Parliament Question: Cyber crime cases and cyber policing support in Odisha

GOVERNMENT OF INDIA MINISTRY OF HOME AFFAIRS RAJYA SABHA UNSTARRED QUESTION NO. 3740 TO BE ANSWERED ON THE 25TH MARCH, 2026/ CHAITRA 4, 1948 (SAKA) CYBER CRIME CASES AND CYBER POLICING SUPPORT IN ODISHA 3740. SHRI SUBHASISH KHUNTIA: Will the Minister of HOME AFFAIRS be pleased to state: (a) whether Government has compiled data on the number of cyber crime cases reported in the State of Odisha during the last three years and if so, the details thereof; (b) whether the disposal and conviction rates in such cases have been assessed and if so, the findings thereof; (c) whether specialised cyber units and cyber forensic laboratories are available in the State and if so, the details thereof; and (d) whether any central support has been extended to strengthen cyber crime investigation and prevention mechanisms in Odisha and if so, the details thereof? ANSWER MINISTER OF STATE IN THE MINISTRY OF HOME AFFAIRS (SHRI BANDI SANJAY KUMAR) (a) to (d): The National Crime Records Bureau (NCRB) compiles and publishes the statistical data on crimes in its publication “Crime in India”. The latest published report is for the year 2023. As per the data published by the NCRB, Crime Head-wise details of cases registered, cases charge- sheeted, cases in which trials completed, cases convicted and Conviction rate under cyber crimes (involving communication devices as-2- R.S.US.Q.NO. 3740 FOR 25.03.2026 medium/target) during the period from 2021 to 2023 in Odisha are at the Annexure. The Bureau of Police Research and Development (BPR&D) compiles and publishes the statistical data on cyber crime police stations in its publication “Data on Police Organizations”. As per the data published by the BPR&D, there are 15 cyber crime police stations & 36 forensic science laboratories/ mobile forensic vans available in Odisha as on 01.01.2024. The States/UTs set up cyber police station and digital forensic lab as per requirement. As per Directorate of Forensic Science Services, Odisha Forensic Science Laboratory has Cyber Forensic Division to handle the cases of digital evidence. The Ministry of Home Affairs has approved the project to the tune of Rs. 12.57 crores for strengthening of DNA analysis/ Cyber Forensic Capabilities in Odisha Forensic Science Laboratory under the Nirbhaya Funded Scheme. The Ministry of Home Affairs has provided financial assistance to the tune of Rs. 4.01 crores under the ‘Cyber Crime Prevention against Women and Children (CCPWC)’ Scheme, to the Odisha for their capacity building such as setting up of cyber forensic-cum-training laboratories, hiring of junior cyber-3- R.S.US.Q.NO. 3740 FOR 25.03.2026 consultants and training of LEAs’ personnel, public prosecutors and judicial officers.
