FLOOD RELIEF FUNDS TO TAMIL NADU
2957. SHRI R. GIRIRAJAN:
Will the Minister of HOME AFFAIRS be pleased to state:
(a) whether Government has received requests from State Government of
Tamil Nadu for the sanction and release of flood-relief funds to facilitate
restoration and rehabilitation works during the various cyclones/floods in last
five years, if so, the details thereof;
(b) the details of visits made by the Central team to Tamil Nadu to assess the
damages caused by the cyclones and floods during the last five years and the
recommendations made; and
(c) the details of the flood relief funds requested by State Government of
Tamil Nadu and the funds sanctioned and disbursed by Government in the last
five years, year-wise?

(a) to (c): As per the National Disaster Management Policy, the primary
responsibility for disaster management rests with the State Governments
concerned. The State Governments undertake relief measures in the wake of
natural disasters including flood from the State Disaster Response Fund
(SDRF), already placed at their disposal, in accordance with Government of
India’s approved items and norms. In order to supplement the efforts of the-2-

State, additional financial assistance is extended from the National Disaster
Response Fund (NDRF), in case of disaster of ‘severe nature’, in accordance
with the established procedure. The financial assistance provided under
SDRF and NDRF is by way of relief and not for compensation of loss
suffered/claimed. The entire exercise requires adhering to the established
procedure envisaged in the NDRF/ SDRF guidelines, which is accessible on
the Ministry’s website: www.ndmindia.mha. gov.in.

from 2020-21 to 2024-25 to Tamil Nadu are as given:
