GOVERNMENT OF INDIA MINISTRY OF HOME AFFAIRS RAJYA SABHA UNSTARRED QUESTION NO. 4218 TO BE ANSWERED ON THE 1ST APRIL, 2026/ CHAITRA 11, 1948 (SAKA) DRUG ABUSE, NDPS ENFORCEMENT AND REHABILITATION MEASURES IN J AND K 4218 SHRI SAJJAD AHMAD KICHLOO: Will the Minister of HOME AFFAIRS be pleased to state: (a) the detailed status of current Drug Users in UT of J and K, substance-wise; (b) total quantity of narcotics and psychotropic substances seized during last five years, substances-wise details thereof; (c) age-wise and district-wise details of drug addiction cases, number of NDPS cases registered, persons arrested and convictions secured; (d) details of rehabilitation centres, de-addiction facilities, counselling programmes, current capacities and details of staff and consultants engaged with these facilities, district-wise and further road map; and (e) steps taken by Government to prevent the smugglings of drugs in J and K? ANSWER MINISTER OF STATE IN THE MINISTRY OF HOME AFFAIRS (SHRI NITYANAND RAI) (a) To assess and to know the magnitude of the problem of substance use in the country, National Survey on Extent and Pattern of Substance Use in India was conducted by Ministry of Social Justice & Empowerment (MoSJ&E) through National Drug Dependence Treatment Center (NDDTC), All India Institute of Medical Sciences (AIIMS), New Delhi during 2018. As per the Survey, the details of drugs abuse in Jammu and Kashmir are as under: --2- R.S.US.Q.NO. 4218 FOR 01.04.2026 Name of substance Estimated number of users Age (10-75 years) Cannabis 1,40,000 Opioids 5,40,000 Sedatives 1,70,000 Cocaine 1,000 Amphetamines Type 2,000 Stimulants (ATS) Hallucinogens 1,000 Source: Ministry of Social Justice & Empowerment. (b) As per latest data published by National Crime Records Bureau (NCRB) pertaining to the year 2023; quantity of narcotics and psychotropic substances seized under Narcotic Drugs and Psychotropic Substances (NDPS) Act, 1985 during 2019-2023 in Jammu and Kashmir is at Annexure-I. (c) As per latest data published by the National Crime Records Bureau (NCRB) pertaining to the year 2023, the district-wise details of cases registered under the NDPS Act, 1985 in Jammu and Kashmir during the period from 2019 to 2023 are given in Annexure-II and the details of the number of cases registered, persons arrested and persons convicted under the NDPS Act, 1985 in Jammu and Kashmir during the same period are given in Annexure-III. (d) Government under National Action Plan for Drug Demand Reduction (NAPDDR) scheme by Ministry of Social Justice and Empowerment (MoSJ&E) is providing support to 01 Integrated Rehabilitation Centres for Addicts (IRCAs), 02 Community-Based Peer-Led Interventions (CPLIs), 03 Outreach-3- R.S.US.Q.NO. 4218 FOR 01.04.2026 and Drop-in Centres (ODICs), 06 District De-Addiction Centres (DDACs) and 21 Addiction Treatment Facilities (ATFs) in Jammu and Kashmir. The district- wise list of ATFs, DDAC, CPLI, IRCA and ODIC is at Annexure-IV. The support is provided for engaging Medical Officer, Nursing Staff, Counsellor, Data Manager in ATFs. Support is provided for engaging Manager-cum-Incharge, Project coordinator, Trainer cum Supervisor of peers and community mobilizers, Outreach Worker and follow-up supervisors, Accounts, Cook, Chowkidar, House Keeping staff, Doctor, Counsellor/ Social Worker/ Psychologist, Yoga therapist/ Dance Teacher/ Music Teacher/ Art Teacher, Ward boys and Nurse in case of de-addiction centres. A Toll-free Helpline for de-addiction, 14446 is being maintained by the Ministry of Social Justice and Empowerment for providing primary counselling and immediate referral services to the persons seeking help through this helpline. More than 4.69 lakh calls have been received so far on the helpline number, including 11,111 calls from Jammu and Kashmir. There are provisions for establishment of treatment and rehabilitation centres for individuals affected by substance use under the Scheme based on demand from States/ UTs. In addition, Ministry of Health and Family Welfare is operating one Drug Treatment Clinic (OPD treatment and counselling) at the Institute of Mental Health and Neuro Sciences in Kashmir. The clinic has recorded a total of 11139 patients visits till February, 2026.-4- R.S.US.Q.NO. 4218 FOR 01.04.2026 (e) The Government has taken various steps to prevent the smuggling of drugs in Jammu and Kashmir, some of which are as under: - (i) Constituted a 4-tier Narco-Coordination Centre (NCORD) mechanism which enables coordination among Central and State agencies. During the year 2025, 04 State Level NCORD and 199 District Level NCORD Meetings were held in Jammu and Kashmir. (ii) Narco Coordination (NCORD) Portal accessible at https://narcoordindia.in/ is a gateway for all drugs and Narcotics Control Bureau (NCB) related information for all four tiers of stakeholders starting from district level to state level and Central Ministries including all Drug Law Enforcement Agencies (DLEAs). (iii) Anti-Narcotics Task Force (ANTF) has been established in Jammu and Kashmir, which also serves as NCORD secretariat for local enforcement. (iv) Joint Coordination Committee (JCC) has been set up at the Centre and State level to oversee significant drug seizure investigations. In 2025, 03 State Level Joint Coordination Sub Committee for Jammu & Kashmir have been held. Further, to dismantle the entire supply chain of drug trafficking, NCB has taken over 04 cases from the State Police.-5- R.S.US.Q.NO. 4218 FOR 01.04.2026 (v) During the last five years, extensive destruction of illicit Opium Poppy and Cannabis cultivation was carried out in Jammu & Kashmir, resulting in the destruction of 1,143 acres of Opium Poppy and 3,540 acres of Cannabis. (vi) NCB has been regularly coordinating with other agencies like Border Security Force, State ANTF etc. to conduct joint operations to control the drug trafficking. (vii) Towards capacity building of drug law enforcement agencies of the country, NCB is continuously imparting training to the officers of other drug law enforcement agencies. (viii) To strengthen NCB and expand its pan-India presence, a new Zonal Unit has been established at Srinagar in addition to the existing one at Jammu to effectively combat the illicit trafficking of drugs along international borders. Intensive preventive and interdiction efforts are being taken along drug routes. ******6 R.S.
