GOVERNMENT OF INDIA MINISTRY OF STATISTICS AND PROGRAMME IMPLEMENTATION RAJYA SABHA UNSTARRED QUESTION NO.317 TO BE ANSWERED ON 02.02.2026 ALLOCATION OF FUND TO TRUSTS AND SOCIETIES UNDER REVISED 2023 MPLADS GUIDELINES 317. DR. JOHN BRITTAS: Will the Minister of STATISTICS AND PROGRAMME IMPLEMENTATION be pleased to state: (a) whether both movable and immovable assets creation for Government aided educational institutions are permissible under 2023 guidelines; (b) whether old guidelines didn't consider allocations to educational institutions run by Trusts and Societies while reckoning the then annual ceiling of ₹1 crore, while new guidelines raising concerns about reckoning such amounts for current annual ceiling of 50 Lakhs for MPs; (c) whether MPs be permitted to carry forward the unexpended portion of their ceiling for Trust and Societies to subsequent years; and (d) whether 2023 guidelines apply on ongoing works already proposed under old guidelines but yet to be uploaded in online portal? ANSWER MINISTER OF STATE (INDEPENDENT CHARGE) OF THE MINISTRY OF STATISTICS AND PROGRAMME IMPLEMENTATION, MINISTER OF STATE (INDEPENDENT CHARGE) OF THE MINISTRY OF PLANNING AND MINISTER OF STATE IN THE MINISTRY OF CULTURE (RAO INDERJIT SINGH) (a) As per Para 5.1.2 of the MPLADS Guidelines, 2023, Government aided educational institutions are eligible to receive MPLADS funds only for the creation of movable assets. However, when such educational institutions are run by a Trust or Society, they are also eligible to receive MPLADS funds for the creation of immovable assets, in accordance with the provisions laid down in Chapter 6 of the extant guidelines. (b) As per Para 3.37.1 of the MPLADS Guidelines, 2016, a Trust or Society running an educational institution was governed by the ceiling limits applicable to Trusts/Societies under the Guidelines, as stipulated in Para 3.21 of the MPLADS Guidelines,2016. Accordingly, assistance was restricted to a maximum of ₹50 lakh to any one Trust/Society during its lifetime, and an Hon’ble Member of Parliament could recommend funds up to a ceiling of ₹1 crore in a financial year for all Trusts/Societies taken together. As per Para 6.2.6.2 of the MPLADS Guidelines, 2023, a Member of Parliament may recommend funds up to ₹50 lakh in a financial year for all Trusts and Societies taken together. Further, the Guidelines stipulate that the total value of works recommended for any single Trust or Society shall not exceed ₹1 crore during the entire term of the Member of Parliament. (c) Yes, Sir. (d) Works which were recommended and sanctioned prior to 01.04.2023 shall be executed as per the old Guidelines. *****
