E-ZERO FIRs
*135. DR. RAJ KUMAR CHABBEWAL:
Will the Minister of HOME AFFAIRS be pleased to state:
(a) whether the Government has introduced or proposes to introduce the
system of registering e-Zero FIRs in cyber crime cases across the country;
(b) if so, the details and the salient features of the system along with the legal
framework governing it;
(c) the details of the number of e-Zero FIRs registered since its introduction,
State/UT-wise;
(d) whether the system has resulted in faster freezing of fraudulent
transactions and improved recovery of defrauded amounts and if so, the
details thereof; and
(e) the steps taken by the Government to ensure uniform implementation,
inter-State coordination and protection against misuse in this regard?

STATEMENT IN REPLY TO THE LOK SABHA STARRED QUESTION NO. *135 FOR 28th
JULY 2026 BY DR. RAJ KUMAR CHABBEWAL REGARDING E-ZERO FIRS
Section 173(1) of the Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023
mandates that every information relating to the commission of a cognizable
offence, irrespective of the area where the offence is committed, may be
given orally or by electronic communication to an officer in charge of a police
station.
The Central Government has provided a platform to the States/UTs for
registering e-Zero FIRs in cybercrime cases specifically for cyber financial
fraud cases. Under this system, complaints involving a particular financial
loss thresholds (as decided by respective State/ UT) registered on the
National Cyber Crime Reporting Portal (NCRP) or through helpline 1930, will
automatically result in the registration of an e-Zero FIR at the State/UT e-
Crime Police Station, which is then promptly transferred to the concerned
territorial cyber crime Police Station. The complainant is required to visit the
respective police station within three days to convert the Zero FIR into a
regular FIR.-3-

‘Police’ and ‘Public Order’ are State subjects under the Seventh
Schedule to the Constitution of India. Cyber financial fraud complaints
reported on National Cyber Crime Reporting Portal, their conversion into FIRs
and subsequent action i.e. filing of chargesheets, arrest and resolution of
complaints, thereon are handled by the State/UT Law Enforcement Agencies
concerned as per the provisions of the law.
