SHRI ANURAG SINGH THAKUR: Will the Minister of HOME AFFAIRS be pleased to state: (a) the funds allocated from the National Disaster Response Fund (NDRF) and amount allocated for central share in State Disaster Response Fund (SDRF) and other Central disaster relief schemes to Himachal Pradesh since 2023 and the purposes for which these were released; (b) whether the Government has received utilization certificates and also confirmation that the Government of Himachal Pradesh contributed its prescribed share to SDRF and other matching contributions, if not, the reasons and remedial steps taken; (c) the details of any special financial packages, mitigation projects sanctioned or under consideration to reduce disaster risk in Himachal Pradesh, with timelines and implementing agencies; (d) the details of immediate relief, ex-gratia, NDRF/SDRF funds released during the recent Bilaspur landslide on 7 October 2025; and (e) the details of any research on occurrence of landslides, slope- stabilisation and other preventive measures being funded or commissioned by disaster relief agencies and institutes under the Ministry? ANSWER MINISTER OF STATE IN THE MINISTRY OF HOME AFFAIRS (SHRI NITYANAND RAI) (a) to (e): As per the National Disaster Management Policy, the primary responsibility for disaster management rests with the State Governments concerned. The State Governments provide relief assistance to the-2- L.S.US.Q.NO. 1464 FOR 09.12.2025 affected people in the event of notified natural disasters, from the State Disaster Response Fund (SDRF), already placed at its disposal, through established channel of concerned district administrative machineries in accordance with approved items and norms of Government of India (GOI) in accordance with the magnitude of the ground situation. These norms inter- alia provide for assistance to the affected people without any discrimination. However, in the event of disaster of a severe nature, additional financial assistance is extended from the National Disaster Response Fund (NDRF), as per laid down procedure, which includes an assessment based on the visit of an Inter-Ministerial Central Team (IMCT). Financial assistance provided from SDRF/ NDRF is by way of relief and not for compensation of loss suffered/ claimed. With regard to package, it is mentioned that under the existing scheme of SDRF/ NDRF, there is no provision to provide any special financial package for the affected State.
