(b) the criteria adopted for selection of States and cities for the said
projects;
(c) the total amount of financial assistance provided to States and Union
Territories under the National Disaster Mitigation Fund (NDMF) and related
schemes in 2025-26; and
(d) the steps taken to enhance flood resilience and disaster preparedness
in the cities selected under the Urban Flood Risk Management Programme
(UFRMP)?

(a) The details of the mitigation, recovery and reconstruction projects
approved by the High-Level Committee (HLC) is at Annexure-I.-2-

(b) Fifteenth Finance Commission (XV-FC), taking cognizance of need
for mitigation at both the national and State levels recommended fund
provisions under National Disaster Mitigation Fund (NDMF) for community-
based local initiatives, pursuing an approach which promotes adjustment
with hazards through soft measures. The fund allocation under NDMF is
Rs. 13,693 crore i.e. 20 per cent of the total allocation for the National
Disaster Risk Management Fund (NDRMF) of Rs. 68,463 crore.
Out of this, XV-FC has earmarked fund allocation of Rs. 5,950 crore for
four priority areas viz. Catalytic Assistance to Twelve Most Drought-prone
States; Managing Seismic and Landslide Risks in Ten Hill States;
Reducing the Risk of Urban Flooding in Seven Most Populous Cities and
Mitigation Measures to prevent Erosion.
From the remaining allocation under NDMF, the mitigation projects/
programmes of the States are conducted on the basis of the important
factors such as risk exposure (area and population) and hazard and
vulnerability.
Similarly, XV-FC has also recommended fund allocation of Rs. 20,539 crore
under Recovery and Reconstruction (R&R) funding window under National
Disaster Response Fund (NDRF) i.e. 30% of the total allocation of the
NDRMF of Rs. 68,463 crore.-3-

The allocation from R&R Funding Window for recovery and reconstruction
activities after any severe disaster event damaging critical and important
social infrastructure is made based on the second-stage assessment
through Post Disaster Needs Assessment (PDNA) undertaken by the State
Government.
The Central Government has framed the guidelines for constitution and
administration of NDMF on 28.02.2022. The guidelines outline the criteria
for mitigation projects to be undertaken under NDMF. As per the
provisions of the guidelines, NDMF is exclusively for the purpose of
mitigation projects in respect of disasters covered in National Disaster
Response Fund guidelines dated 12.01.2022. In addition, mitigation
measures for Heatwave and lightning can also be taken up from NDMF.
The Central Government has also framed the guidelines for constitution
and administration of R&R Funding Window under NDRF on 14.08.2024.
The guidelines of NDMF and R&R funding window under NDRF are
available at the website www.ndmindia.mha.gov.in.
(c) Details of total amount of financial assistance provided to States
during the year 2025-26 under the NDMF are at Annexure-II.
(d) Under the approved programs for the cities selected under Urban
Flood Risk Management Programme (UFRMP) and UFRMP Phase-2, several-4-

structural measures such as construction of new physical infrastructure,
upgrading existing critical infrastructure, Restoration and rejuvenation of
water bodies, protection of flood management structure, establishing new
nature-based solution, etc. to enhance flood resilience have been
approved. Further several non-structural measures such as Risk &
Vulnerability assessment, setting up of Early Warning Systems and
Community Awareness and Engagement and Flood Resilient Urban
Planning are also included in the approved progarmme.
For the project related to Urban Flooding, the Fifteenth Finance
Commission in its report recommended financial assistance for integrated
solution for flood management and urban flooding prevention for seven
cities three metros viz. Mumbai, Chennai and Kolkata and four cities viz.
Ahmedabad, Bengaluru, Hyderabad, and Pune. UFRMP Phase-2 was
considered for eleven (11) cities viz. Bhopal, Bhubaneshwar, Guwahati,
Jaipur, Kanpur, Patna, Raipur, Trivandrum, Vishakhapatnam, Indore and
Lucknow. The key determinants for the selection of these cities are
primarily based on physical, environmental, socio-economic and climatic
factors as well as the State capitals prone to floods, most populous cities
within the State, with a population of more than 10 lakh.
