ALLOCATE OF ENTIRE MPLADS FUNDS

Will the Minister of STATISTICS AND PROGRAMME IMPLEMENTATION
be pleased to state:
(a) whether it is a fact that out of the annual Member of Parliament Local
Area Development Scheme (MPLADS) fund of five crore rupees for the
development of the area, only Rs.4 crore 90 lakhs per annum can be
sanctioned by an MP and if so, the reasons therefor;
(b) whether the Government proposes to allocate the entire of Rs. five
crore for development of the Parliamentary Constituency through
MPLAD of the Member of Parliament by removing the provision of
reserving Rs. Ten lakhs for various administrative purposes out of the
five crore annual allocation allocated for the development of the
Parliamentary Constituency area and if so, the details thereof; and
(c) whether the Government proposes to increase the MPLADS fund
beyond Rs. five crore in view of the vast geographical location of the
Parliamentary Constituencies and if so, the extent of amount and the
time by when and if not, the details thereof along with the reasons
therefor?

(a) Yes, Sir. As per the extant MPLADS Guidelines, out of the annual
entitlement of Rs. 5.00 crore per Member of Parliament an amount of Rs.
10.00 lakh is earmarked towards meeting the administrative expensesof the MPLAD Scheme by Central Nodal Agency, State Nodal Authority,
Nodal District Authority and the Implementing District Authority.
Accordingly, recommendations for development works can be made up
to Rs. 4.90 crore per annum.
(b) and (c) The Ministry regularly receives and examines suggestions
from various stakeholders, including proposals for revision of fund
entitlements, in accordance with the prescribed procedures. At present,
there is no proposal under consideration to increase the annual
allocation under the Members of Parliament Local Area Development
Scheme (MPLADS) beyond the existing limit of Rs. 5.00 crore per annum.
