(cid:32) The Chairperson of the Selection Committee shall be entitled to vote at the meeting and shall have,
and exercise a casting vote in the case of an equality of votes.
6.(cid:32) The meeting of Selection Committee shall be held at Gandhinagar or at such other place as the Vice-
Chancellor, or in his absence the Pro Vice-Chancellor, may decide.
7.(cid:32) The Selection Committee shall consider and submit to the Executive Council recommendations as to
the appointment referred to it.
8.(cid:32) The Chairperson of the Selection Committee shall have the power to lay down the procedure in
respect of any matter not covered by this Ordinance.
08. ORDINANCE RELATING TO THE POWERS AND DUTIES OF THE DEAN OF THE SCHOOL
OF STUDIES
[Ref. Statute 5(3) of the Statutes]
1.(cid:32) The Dean shall be the Head of the School and shall be responsible for the conduct and maintenance of
the standards of teaching and research in the School.4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC. 4]
2.(cid:32) The Dean shall be the Chairperson of the School Board and the Committee for Advanced Studies and
Research of the School.
3.(cid:32) The Dean shall have the right to be present and to speak at any meeting of the Boards of Studies or
Committees of the School, as the case may be, but shall not have the right to vote thereat unless he is a
member thereof.
4.(cid:32) The Dean of a School of Studies shall :
(a)(cid:32) coordinate and generally supervise the teaching and research work in the School through
Heads/Chairpersons of the Departments/Centers;
(b)(cid:32) maintain discipline in the class rooms and laboratories through the Heads/Chairpersons of the
Departments/Centers;
(c)(cid:32) keep a record of the evaluation of sessional work and of the attendance of the students at lectures,
tutorials, seminars or practicals, when these are prescribed;
(d)(cid:32) arrange for the examination of the University in respect of the students of the School in
accordance with such directions as may be given by the Academic Council; and
(e)(cid:32) perform such other academic duties as may be assigned to him/her by the Vice-Chancellor,
Academic Council, and the Executive Council.
10. ORDINANCE RELATING TO APPOINTMENTS MADE UNDER STATUTE 19(2)
Teachers appointed by the Executive Council under Statute 19(2) shall be governed by all the conditions of
service for appointed teachers of the University except the following:
i.(cid:32) They shall be entitled to an amount equivalent to a certain number of additional increments, but not
less than two, to be decided by the Executive Council while making the appointment as change of
station allowance (TA on transfer);
ii.(cid:32) They shall not be entitled for sabbatical or study leave;
iii.(cid:32) They shall not be entitled for vacation as their work relates to projects;
iv.(cid:32) They shall not be entitled to the administrative positions like Head/Chairperson of the
Department/Centre, Dean etc.
v.(cid:32) They shall not be entitled to be the members of any Statutory Body of the University, but shall be
special invitees, if necessary;
vi.(cid:32) The Executive Council may, if it deems necessary, provide any other conditions of appointment
and/or benefits to be given to such appointed teachers, not inconsistent with any provision of the Act
and Statues.
