(a) the details of the findings of the Inter-Ministerial Central Teams
(IMCTs) constituted to assess the damage caused by floods, cloudbursts,
landslides, heavy rainfall and flash floods in Himachal Pradesh, Punjab,
Uttarakhand, Jammu & Kashmir and Kerala;
(b) the details of the funds released by the Government during FY 2025-26
under the National Disaster Relief Funds, State Disaster Relief Funds and
State Disaster Mitigation Fund, State wise; and
(c) the details of projects financed through the National Disaster
Mitigation Fund to reduce disaster risk and the amounts sanctioned
between FY 2020 – 2025 Project, State and Year-wise?

(a): As per the National Policy on Disaster Management (NPDM), the
primary responsibility for disaster management, including disbursal of
relief assistance on ground level, rests with the State Governments
concerned. The State Governments undertake relief measures in the wake-2-

of natural calamities, from the State Disaster Response Fund (SDRF)
already placed at their disposal, in accordance with Government of India
approved items and norms. The Central Government supplements the
efforts of the State Governments and provides requisite logistics and
financial support. Additional financial assistance is provided from
National Disaster Response Fund (NDRF), as per laid down procedure, in
case of disaster of ‘severe nature’, which includes an assessment based
on the visit of an Inter-Ministerial Central Team (IMCT).
During the year 2025, the Central Government has Constituted IMCTs for
on-the-spot assessment of the damages caused due to disaster in the
State of Himachal Pradesh, Punjab, Uttarakhand and Jammu & Kashmir,
as per the following details: -
