The Border Area Development Programme (BADP), a Centrally Sponsored Scheme in its sunset stage, has received a budgetary allocation of ₹6634.24 crore over the last 10 years. Additionally, the National Disaster Response Force (NDRF) is actively involved in strengthening disaster resilience at the grassroots level through Community Awareness Programmes. Over the past five years, the NDRF has conducted 5,451 such programs in border states, benefiting 7,68,116 people.

(a) the various efforts being made by the Government for the development

(b) the amount of funds allocated for the development of such border area
villages; and
(c) the proposed scheme of the Government to impart training to the citizens
in these areas about natural disasters?

(a) to (b): Government has approved the Vibrant Villages Programme-I
(VVP-I), as a Centrally Sponsored Scheme, on 15th February, 2023 for
comprehensive development of the select villages in 46 blocks abutting
northern border in 19 districts in the States of Arunachal Pradesh, Himachal
Pradesh, Sikkim, Uttarakhand and UT of Ladakh with an outlay of ₹4800
crore from FY 2022-23 to 2025-26.-2-

Government has also approved the Vibrant Villages Programme-II
(VVP-II), as a Central Sector Scheme, with a total outlay of ₹6839 crore for
the FY 2025-26 to 2028-29 for comprehensive development of select villages
located in blocks abutting international land borders (ILBs), other than the
Northern border already covered under VVP-I, in the States/UTs of Arunachal
Pradesh, Assam, Bihar, Gujarat, J&K (UT), Ladakh (UT), Manipur,
Meghalaya, Mizoram, Nagaland, Punjab, Rajasthan, Sikkim, Tripura,
Uttarakhand, Uttar Pradesh and West Bengal to create better living
conditions and adequate livelihood opportunities to ensure prosperous and
safe borders, control trans-border crime and assimilate the border
population with the nation.
Border Area Development Programme (BADP) is a Centrally Sponsored
Scheme (CSS) to meet the special developmental needs and well-being of
the people living in border areas (scheme in sunset stage). The budgetary
allocation for BADP during the last 10 years is ₹6634.24 Crore.
(c): NDRF has been actively involved in strengthening disaster resilience
at the grassroots level by conducting Community Awareness Programmmes-3-

across both urban and rural regions. These programmes are designed to
educate, sensitize and empower local communities particularly those
residing in disaster prone or vulnerable areas to respond effectively during
emergencies and minimize loss of life and property. Over the past five years,
the NDRF has conducted 5,451 Community Awareness Programmes in
border states, from which 7,68,116 beneficiaries have been benefited.
