(a) whether the Government has provided assistance to the States
affected by excessive rainfall, floods and landslides during the south-west
monsoon season in the country;
(b) if so, the details thereof, State/UT-wise including Himachal Pradesh,
Jammu & Kashmir, Karnataka and particularly Dakshina Kannada district,
which faced severe monsoon-related damages;
(c) the total assistance provided to the States and Union Territories under
the State Disaster Response Fund (SDRF), the National Disaster Relief
Fund (NDRF), the National Disaster Risk Management Fund, the State
Disaster Mitigation Fund (SDMF) and the National Disaster Mitigation Fund
(NDMF) during the last three financial years, State/UT-wise;-2-

(d) the scale of deployment of National Disaster Response Force (NDRF)
teams during the current monsoon season for rescue and relief
operations, State/UT-wise especially in coastal regions such as Dakshina
Kannada; and
(e) the measures being taken to enhance preparedness, inter-agency
coordination and capacity-building for effective disaster response both at
national and district levels?

(a) to (c): As per the National Policy on Disaster Management (NPDM),
the primary responsibility for disaster management, including disbursal
of relief assistance on ground level, rests with the State Governments
concerned. The State Governments undertake relief measures in the wake
of natural calamities, from State Disaster Response Fund (SDRF) already
placed at their disposal, in accordance with Government of India approved
items and norms. The Central Government supplements the efforts of the
State Governments and provides requisite logistics and financial
support. Additional financial assistance is provided from National
Disaster Response Fund (NDRF), as per laid down procedure, in case of
disaster of ‘severe nature’, which includes an assessment based on the
visit of an Inter-Ministerial Central Team (IMCT). The financial assistance
provided under SDRF and NDRF is by way of relief and not for
compensation of loss suffered/claimed. The details of funds allocated and-3-

released under SDRF/NDRF to all states including Himachal Pradesh and
Karnataka are at Annexure-I.
In case of Union Territories, the relief is provided from Union Territory
Disaster Response Fund (UTDRF). The Union Territories of Jammu &
Kashmir has reported an opening balance of Rs. 2499.00 crore as on 1st
April, 2025 is available in UTDRF for management of relief necessitated
by notified natural disaster during 2025-26. The assistance provided to the
Union Territory of Jammu & Kashmir with respect to Disaster Response
Fund (DRF) under Demand 58 during the last three financial years is as
follows: -

The details of funds allocated and released under SDRF/NDRF and
National Disaster Mitigation Fund (NDMF)/State Disaster Mitigation Fund
(SDMF) during last three years i.e. 2022-23 to 2024-25 are at Annexure-II
and Annexure-III, respectively.-4-

(d): NDRF has 16 Battalions and 28 Regional Response Centre’s (RRCs)
deployed across India, the details of these location are at Annexure-IV.
Apart from above, during Monsoon – 2025, NDRF pre-positioned 105 teams
across India in coordination with concerned State authorities for prompt
response during any contingency as per Annexure-V.
(e): There are well established institutional mechanisms at the National,
State and District levels in the country to develop appropriate
preparedness and prompt response mechanisms for effective
management of natural disasters.
Disaster Management Act 2005 articulates the mainstreaming of Disaster
Management in development plans. Hon’ble Prime Minister launched
country’s first National Disaster Management Plan (NDMP) prepared by the
National Disaster Management Authority in June 2016. The plan was
revised in the year 2019 in consultation with all stakeholders. The revised
NDMP brings together all sectors, ministries and departments at the
Central and State level as well as district level functionaries and defines
their respective roles and responsibilities in disaster risk reduction.
The State Disaster Management Authority (SDMA) is responsible for the
preparation of Disaster Management Plan of its State, after consultation
with local authorities, district Authorities and having regard to the
National Plan (NDMP) and guideline laid down by the National Authority.-5-

The District Disaster Management Authority (DDMA) is responsible for the
preparation of its District Plan, after consultation with local authorities,
and having regard to the National Plan (NDMP) and the State Plan, which
is to be approved by the State Authority.
Further, in order to set up preparedness and capacity building facility to
address activities of immediate nature within SDR/NDRF have been
subdivided into funding window by the 15th Finance Commission. 10% of
the annual allocation of State Disaster Risk Management Fund (SDRMF) is
kept for preparedness and capacity building activities. These activities
would be administered as per GOI approved items & norms of SDRF and
NDRF.
For preparedness and capacity building the Central Government has
implemented several programmes/schemes such as Emergency Response
Support System, Common Alerting Protocol, Up-scaling Aapda Mitra
Scheme, Yuva Apada Mitra Scheme etc. across all States and Union
Territories.
This Ministry coordinates with NDMA, NDRF, Armed Forces, line ministries
and States to mobilize teams, equipment and other resources for quick
rescue and relief operations in order to facilitate the Inter Agency
coordination.
