के आधार पर (cid:7079)ा(cid:7385) विरयता(cid:7059)म (मेिरट) के आधार पर (cid:7079)वेश होगा। इस आशय का िनणर्य स्कूल बोडर् की अनुशंसा पर
अकादिमक पिरषद (cid:7367)ारा िलया जाएगा।
7. (cid:7079)वेश परीक्षा मुख्यालय और िव(cid:7393)िव(cid:7378)ालय (cid:7367)ारा समय-समय पर िन(cid:7416)दर्(cid:7397) स्थान(cid:7298) पर आयोिजत की जाएगी।
8. िकसी (cid:7079)वेश परीक्षा के दौरान, अभ्यथ(cid:7278), परीक्षा िनयं(cid:7074)क (cid:7367)ारा िनयु(cid:7334) मुख्य अधीक्षक के िनयं(cid:7074)ण म(cid:7286) ह(cid:7298)गे, िजसके
परीक्षा के आयोजन पर िनदश(cid:7287) अंितम व बाध्य ह(cid:7298)गे।
9. यिद कोई अभ्यथ(cid:7278) िनदश(cid:7287) (cid:7298) का पालन नह(cid:7277) करता ह ैया िनरीक्षक स्टाफ के िकसी भी सदस्य के साथ या केन्(cid:7076) पर िकसी
भी पयर्वेक्षक के साथ द(cid:7390)ु र्वहार करता ह,ै तो उसे परीक्षा से बिहष्कृत िकया जा सकता ह।ै
10. मुख्य अधीक्षक िकसी ऐसे मामले के तथ्य(cid:7298) को सा(cid:7023)य के संपूणर् िववरण के साथ परीक्षा िनयं(cid:7074)क को पेश करेगा, जो
उ(cid:7334) मामले को परीक्षा अनुशासन सिमित को आगे की उिचत कारर्वाई के िलए (cid:7079)ेिषत करेगा।
11. परीक्षा(cid:7312) के दौरान अनुशासन बनाए रखने के उ(cid:7374)ेश्य हते ु अध्यादेश के संबंिधत (cid:7079)ावधान, जहाँ भी लागू हो, (cid:7079)वेश
परीक्षा म(cid:7286) लागू ह(cid:7298)गे।
12. (cid:7079)वेश परीक्षा का पा(cid:7353) िववरण, (cid:7079)ारूप, अविध, मूल्यांकन की योजना (cid:7079)वेश सिमित (cid:7367)ारा िनधार्िरत होगी एवं
अकादिमक पिरषद (cid:7367)ारा अनुमोिदत होगी।
13. िविभ(cid:7382) िवभाग(cid:7298) / केन्(cid:7076)(cid:7298) के कायर्(cid:7059)मो म(cid:7286) (cid:7079)वेश के िलए न्यूनतम अहतर् ाएं, िविनयम(cid:7298) के (cid:7367)ारा (cid:7079)दान की गयी छूट की
दशा म(cid:7286), स्कूल के अिध(cid:7399)ाता / केन्(cid:7076) के अध्यक्ष के साथ (cid:7079)त्येक वषर् िवचार-िवमशर् कर, अकादिमक पिरषद (cid:7367)ारा िनधार्िरत होगी।
14. (cid:7079)वेश परीक्षा म(cid:7286) (cid:7079)ा(cid:7385) अकं (cid:7298) म(cid:7286) बराबर/(cid:7081)ैकेट के मामले म(cid:7286), अहकर् ारी परीक्षा म(cid:7286) (cid:7079)ा(cid:7385) अंक मेिरट का िनधार्रण करने के
िलए िवचार म(cid:7286) रखे जाएंगे।
15. केवल वे अभ्यथ(cid:7278), जो राज्य / केन्(cid:7076) सरकार (cid:7367)ारा स्थािपत अथवा मान्यता (cid:7079)ा(cid:7385) िकसी भारतीय िव(cid:7393)िव(cid:7378)ालय /
मण्डल की परीक्षा अथवा राज्य / केन्(cid:7076) सरकार / िव(cid:7393)िव(cid:7378)ालय (cid:7367)ारा मान्यता (cid:7079)ा(cid:7385) अन्य समतुल्य परीक्षाएं उ(cid:7275)ीणर् कर चुके
ह(cid:7298), (cid:7079)वेश के िलए िवचार िकये जाएंगे।
16. िव(cid:7393)िव(cid:7378)ालय (cid:7367)ारा (cid:7079)स्तािवत शैक्षिणक कायर्(cid:7059)म(cid:7298) म(cid:7286) 15% सीट अनुसूिचत जाित से संबंिधत िव(cid:7378)ािथर्य(cid:7298) के िलए,
71/ % अनुसूिचत जनजाित से संबंिधत िव(cid:7378)ािथर्य(cid:7298) के िलए तथा 27% अन्य िपछड़ा वगर् से संबंिधत िव(cid:7378)ािथर्य(cid:7298) के िलए

आरिक्षत ह(cid:7298)गी।
बशत(cid:7287) िक यह खण्ड िव(cid:7393)िव(cid:7378)ालय को औरत(cid:7298), िद(cid:7390)ांग(cid:7298) अथवा समाज के कमजोर वग(cid:7300) से संबंिधत (cid:7390)ि(cid:7334)य(cid:7298) या समाज के
कमजोर वग(cid:7300) से संबंिधत (cid:7390)ि(cid:7334), िवशेष रूप से अनुसूिचत जाितय(cid:7298), अनुसूिचत जनजाितय(cid:7298) तथा सामािजक व शैक्षिणक रूप से
िपछड़े अन्य वग(cid:7300) के (cid:7079)वेश के िलए नाए जाने वाले िवशेष (cid:7079)ावधान(cid:7298) से रोकने के िलए नह(cid:7277) माना जाएगा।
बशत(cid:7287) यह भी िक मूल िनवास के आधार पर कोई भी ऐसा िवशेष (cid:7079)ावधान नह(cid:7277) बनाया जाएगा।
17. (cid:7390)ावसाियक पा(cid:7353)(cid:7059)म(cid:7298) को छोड़कर सभी पा(cid:7353)(cid:7059)म(cid:7298) के िलए कक्षा(cid:7312) का आरंभ, िव(cid:7393)िव(cid:7378)ालय अनुदान आयोग के
(cid:7367)ारा जारी ‘‘उपािध (cid:7079)दान करने के िलए िनदश(cid:7287) (cid:7298) के न्यूनतम मापदण्ड’’ एवं उसम(cid:7286) समय-समय जारी िकए गये संशोधन(cid:7298) के
(cid:7367)ारा शािसत होगा।
18. िव(cid:7393)िव(cid:7378)ालय (cid:7367)ारा (cid:7079)स्तािवत कायर्(cid:7059)म(cid:7298) के िलए न्यूनतम एवं अिधकतम अविध रा(cid:7398)ीय िनयामक संस्था(cid:7312) (cid:7367)ारा
िनधार्िरत िविनयम(cid:7298) की आवश्यकता(cid:7312) के अनुरूप अकादिमक पिरषद (cid:7367)ारा िनधार्िरत की जाएगी।
19. िकसी अभ्यथ(cid:7278) के स्कूल के कायर्(cid:7059)म म(cid:7286) िव(cid:7378)ाथ(cid:7278) के रूप म(cid:7286), उसके पंजीकरण पर (cid:7079)वेश िव(cid:7393)िव(cid:7378)ालय (cid:7367)ारा िनधार्िरत
शुल्क की अदायगी के प(cid:7391)ात् होगा।
20. यिद िकसी भी समय यह पाया जाता ह ै िक िकसी अभ्यथ(cid:7278) ने (cid:7079)वेश िनि(cid:7391)त करने के िलए िमथ्या अथवा गलत

[अिधिनयम के अनुभाग 28(एन)]
िव(cid:7393)िव(cid:7378)ालय अनुदान आयोग (cid:7367)ारा जारी एवं समय-समय पर संशोिधत अिधिनयम ‘‘उ(cid:7340) िशक्षण संस्थान(cid:7298) म(cid:7286) रैिगंग की
बुराई की रोकथाम (2009)’’ के तहत रैिगंग िनिष(cid:7373) एवं दण्डनीय ह।ै
अध्यादशे 29
परीक्षा(cid:7312)/उपािधय(cid:7298) की पहचान के िलए समतल्ु यता सिमित
[अिधिनयम की धारा 28(1) (ओ)]
संरचना
िन(cid:7388)िलिखत सदस्य(cid:7298) से िमलकर समतुल्यता सिमित होगीः
(1) उपकुलपित या कुलपित (cid:7367)ारा नािमत (cid:7390)ि(cid:7334) अध्यक्ष
(2) स्कूल के अिध(cid:7399)ाता सदस्य
(3) अकादिमक पिरषद (cid:7367)ारा इसके सदस्य(cid:7298) म(cid:7286) से सदस्य
तीन वषर् की अविध के िलए नािमत एक (cid:7390)ि(cid:7334)
(4) परीक्षा िनयं(cid:7074)क सदस्य
(5) कुलसिचव सिचव
कायःर्
इस सिमित के कायर् िन(cid:7388)ानुसार ह(cid:7298)गेः
1. िवदशे ी िव(cid:7393)िव(cid:7378)ालय(cid:7298) सिहत समय-समय पर होने वाले ऐसी संदिभर्त परीक्षा(cid:7312)/उपािधय(cid:7298) की तुल्यता की जांच
करना और अकादिमक पिरषद को इसकी अनुशंसा करना ।
2. िकसी भी परीक्षा/उपािध को उपयु(cid:7334) कारण(cid:7298) से और उपयु(cid:7334) समय पर रोकने, िनलंबन या र(cid:7374)ीकरण/मान्यता हते ु
अकादिमक पिरषद को अनुशंसा करना ।
3. सिमित अपने कतर्(cid:7390)(cid:7298) के पालन म(cid:7286) सहायता के िलए, जहाँ आवश्यक हो, क्षे(cid:7074) िवशेषज्ञ को आमंि(cid:7074)त कर सकती ह ै।
काय र्के िनयम
सिमित, कायर् के िनयम और िदशा-िनदश(cid:7287) िनधार्िरत करेगी और अकादिमक पिरषद के िवचाराथर् और अनुमोदन हते ु (cid:7079)स्तुत
करेगी। इसके एवज म(cid:7286) अकादिमक पिरषद, अपनी कोई भी शि(cid:7334), समतुल्यता सिमित को स(cid:7301)प सकती ह।ै
अध्यादशे 30
िव(cid:7378)ािथयर् (cid:7298) का (cid:7079)वेश, पंजीकरण, (cid:7079)वासन एव ंस्थानातं रण
[अिधिनयम की धारा 28 (ओ)]
1. कोई भी िव(cid:7378)ाथ(cid:7278) िकसी अन्य िव(cid:7393)िव(cid:7378)ालय या बोडर् से (cid:7079)वासन पर अध्ययन के िकसी (cid:7401)ातक या (cid:7401)ातको(cid:7275)र
पा(cid:7353)(cid:7059)म म(cid:7286) (cid:7079)वेश के िलए पा(cid:7074) नह(cid:7277) होगा, जब तक िक वह िव(cid:7393)िव(cid:7378)ालय (cid:7367)ारा संबंिधत पा(cid:7353)(cid:7059)म या पा(cid:7353)(cid:7059)म(cid:7298) म(cid:7286) (cid:7079)वेश के
िलए अध्यादेश(cid:7298) (cid:7367)ारा िनधार्िरत िव(cid:7393)िव(cid:7378)ालय या बोडर् की समकक्ष परीक्षा या परीक्षाएं उ(cid:7275)ीणर् नह(cid:7277) कर लेता।

(अ) संबंिधत िव(cid:7393)िव(cid:7378)ालय से (cid:7079)वजन/ अनापि(cid:7275) (cid:7079)माण प(cid:7074), तथा
(ब) संस्थान(cid:7298) के (cid:7079)धान से एक (cid:7079)माण-प(cid:7074), िजसम(cid:7286) िव(cid:7378)ाथ(cid:7278) के अंितम अध्ययन का उपिस्थित िरकॉडर् एवं आचरण का
सा(cid:7023)य हो।
िकसी िव(cid:7378)ाथ(cid:7278) को अध्ययन के िवशेष पा(cid:7353)(cid:7059)म के दौरान एक से दसू रे संब(cid:7373) महािव(cid:7378)ालय (जहाँ भी लागू हो) म(cid:7286) स्थानांतरण
की अनुमित केवल िन(cid:7388)िलिखत को (cid:7079)स्तुत करने पर दी जाएगीः
(1) महािव(cid:7378)ालय के (cid:7079)धानाचायर् (cid:7367)ारा जारी िकया गया स्थानांतरण/ अनापि(cid:7275) (cid:7079)माण प(cid:7074), जहां से (cid:7079)वासन चाहा गया ह,ै
(2) संबंिधत महािव(cid:7378)ालय के िव(cid:7378)ािथर्य(cid:7298) की पंिजका म(cid:7286) उसके नाम के समक्ष उपिस्थित की िरपोटर् की (cid:7079)मािणत (cid:7079)ितयांय
तथा
(3) िव(cid:7393)िव(cid:7378)ालय/महािव(cid:7378)ालय से िव(cid:7378)ाथ(cid:7278) के आचरण के सा(cid:7023)य का (cid:7079)माण-प(cid:7074)

अिध(cid:7399)ाता सिमित
[अिधिनयम के खण्ड 28 (1) व (ओ)]
1. िव(cid:7393)िव(cid:7378)ालय अिध(cid:7399)ाता(cid:7312) की एक सिमित गिठत करेगा जो अिध(cid:7399)ाता सिमित के रूप म(cid:7286) जानी जाएगी।
2. अिध(cid:7399)ाता सिमित म(cid:7286) िन(cid:7388)िलिखत शािमल ह(cid:7298)गेः
1) कुलपित —अध्यक्ष (पदने )
2) स्कूल(cid:7298) के सभी अिध(cid:7399)ाता —सदस्य (पदेन)
3) कुलसिचव —सिचव
3. सिमित के कतर्(cid:7390) िन(cid:7388)ानुसार ह(cid:7298)गेः
अ. अंतरार्(cid:7398)ीय सम्मेलन(cid:7298) के िलए िशक्षक(cid:7298) की (cid:7079)ितिनयुि(cid:7334) की अनुशंसा करना।
ब. परीक्षा(cid:7312) के आयोजन, पिरणाम(cid:7298) के मानक आिद से उत्प(cid:7382) हुए मामले, जो आवश्यक ह,(cid:7289) पर िवचार करना।
स. स्कूल एवं केन्(cid:7076) के कामकाज से संबंिधत सामान्य (cid:7079)शासिनक मामल(cid:7298) पर िवचार करना।
द. ऐसे अन्य मामल(cid:7298) पर िवचार करना जो उसे कायर्कारी पिरषद (cid:7367)ारा स(cid:7301)पे गए ह ैया कुलपित (cid:7367)ारा भेजे गये ह।(cid:7289)
4. अिध(cid:7399)ाता सिमित की बैठक(cid:7286) अध्यक्ष (cid:7367)ारा आयोिजत की जाएंगी।
5. सिमित की गणपूितर् कुल संख्या की एक-ितहाई होगी।
6. बैठक(cid:7298) के आयोजन के िनयम इस संबंध म(cid:7286) िविनयम(cid:7298) के (cid:7367)ारा िनधार्िरत ह(cid:7298)गे।

[खण्ड 6(xxii) संिविध 28(1)]
1. अनुशासन म(cid:7286) िव(cid:7393)िव(cid:7378)ालय के िव(cid:7378)ािथर्य(cid:7298) के अच्छे आचरण का अवलोकन तथा उनका (cid:7390)विस्थत (cid:7390)वहार शािमल ह।ै
2. िव(cid:7393)िव(cid:7378)ालय के िव(cid:7378)ाथ(cid:7278) िन(cid:7388)िलिखत िनयम(cid:7298) तथा िव(cid:7393)िव(cid:7378)ालय (cid:7367)ारा समय-समय पर बनाये गये अन्य िनयम(cid:7298) का
सख्ती से पालन कर(cid:7286)गे -
2.1 िव(cid:7393)िव(cid:7378)ालय का (cid:7079)त्येक िव(cid:7378)ाथ(cid:7278) सभी स्थल(cid:7298) पर अनुशासन बनाये रखने तथा शालीनता से (cid:7390)वहार करना अपना
कतर्(cid:7390) समझ(cid:7286)गे।
2.2 कोई भी िव(cid:7378)ाथ(cid:7278) िव(cid:7393)िव(cid:7378)ालय के (cid:7367)ारा िव(cid:7378)ािथर्य(cid:7298) के िलये घोिषत ‘‘सीमा से बाहर’’ के स्थल(cid:7298) अथवा क्षे(cid:7074)(cid:7298) म(cid:7286) (cid:7082)मण
नह(cid:7277) करेगा।
2.3 (cid:7079)त्येक िव(cid:7378)ाथ(cid:7278) सक्षम (cid:7079)ािधकारी (cid:7367)ारा जारी अपना पहचान प(cid:7074) साथ म(cid:7286) रखेगा।
2.4 (cid:7079)त्येक िव(cid:7378)ाथ(cid:7278) को, िजसे पहचान प(cid:7074) जारी िकया गया ह,ै िव(cid:7393)िव(cid:7378)ालय (cid:7367)ारा जब कभी भी आवश्यक हो, अपना
पहचान प(cid:7074) िदखाना होगा अथवा स(cid:7301)पना होगा।
2.5 कोई िव(cid:7378)ाथ(cid:7278) (cid:7079)ितरूपण अथवा िमथ्या नाम बताने का दोषी पाये जाने पर अनुशासनात्मक कायर्वाही का उ(cid:7275)रदायी
होगा।
2.6 पहचान प(cid:7074) खोने पर, जब भी ऐसा होता ह,ै सक्षम (cid:7079)ािधकारी को तुरंत िलिखत म(cid:7286) सूिचत करना होगा, तथा
2.7 यिद कोई िव(cid:7378)ाथ(cid:7278) एक अथवा अिधक कक्षा(cid:7312) म(cid:7286) िबना िकसी सूचना के 15 िदन से अिधक अविध तक लगातार
अनुपिस्थत पाया जाता ह,ै तो उसका नाम रोल से काट िदया जायेगा। हालांिक, अगले पखवाड़े के अंदर िनधार्िरत पुनः(cid:7079)वेश
शुल्क आिद जमा करवाने पर अिध(cid:7399)ाता (cid:7367)ारा उसका पुनः (cid:7079)वेश िदया जा सकता ह।ै
3. अनुशासन म(cid:7286) शािमल होगा:
3.1 उपिस्थित म(cid:7286) अिनयिमतता, स(cid:7301)पे गये कायर् की ओर लगातार आलस्य अथवा लापरवाही अथवा उदासीनता।
3.2 िकसी कक्षा अथवा कायार्लय अथवा पुस्तकालय, ऑिडटोिरयम तथा खेल मैदान म(cid:7286) अशांित के कारण
3.3 िशक्षक अथवा (cid:7079)ािधकारी के िदशा-िनदश(cid:7287) (cid:7298) की अवज्ञा करना।
3.4 छा(cid:7074) िनकाय(cid:7298) के चुनाव के समय अथवा बैठक(cid:7298) म(cid:7286) अथवा िव(cid:7393)िव(cid:7378)ालय की पा(cid:7353)(cid:7059)म गितिविधय(cid:7298) या अितिर(cid:7334)
पा(cid:7353)(cid:7059)म गितिविध के दौरान िकसी भी (cid:7079)कृित का दरु ाचरण अथवा द(cid:7390)ु र्वहार।
3.5 परीक्षा केन्(cid:7076) म(cid:7286) िकसी भी (cid:7079)कार का दरु ाचरण अथवा द(cid:7390)ु र्वहार।
3.6 िव(cid:7393)िव(cid:7378)ालय के िकसी िशक्षक अथवा िकसी कमर्चारी अथवा िव(cid:7393)िव(cid:7378)ालय के आगंतुक से िकसी (cid:7079)कार का दरु ाचरण
अथवा द(cid:7390)ु र्वहार।
3.7 िव(cid:7393)िव(cid:7378)ालय की संपदा/ उपकरण(cid:7298) को क्षित पहुचँ ाना, खराब करना अथवा िवरूिपत करना।
3.8 िकसी अन्य को उपरो(cid:7334) विणर्त िकसी कायर् को करने के िलए उकसाना।

3.10 छा(cid:7074)ावास के रहवािसय(cid:7298)/ िव(cid:7378)ािथर्य(cid:7298) (cid:7367)ारा शरारत, द(cid:7390)ु र्वहार तथा/ अथवा उप(cid:7076)व करना।
3.11 िव(cid:7378)ािथर्य(cid:7298) के िलये घोिषत ‘‘सीमा से बाहर’’ के स्थल(cid:7298) अथवा क्षे(cid:7074)(cid:7298) म(cid:7286) (cid:7082)मण करना।
3.12 कुलानुशासक (cid:7367)ारा जारी पहचान प(cid:7074) को अपने पास नह(cid:7277) रखना।
3.13 कुलानुशासक तथा िव(cid:7393)िव(cid:7378)ालय के अन्य कमर्चािरय(cid:7298) (cid:7367)ारा, आवश्यक होने पर पहचान प(cid:7074) िदखाने अथवा स(cid:7301)पने से
इंकार करना।
3.14 जाित, (cid:7088)ेणी, धमर्, नस्ल के आधार पर यौन उत्पीड़न, रैिगंग अथवा भेदभाव का िकसी भी रूप म(cid:7286) कोई कृत्य।
3.15 (cid:7079)ितबंिधत संगठन(cid:7298) की सदस्यता लेना, सक्षम अिधकारी की स्वीकृित के िबना बैठक एवं जुलूस आयोिजत करना आिद
सिहत गैर कानूनी गितिविधय(cid:7298) म(cid:7286) िल(cid:7385) होना।
3.16 िकसी भी स्थान पर अन्य कृत्य को करना, जो एक िव(cid:7378)ाथ(cid:7278) के िलए अनुपयु(cid:7334) हो।
4. अनुशासन तोड़ने के दोषी पाये जाने वाले िव(cid:7378)ाथ(cid:7278) िन(cid:7388)िलिखत िनधार्िरत दण्ड के भागी ह(cid:7298)गे -
4.1 जुमार्ना
4.2 पिरसर म(cid:7286) (cid:7079)ितबंध
4.3 िनवार्सन, तथा
4.4 िविनष्कासन
हालांिक, दोषी िव(cid:7378)ाथ(cid:7278) पर उ(cid:7334) दण्ड तब तक नह(cid:7277) लगाया जा सकता, जब तक िक उसे अपने बचाव म(cid:7286) बोलने का एक उिचत
मौका न द े िदया जाये। यह कुलपित को उसके िवरू(cid:7373) लंिबत अनुशासनात्मक कायर्वाही के दौरान दोषी छा(cid:7074) के िनलंबन को
नह(cid:7277) रोक सकता ह।ै
5. िव(cid:7378)ािथर्य(cid:7298) के संबंध म(cid:7286) अनुशासन तथा अनुशासनात्मक कायर्वाही से संबंिधत शि(cid:7334)याँ कुलपित म(cid:7286) िनिहत होती ह।ै
हालांिक, कुलपित अपनी सभी अथवा कुछ शि(cid:7334)याँ, जो वह ठीक समझे, सक्षम अिधकारी को अथवा अनुशासन सिमित को,
जैसी भी िस्थित हो, अथवा िव(cid:7393)िव(cid:7378)ालय के िकसी भी अिधकारी को स(cid:7301)प सकता ह।ै
6. (1) अनुच्छेद 11(5) तथा संिविध 28(1) पर (cid:7079)ितकूल (cid:7079)भाव डाले िबना, िन(cid:7388)िलिखत सदस्य(cid:7298) को शािमल कर एक
अनुशासन सिमित गिठत की जाएगी -
(1) कुलपित का (cid:7079)ितिनिध अथवा सम-कुलपित
(2) अिध(cid:7399)ाता, छा(cid:7074) कल्याण
(3) स्कूल(cid:7298) के अिध(cid:7399)ाता
(4) वाडर्न, िजन्ह (cid:7286) तब आमंि(cid:7074)त िकया जायेगा, जब उनके हॉल ऑफ रेिजड(cid:7286)स से सबंिधत मामला सिमित के समक्ष
िवचाराथर् रखा जाना आवश्यक हो।
(5) कुलानुशासक (सदस्य/ सिचव)
(2) अिधिनयम तथा संिविध (cid:7367)ारा कुलपित को (cid:7079)द(cid:7275) शि(cid:7334)य(cid:7298) के अधीन रहते हुए, उ(cid:7334) सिमित को िव(cid:7393)िव(cid:7378)ालय के
िव(cid:7378)ािथर्य(cid:7298) के अनुशासन तथा उनके (cid:7390)वहार से संबंिधत सभी मामल(cid:7298) का संज्ञान लेना चािहये तथा सिमित, जो वह उिचत
समझे, दोषी को दण्ड देने की शि(cid:7334) उसम(cid:7286) िनिहत होगी।
(3) उ(cid:7334) सिमित अपने कायर् िनष्पादन के िलये, जैसा वह उपयु(cid:7334) समझे, वैसा िनयम बना सकती ह ै तथा वे िनयम तथा
उन िनयम(cid:7298) के अन्य आदशे िव(cid:7393)िव(cid:7378)ालय के सभी िव(cid:7378)ािथर्य(cid:7298) पर बाध्य ह(cid:7298)गे।¹Hkkx IIIμ[k.M 4º Hkkjr dk jkti=k % vlk/kj.k 7
(4) अनुशासन सिमत की अनुशंसा कुलपित को स(cid:7301)पी जानी चािहये िजनका िनणर्य अंितम होगा। हालांिक, यिद कुलपित
का मत हो िक उ(cid:7334) मामले की समीक्षा की जानी ह,ै तो वह उ(cid:7334) मामले को पुनः िवचाराथर् अनुशासन सिमित को वापस भेज
सकता ह।ै
(5) कुल सदस्य(cid:7298) के एक ितहाई सदस्य उ(cid:7334) सिमित की एक बैठक के िलये गणपूितर् का िनमार्ण कर(cid:7286)गे।
अध्यादशे 34
आगतं कु (cid:7079)ाध्यापक
[धारा 6 (xvi), संिविध 12 (xviii)]
1. एक आगंतुक (cid:7079)ाध्यापक अपने क्षे(cid:7074) म(cid:7286) एक (cid:7079)िति(cid:7399)त शोधाथ(cid:7278) होना/ होनी चािहए। सामान्यतः एक (cid:7390)ि(cid:7334) जो (cid:7079)ोफेसर
के पद पर हो या रह चुका हो अथवा वह (cid:7390)ि(cid:7334), जो िव(cid:7393)िव(cid:7378)ालय क्षे(cid:7074) से बाहर सम्मान / िवशेषता (cid:7079)ा(cid:7385) कर चुका हो, उसे
आगंतुक (cid:7079)ाध्यापक के रूप म(cid:7286) िनयुि(cid:7334) के िलए िवचार िकया जाएगा।
2. आगंतुक (cid:7079)ाध्यापक की िनयुि(cid:7334) की अिधकतम अविध दो वषर् और न्यूनतम अविध तीन महीने से कम नह(cid:7277) होगी।
3. िव(cid:7393)िव(cid:7378)ालय एक आगंतुक (cid:7079)ाध्यापक के रूप म(cid:7286) एक (cid:7390)ि(cid:7334) की 70 वषर् की आयु तक िनयुि(cid:7334) कर सकता ह।ै
4. एक (cid:7079)ाध्यापक को उसी िव(cid:7393)िव(cid:7378)ालय म(cid:7286) एक आगंतुक (cid:7079)ाध्यापक के रूप म(cid:7286) िनयु(cid:7334) नह(cid:7277) िकया जाना चािहए, िजसम(cid:7286)
वह सेवािनवृि(cid:7275) के पहले या तुरंत बाद म(cid:7286) पद (cid:7061)हण करता ह।ै
5. यिद एक सेवािनवृ(cid:7275) (cid:7390)ि(cid:7334) एक आगंतुक (cid:7079)ाध्यापक के रूप म(cid:7286) िनयु(cid:7334) िकया जाता ह ै तो उसे सेवािनवृि(cid:7275) लाभ को
छोड़कर अिधकतम रूपये 15,000/- का मानदेय दये होगा।
6. दशे के बाहर से आगंतुक (cid:7079)ाध्यापक के रूप म(cid:7286) िनयु(cid:7334) एक (cid:7390)ि(cid:7334) को रूपये 20,000/- (cid:7079)ितमाह का मानदेय भुगतान
िकया जाएगा।
7. यिद िकसी भारतीय िव(cid:7393)िव(cid:7378)ालय म(cid:7286) कायर्रत (cid:7390)ि(cid:7334) को आगंतुक (cid:7079)ाध्यापक के रूप म(cid:7286) िनयु(cid:7334) िकया जाता ह ैतो दये
मानदेय वेतन के आधार पर मूल वेतन और महगं ाई भ(cid:7275)े का 10% और अन्य भ(cid:7275)े के आधार पर िनि(cid:7391)त िकया जाना चािहए,
यिद कोई स्वीकायर् (वाहन भ(cid:7275)ा को छोड़कर, यिद कोई हो) मूल-िव(cid:7393)िव(cid:7378)ालय की दर(cid:7298) के अनुसार होगा। (cid:7079)ा(cid:7385) करने वाला
िव(cid:7393)िव(cid:7378)ालय प(cid:7286)शन लाभ या सामान्य िनयम(cid:7298) के अनुसार सीपीएफ/जीपीएफ के िलए योगदान करेगा।
8. यह अपेिक्षत ह ै िक जब एक कायर्रत (cid:7390)ि(cid:7334) को आगंतुक (cid:7079)ाध्यापक के रूप म(cid:7286) िनयु(cid:7334) िकया जाता ह ै तो मूल
िव(cid:7393)िव(cid:7378)ालय उसे िबना वेतन के कतर्(cid:7390) अवकाश दगे ा।
9. यिद स्थायी तौर पर िवदशे म(cid:7286) काम करने वाले िकसी (cid:7390)ि(cid:7334) को आगंतुक (cid:7079)ाध्यापक के रूप म(cid:7286) आमंि(cid:7074)त िकया जाता
ह,ै तो िव(cid:7393)िव(cid:7378)ालय अपने िनयम(cid:7298) के अनुसार भारत के भीतर अंतरार्(cid:7398)ीय हवाई या(cid:7074)ा की लागत का भुगतान कर सकता ह।ै
10. मेजबान िव(cid:7393)िव(cid:7378)ालय (cid:7367)ारा अितिथ गृह आवास िनःशुल्क (cid:7079)दान िकया जाएगा, लेिकन आगंतुक (cid:7079)ाध्यापक (cid:7367)ारा
भोजन शुल्क का भुगतान िकया जाएगा।
11. या(cid:7074)ा मानदेय एवं अन्य भ(cid:7275)े युजीसी/ एमएचआरडी के समय-समय पर संशोिधत िविनयम(cid:7298) तथा शत(cid:7300) (cid:7367)ारा शािसत
ह(cid:7298)गे।
अध्यादशे 35
खेल व खेलकूद सिमित
[धारा 28 (1)]
1. (अ) खेल व खेलकूद सिमित िन(cid:7388)िलिखत सदस्य से िमलकर बनी होगी, जो हःै
1. अध्यक्ष, कुलपित (cid:7367)ारा िनयु(cid:7334)
2. छा(cid:7074) कल्याण अिध(cid:7399)ाता
3. िविभ(cid:7382) खेल व खेलकूद क्लब(cid:7298) के अध्यक्ष8 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC. 4]
4. एक वषर् की अविध के िलए अध्यक्ष (cid:7367)ारा नािमत रोल पर िव(cid:7378)ािथर्य(cid:7298) म(cid:7286) से एक उत्कृ(cid:7397) िखलाड़ी।
5. शारीिरक िशक्षा के िनदशे क, जो खेल और खेलकूद सिमित के पदने सिचव ह(cid:7298)गे।
(ब) सिमित के अध्यक्ष, दो वषर् की अविध के िलए पद पर बने रहग(cid:7286) े।
2. सिमितः
1. िव(cid:7393)िव(cid:7378)ालय के खेल और खेलकूद की (cid:7390)वस्था और िनगरानी करेगी तथा इस संबंध म(cid:7286) अिधिनयम बनाएगी।
2. खेल और खेलकूद के िलए बजट तैयार करेगी।
3. िविभ(cid:7382) क्लब(cid:7298) के िलए िव(cid:7275) आवंिटत करेगी।
4. खेल मैदान(cid:7298), (cid:7390)ायामशाला, िव(cid:7393)िव(cid:7378)ालय के िस्विमंग पूल्स की दखे रेख करेगी।
5. (cid:7079)ितयोिगता(cid:7312), स्पधार्(cid:7312), टूनार्म(cid:7286)ट, एथलेिटक बैठक आिद को दखे ेगी।
6. (cid:7079)वेश के िलए नामांिकत होने वाले उत्कृ(cid:7397) िखलािड़य(cid:7298) के नाम कुलपित को संस्तुित के िलए दगे ी।
7. ऐसे अन्य काय(cid:7300) को करेगी, जो अकादिमक पिरषद (cid:7367)ारा उसे समय-समय पर िदया जा सकता ह।ै
8. िव(cid:7393)िव(cid:7378)ालय म(cid:7286) उपलब्ध खेल (cid:7079)ितभा को आकिषर्त करने के िलए कदम उठाएगी।
छा(cid:7074) कल्याण अिध(cid:7399)ाता की दखे रेख म(cid:7286) िनदशे क, शारीिरक िशक्षा बजट का संचालन कर(cid:7286)गे।
डीएसडब्ल्यू की दखे रेख म(cid:7286) सिमित कम से कम दो महीने म(cid:7286) अपनी एक बैठक आयोिजत करेगी।
कुल सदस्य(cid:7298) का एक-ितहाई सदस्य सिमित की बैठक के िलए गणपूितर् बनायेगा।
अध्यादशे -36
परीक्षा(cid:7312) की समतल्ु यता पर सिमित
[खण्ड 28(10)(जी)]
1. िन(cid:7388)िलिखत सदस्य(cid:7298) से िमलकर बनी परीक्षा(cid:7312) की समतुल्यता पर एक स्थाई सिमित होगी, जो ह%(cid:7289)
2. सिमित के कायर् ह(cid:7298)गेः
(1) संबंिधत स्कूल के अिध(cid:7399)ाता की िरपोटर् के साथ-साथ अन्य िव(cid:7393)िव(cid:7378)ालय(cid:7298)/बोडर्/संस्थान(cid:7298) के नए पा(cid:7353)(cid:7059)म/ परीक्षा(cid:7312)
की मान्यता के संबंध म(cid:7286) (cid:7079)स्ताव पर िवचार करना, जो अिध(cid:7399)ाता अध्ययन के पा(cid:7353)(cid:7059)म एवं पा(cid:7353)(cid:7059)म के मानक(cid:7298) की जाँच कर
चुका हो तथा अन्य िव(cid:7393)िव(cid:7378)ालय(cid:7298)/बोडर्/संस्थान(cid:7298) की परीक्षा(cid:7312) को िव(cid:7393)िव(cid:7378)ालय की संबंिधत परीक्षा(cid:7312) के समतुल्य रूप म(cid:7286)
अकादिमक पिरषद को िसफािरश करना।
(2) सभी मामले, जो उसे संदिभर्त िकये जाते ह,ै उन पर अकादिमक पिरषद को िरपोटर् करना।
(3) िकसी अन्य िव(cid:7393)िव(cid:7378)ालय एवं संस्थान से (cid:7079)ा(cid:7385) परीक्षा की मान्यता के िलए अनुरोध पर िवचार करना।
(4) िकसी िव(cid:7393)िव(cid:7378)ालय (cid:7367)ारा (cid:7079)द(cid:7275) उपािध/िडप्लोमा तथा (cid:7079)माण प(cid:7074) की मान्यता के िलए गितशील आवेदन(cid:7298) का
मामला तैयार करना।
(5) दशे के भीतर तथा बाहर िव(cid:7393)िव(cid:7378)ालय(cid:7298) एवं अन्य संस्थान(cid:7298) की संबंिधत उपािध/िडप्लोमा तथा (cid:7079)माण प(cid:7074) को
समतुल्य करना।
3. सिमित के सदस्य(cid:7298) की कुल संख्या के कम से कम आधे सदस्य सिमित की एक बैठक के िलए गणपूितर् का िनमार्ण

आगतं कु शोधकता र्
[धारा 6 (xvi) संिविध 12 (xviii)]
1. एक आगंतुक शोधकतार् को, अपने िवषय का अच्छा ज्ञाता होना चािहए।
2. स(cid:7275)र वषर् तक की आयु के सेवािनवृ(cid:7275) (cid:7390)ि(cid:7334)य(cid:7298) को भी आगंतुक शोधकतार् के रूप म(cid:7286) िनयु(cid:7334) िकया जा सकता ह।(cid:7289)
आगंतुक शोधकतार् का न्यूनतम कायर्काल एक स(cid:7385)ाह से कम और तीन महीने से ज्यादा नह(cid:7277) होना चािहए।
3. आगंतुक शोधकतार् को एक माह तक आने के िलए (cid:7079)ित िदन रूपये 600/- से अिधक दिै नक भ(cid:7275)े का भुगतान नह(cid:7277)
िकया जा सकता ह।ै एक महीने से अिधक बार आन ेके िलए, उ(cid:7334) दर आगंतुक (cid:7079)ोफेसर के अनुसार हो सकती ह।ै
4. या(cid:7074)ा खचर् का वहन िव(cid:7393)िव(cid:7378)ालय के िनयम(cid:7298) के अनुसार िकया जा सकता ह।ै

Ordinance 23
ADMISSION OF STUDENTS TO THE UNIVERSITY
(For Regular on Campus Mode)
Act Section 6(xvii), 28(1)(A)
1. Application form for admission to the various programmes offered by University shall be as
prescribed by the Academic Council of the University from time to time.
2. The last date for the receipt of applications for admission to various Schools of the University shall
be fixed each year by the Academic Council.
3. The last date for admission to the Schools of the University shall be fixed each year by the Academic
Council.
4. The number of students to be admitted in the Schools of the University in the coming session shall be
prescribed each year by the Academic Council.
5. Admission of students shall be made strictly on the basis of merit adjudged through All India
Common Entrance Test wherever applicable aimed at assessing knowledge, comprehension and
aptitude of the student to pursue higher studies through written test/ viva/ group discussion/ personal
interview or a combination of these.
6. However, provided that in case of courses where the intake of students is small, admission shall be
made on the basis of the merit adjudged through the marks obtained in the qualifying examination.
The decision to this effect will be taken by the Academic Council on the recommendation of the

7. The Entrance Examination shall be held at headquarters and other such places as notified by the
University from time to time.
8. During an entrance examination the candidates shall be under the disciplinary control of the Chief
Superintendent to be appointed by the Controller of Examinations, whose instruction on the conduct
of examination shall be final and binding.
9. If a candidate disobeys instruction or misbehaves with any member of the supervisory staff or with
any of the invigilators at the Centre, he/she may be expelled from the examination.
10. The Chief Superintendent shall immediately report the facts of such a case with full details of
evidence to the Controller of Examinations who will refer the matter of the Examination Discipline
Committee for such further action as the Committee may deem fit.
11. Relevant provisions aimed at maintenance of discipline during entrance examinations of the relevant
Ordinance shall be applicable to entrance examinations wherever applicable.
12. The syllabi, format, duration, scheme of evaluation of the entrance examination shall be decided by
the Admission Committee and approved by the Academic Council.
13. Minimum qualifications for admission to the programmes in various Department/ Centres shall be
prescribed by the Academic council in consultation with the Dean of the School/ Chairpersons of the
Centres each year, subject to the concession provided for by the Regulations.
14. In cases of a tie/ bracketed scored in the marks scored in the entrance test, the marks obtained in the
qualifying exam will be taken in consideration for deciding merit.
15. Only such candidates who have passed an examination of an Indian University / Board established or
recognized by State. Central governments or such other examinations as has been recognized
equivalent by State/ Central Governments/ University shall be considered for admission.
16. 15% of the seats in the academic programmes offered by the University shall be reserved for students
belonging to Scheduled Caste, 7 ½ % for students belonging to Scheduled Tribe and 27% for
students belonging to Other Backward Classes.
Provided that nothing in this section shall be deemed to prevent the University from special
provisions for admission of women, persons with disabilities or of persons belonging to the weaker
sections of the society and , in particular, of the Scheduled Castes, the Scheduled Tribes and the other
socially and educationally backward classes of citizens.
Provided further that no such special provision shall be made on the ground of domicile.
17. The Commencement of classes for all course, other than professional courses, shall be governed by
the UGC norms concerning Minimum Standards of Instruction for the Grant of Degrees as issued and
amended from time to time.
18. The minimum and maximum duration for the programmes offered by the University shall be
prescribed by the Academic Council in conformity with requirements of regulations prescribed by
national regulatory bodies from time to time.
19. A candidate shall be admitted to the programme in School on his/her enrollment as a student of the
University after paying the fee prescribed by the University
20. If at any time it is discovered that a candidate has made a false or incorrect statement of other
fraudulent means have been used for securing admission his/her name shall be removed from the
rolls of the University.
Ordinance No. 25
Curbing the Menace of Ragging in Higher Educational Institutions
[Act Section 28 (n)]
Ragging is prohibited and punishable under the UGC Regulations on “Curbing the Menace of Ragging in

EQUIVALENCE COMMITTEE FOR
RECOGNITION OF EXAMINATIONS/DEGREES
[Section 28 1 (0) of the Act]
Composition
There shall be an Equivalence Committee consisting of the following members:
(1) Pro-Vice-Chancellor or nominee of Vice-Chancellor Chairman
(2) Deans of the Schools Members
(3) One person nominated by the Academic Council from amongst its Member
members for a period of three years
(4) Controller of Examinations Member
(5) Registrar Secretary
Functions
The functions of this Committee shall be:
1. To examine and recommend to the Academic Council equivalence of such examinations/degrees as
may be referred to it from time to time including those of foreign Universities.
2. To examine and recommend to the Academic Council the withholding, suspension or cancellation/
recognition to any examination/degree for such reasons and such time as it may deem fit.
3. The Committee may invite a domain expert, wherever necessary, to assist it in its functioning.
Rules of Business
The Committee shall frame the Rules of business and lay down guidelines for consideration and approval of
the Academic Council. The Academic Council may delegate any of its powers, in this behalf, to the
Equivalence Committee.
Ordinance No. 30
ADMISSION, ENROLENT, MIGRATION AND
TRANSFER OF STUDENTS
[Section 28(0) of the Act]
1. No student shall be eligible for admission to any Under-Graduate or Post-Graduate Course of
study under this University on migration from any other University or Board unless he has
passed the equivalent examination or examinations of the University or Board as prescribed by
the Ordinances for admission to the concerned Course or Courses by this University.
Provided that the application for admission must be supported by :
(a) A migration/no objection certificate from the concerned University/Board; and
(b) A certificate from the Head of the Institutions in which last studied testifying the record of
attendance and conduct of the student.
Transfer of a student from one affiliated College to another (wherever applicable) during a
particular Course of study shall be permitted only on the production of:
(i) A transfer/no objection certificate issued by the Principal of the College from which the
migration is sought;
(ii) Certified copies of the report of attendance against his name in the register of students of the
College concerned; and

Ordinance No. 31
DEANS’ COMMITTEE
[Section 28 (1) and (0) of the Act]
1. The University shall constitute a Committee of Deans of the University to be known as the Deans’
Committee.
2. The Deans’ Committee shall comprise the following:
i. The Vice Chancellor - Chairman (Ex-Officio)
ii. All Deans of Schools -Members (Ex-Officio)
iii. Registrar -Secretary
3. The functions of this Committee will be as follows:
a. To recommend deputation of teachers for International Conferences;
b. To consider such matters as may be necessary arising from the conduct of examinations, standard
of result, etc;
c. To consider general administrative matters relating to functioning of Schools and Centre; and
d. To consider such other matters as may be assigned to it by the Executive Council or may be
referred to by the Vice-Chancellor.
4. The meetings of the Deans’ Committee shall be convened by the Chairperson.
5. The quorum of the Committee shall be 1/3rd of the total number.
6. The rules of conduct of meetings shall be as may be prescribed by Regulations in this regard.
Ordinance No. 32
ADMISSION COMMITTEE
[Section 6(xvii)]
There shall be Admission Committee of the University for all the Programmes. It will comprise the
following:
(i) Chairperson of Admission Committee - to be nominated by VC.
(ii) One faculty member from each Centre/School (where there is no centre) – to be nominated by
Dean.
(iii) One person each representing SC/ ST / OBC/ Women and Minorities from the teaching
community preferably if not already represented by the above members - to be nominated by VC.
The Committee will look after the admission of the university by following procedures laid down
by the Academic Council.
Ordinance No. 33
STUDENTS DISCIPLINE
[Section 6(xii), Statute 28(1)]
1. Discipline includes the observance of good conduct and orderly behaviour by the students of the
University;
2. The following and such other Rules as framed by the University from time to time, shall strictly be
observed by the students of the University;
(i) Every student of the University shall maintain discipline and consider it his/her duty to
behave decently at all places;¹Hkkx IIIμ[k.M 4º Hkkjr dk jkti=k % vlk/kj.k 13
(ii) No student shall visit places or areas declared by the University as “Out of Bounds” for the
students;
(iii) Every student shall always carry on his/her Identity Card issued by the competent authority;
(iv) Every student, who has been issued the Identity Card, shall have to produce or surrender the
Identity Card, as and when required by the University;
(v) Any Student found guilty of impersonation or of giving a false name shall be liable to
disciplinary action;
(vi) The loss of the Identity Card, whenever it occurs, shall immediately be reported in writing to
the competent authority; and
(vii) If a student is found to be continuously absent from Classes without information for a period
of 15 days in one or more Classes, his/her name shall be struck off the rolls. He/she may,
however, be readmitted withing the next fortnight by the Dean on payment of the prescribed
readmission fee etc. He/she will not be readmitted beyond the prescribed period.
3. Indiscipline shall include:
(i) Irregularities in attendance, persistent idleness or negligence or indifference towards the
work assigned;
(ii) Causing disturbance to a Class or the Office or the Library, the auditorium and the Play
Ground etc.;
(iii) Disobeying the instructions of teachers or the authorities;
(iv) Misconduct or misbehaviour of any nature at the time of elections to the student bodies or at
meetings or during curricular or extra-curricular activities of the University;
(v) Misconduct or misbehaviour of any nature at the Examination Centre;
(vi) Misconduct or misbehaviour of any nature towards a teacher or any employee of the
University or any visitor to the University;
(vii) Causing damage, spoiling or disfiguring to the property/equipment of the University;
(viii) Inciting others to do any of the aforesaid acts;
(ix) Giving publicity to misleading accounts or rumour amongst the students;
(x) Mischief, misbehaviour and/or nuisance committed by the residents of the hostels;
(xi) Visiting places or areas declared as ‘out of bounds’ for the students;
(xii) Not carrying the Identity cards issued by the Proctor;
(xiii) Refusing to produce or surrender the Identity Card as and when required by Proctorial and
other Staff of the University.
(xiv) Any act and form of sexual harassment, ragging or discrimination on the basis of caste,
category, religion, race;
(xv) Engaging in unlawful activities that includes membership of banned organizations,
organizing meetings and processions without due permission of the competent authorities;
and
(xvi) Any other conduct anywhere which is considered to be unbecoming of a student.
4. Students found guilty of breach of discipline shall be liable to such punishment, as prescribed below:
(1) Fine;
(2) Campus Ban;
(3) Expulsion; and

However, no such punishment shall be imposed on an erring student unless he/ she is given a fair
chance to defend himself / herself. This shall not preclude the Vice-Chancellor from suspending an
erring student during the pendency of disciplinary proceedings against him / her.
5. All powers relating to discipline and disciplinary action in relation to the student shall vest in the
Vice Chancellor. However, the Vice Chancellor may delegate all or any of his powers as he deems
proper to the competent authority or to the Discipline Committee as the case may be or any
functionary of the University.
6. (i) Without prejudice to Section 11(5) and also Statute 28(1), there shall be a Discipline
Committee comprising of the following members:
(i) Vice Chancellor’s nominee or Pro-Vice Chancellor
(ii) Dean Students’ Welfare
(iii) Deans of the Schools
(iv) Warden, who shall be invited, when the matter concerning his/her Hall of Residence is
required to be placed before the Committee for consideration
(v) Proctor (Member/Secretary)
(ii) Subject to any powers conferred by the Act and the Statute on the Vice Chancellor, the
Committee shall take cognizance of all matters relating to discipline and proper standards of
behaviour of the students of the University and discipline and shall have the powers to
punish the guilty as it deems appropriate.
(iii) The said Committee shall, make such Rules as it deems fit for the performance of its
functions and these Rules and any other Orders under them shall be binding on all the
students of the University.
(iv) The recommendations of the Discipline Committee shall be submitted to the Vice Chancellor
whose decision will be final and binding. However, the Vice Chancellor, if he is of the
opinion that the case merits’ review, may refer the case back to the Discipline Committee for
reconsideration.
(v) One-third of the total members shall constitute the quorum for a meeting of the said
Committee.
Ordinance No. 34
VISITING PROFESSORS
[SECTION 6(XVI), STATUTE 12(XVIII)]
1. A VISITING Professor should be an eminent scholar in his/her field. Generally, a person
who has held or is holding the post of Professor or a person who has achieved distinction
outside the University sector, should be considered for appointment as Visiting Professor.
2. The maximum tenure of appointment of a Visiting Professor shall be two years and the
minimum – not less than three months.
3. The University may appoint a person up to the age of 70 years as a Visiting Professor.
4. A Professor should not be appointed as a Visiting Professor in the same University in which
he/she holds a post immediately before or after superannuation.
5. If a superannuated person is appointed as a Visiting Professor, the honorarium payable
should not exceed Rs. 15,000/- p.m. excluding any superannuation benefits.
6. A person appointed as Visiting Professor from outside the country shall be paid an
honorarium of up to Rs. 20, 000/- p.m.
7. In case a person serving in an Indian University is appointed as Visiting Professor, the
honorarium payable should be determined on the basis of salary plus 10% of the basic pay¹Hkkx IIIμ[k.M 4º Hkkjr dk jkti=k % vlk/kj.k 15
plus dearness allowance, and other allowances, if any admissible (except conveyance
allowance, if any) as per the rates of the parent University. The receiving University would
also contribute towards pensionary benefits or CPF/GPF as per usual Rules.
8. It is expected that when a serving person is appointed as Visiting Professor, the parent
University would give him/her duty leave without pay.
9. If a person working abroad on a permanent basis is invited as a Visiting Professor, the
University may meet the cost of international air travel from expenses within India in
accordance with the Rules of the University.
10. Guest House accommodation will be provided free of charge by the host University, but food
charges would be paid by the Visiting Professor.
11. Travelling honorarium and other allowances will be governed by UGC/MHRD
regulations and Stipulations as amended from time to time.

GAMES AND SPORTS COMMITTEE
[SECTION-28(I)]
1. (a) There shall be a Games and Sports Committee consisting of the following members, namely:
(1) Chairman, appointed by the Vice Chancellor
(2) Dean Students’welfare
(3) Presidents of various Games and Sports Clubs
(4) One outstanding sportsman from among the students on rolls, nominated by the Chairman
for a period of one year
(5) Director of Physical Education, who shall be the Ex-Officio Secretary of the Games and
Sports Committee
(b) The Chairman of the Committee shall hold office for a term of two years.
2. The Committee shall:
1) make arrangements and supervise the games and sports of the University and frame Regulations
in this regard;
2) frame the budget for games and sports;
3) allocate finances to the various Clubs;
4) maintain the play-grounds, gymnasia, swimming pools of the University;
5) hold contests, competitions, tournaments, atheletic meets etc.;
6) recommend to the Vice Chancellor the names of outstanding players and sportsmen to be
nominated for admission
7) perform such other functions, as may be assigned to it by the Academic Council from time to
time; and
8) take measures to attract the sports talent available in the University.
The Director, P/E will operate the budget under the supervision of DSW.
The Committee shall hold its meetings at least once in two months under the supervision of the DSW.

COMMITTEE ON EQUIVALENCE OF EXAMINATIONS
[SECTION-28 10(g)]
1. There shall be a standing Committee on Equivalence of Examinations consisting of the following
members, namely:

Universities/Boards/ Institutions together with the report of the Dean of the School concerned
who has examined the courses of study and the standard of the Courses and to recommend to
the Academic Council the Examinations of other Universities/Boards/Institutions as
Equivalent to the corresponding examinations of the University.
2) to report to the Academic Council on all matters, which are referred to it:
3) to consider request for recognition of Examination received from other Universities and
Institutions and submit its recommendations to the Academic Council; and
4) to prepare a case of moving application for seeking recognition of Degrees/Diplomas and
certificate awarded by the University.

Visiting fellow
[Section 6(xvi) Statute 12(xviii)]
1. A Visiting Fellow should be a scholar of eminence in his/her subject.
2. Superannuated persons up to the age of 70 years may also be considered for appointment as
Visiting Fellow. The minimum tenure of a Visiting Fellow should not be less than a week and
maximum- up to three months.
3. The Visiting Fellow may be paid daily allowance not exceeding Rs. 600/- per day for visits up to
one month. For visits beyond one month, the rate may be as in the case of Visiting Professor.
4. Travel expenses may be met in accordance with the Rules of the University.
5. The parent institution will grant academic leave with pay and usual allowance for the duration of
the appointment as Visiting Fellow.
6. The host University would provide accommodation to the Visiting Fellow in the University
Guest House free of charge, but food charges would be paid by the Visiting Fellow.
7. The same person may not be invited as Visiting Fellow more than once in a year in the same
University, but the period of 3 months can be split up as desired by the University within the
period of one year.
