(a) the details of the reasons for non-availability of datasets for
the Services Sector unlike industry sectors;
(b) whether the Government intends to introduce any such
measures for the availability of datasets and if so, the details
of the initiatives taken thereof and if not, the reasons therefor;
(c) the details of the proposal put forth under the report from the
74th round of the survey conducted by the Government in 2016
-17 for an Annual Survey of Services Sector Enterprises
(ASSSE) along with regular data on the Services Sector;
(d) whether the survey has been conducted by the Government
and if so, the details of the availability of Services Sector data
thereof and if not, the reasons for not conducting the survey
therefor; and
(e) the proposed timeline for conducting the survey and whether
the findings are to be made accessible to the public?

REGARDING DATASETS FOR SERVICES SECTOR ASKED BY SHRI
SUDAMA PRASAD.
(a) to (e): The National Accounts provide detailed estimates of the
service sector through its contribution to Gross Value Added (GVA)
and Gross Domestic Product (GDP) at both current and constant
prices. The data is further disaggregated into key sub-sectors such
as trade, transport, finance, real estate, public administration, and
social services etc.
Survey-based dataset pertaining to unincorporated service sector is
already available through Annual Survey of Unincorporated Sector
Enterprises (ASUSE) surveys. MoSPI has been conducting ASUSE
annually since 2021-22, which, among other sectors, covers the
service sector of the country belonging to unincorporated sector.
MoSPI also conducted a pilot study on incorporated services sector
in two phases (Phase -I from May 2024–August 2024 and Phase-II
from November 2024 to January 2025) under the name of Annual
Survey of Services Sector Enterprises (ASSSE), using GSTN
database as sampling frame. The Technical Report of Pilot Study on
Annual Survey of Services Sector Enterprises (ASSSE) is available in
public domain.
The survey questionnaire for conducting a full-fledged survey for
incorporated services sector has been prepared under the guidance
of Technical Advisory Group (TAG) for Enterprise Surveys and the
Steering Committee of National Sample Survey (NSS).
The experience from the 74th round was intended to inform the
development of a more consistent frame for Annual Survey of
Services Sector (ASSS). However, it was observed that there were
issues in the survey methodology which would not have led to
meaningful results and thus only a technical report was brought out.
