DEVELOPMENT WORK IN DAMAN AND DIU UNDER MPLADS SCHEME

Will the Minister of STATISTICS AND PROGRAMME IMPLEMENTATION
be pleased to state:
(a) the details of the development works have been sanctioned under
the Members of Parliament Local Area Development Scheme (MPLADS)
scheme in the Daman and Diu Lok Sabha Constituency since the
formation of the 18th Lok Sabha and the details of such sanction along
with its current status;
(b) the timeframe by which information regarding the approval or
disapproval of recommended works must be shared with the Member of
Parliament as per the Government's guidelines;
(c) whether the Daman and Diu District Administration followed these
instructions and if so, the details thereof and if not, the reasons
therefor;
(d) the details of the grounds on which recommended work by an MP as
prescribed in the MPLAD guidelines can be rejected by the Ministry; and
(e) whether the Daman District Administration shared detailed
information and evidence regarding the rejection and if so, the details
thereof and if not, the reasons therefor?

MINISTER OF STATE IN THE MINISTRY OF CULTURE (RAO INDERJIT

(a) As per the information available on the MPLADS-eSAKSHI portal, a
total of 35 works have been recommended by the Hon'ble Member ofParliament under the MPLAD Scheme for the Daman and Diu
Constituency during the 18th Lok Sabha tenure. Of these, 18 works have
been rejected by the Implementing District Authority (IDA), while the
remaining 17 are pending for sanction before the IDA. No works have
been sanctioned so far for the Daman and Diu Constituency during the
18th Lok Sabha tenure under the MPLAD Scheme.
(b) As per para 3.2.4 of the MPLADS Guidelines, 2023, the
sanction/rejection in respect of all recommendations made by the
Hon'ble Member of Parliament shall be issued by the Implementing
District Authority (IDA) within 45 days from the date of receipt of the
recommendations to the IDA.
(c) As per the information available on the MPLADS-eSAKSHI portal, the
timelines prescribed under the MPLADS Guidelines, 2023 regarding the
sanction and rejection of recommended works, have not been adhered
to by the District Administration, Daman. According to the information
furnished by the District Authority, the delays have been attributed to
the time taken in conducting feasibility assessments, preparation of
cost estimates, and verification of whether the works recommended by
the Hon'ble MP are already being executed, sanctioned, or undertaken
under the UT Development Project or any other scheme.
(d) As per para 3.2.8 of the MPLADS Guidelines, 2023, the Implementing
District Authority, prior to sanction of any work, shall ensure that all
statutory and regulatory clearances have been obtained from the
competent authorities and that the proposed work conforms to the
MPLADS Guidelines. Further, as per para 3.2.13 of the MPLADS
Guidelines, 2023, the Implementing Agency shall examine the technical
feasibility of the work and carry out financial estimation in accordance
with the established scrutiny process and procedures of the concerned
State/UT Government. The recommended work could be rejected if any
of these pre-requisites are not fulfilled. Scheme Guidelines further
stipulate that where the Implementing District Authority considers that
a recommended work cannot be executed, it shall communicate the
reasons for the same as early as possible. Accordingly, the authority forsanction/rejection of any recommended work by Hon'ble MP lies with
the Implementing District Authority only.
(e) The details of the works rejected by Implementing District, Daman
along with the reason for rejection as furnished by them is enclosed
(Annexure -I).
