Will the Minister of RURAL DEVELOPMENT be pleased to state:
(a) whether the wages for unskilled labour engaged in Pradhan
Mantri Awas Yojana- Gramin (PMAY-G) house construction are
being paid through Mahatma Gandhi National Rural Employment
Guarantee Scheme (MGNREGS) convergence, if not, the reasons
therefor;
(b) the total amount disbursed as wages for unskilled labour
engaged in PMAY-G construction through MGNREGS during the
last three years, State and UT-wise;
(c) whether the Government proposes to increase the number of
days of employment under MGNREGS in view of the additional
labour demand generated by PMAY-G, if so, the details thereof;
(d) whether the Government has prescribed any lower limit or
minimum wage benchmark for unskilled labour employed in
PMAY-G construction through MGNREGS convergence, if so, the
details thereof along with the wage norms and the mechanism
established for their uniform implementation in all States and
Union Territories; and

(a) to (c): In order to achieve the objective of "Housing for All" in
rural areas, the Ministry of Rural Development is implementing
Pradhan Mantri Awaas Yojana- Gramin (PMAY-G) with effect from 1st
April 2016 to construct 4.95 crore houses by providing assistance to
eligible rural households for the construction of pucca houses, with
basic amenities, by March 2029. The Union Cabinet has approved the
proposal for the continuation of PMAY-G during FY 2024-25 to 2028-
29 for the construction of 2 crore additional rural houses. As on date
a cumulative target of 4.14 crore has been allotted to the States/UTs,
against which 3.86 crore houses have been sanctioned and 2.92 crore
houses have been completed. As per Schedule I of Mahatma Gandhi
National Rural Employment Guarantee Act (MGNREGA) Section 4 (3),
Para 4 (1), II. Category: B (Community assets or Individual assets) for
vulnerable sections (only for households in Paragraph 5), (iv)
Unskilled wage component in construction of houses sanctioned
under PMAY-G or such other State or Central Government Scheme
may be provided.
According to guideline, the total number of unskilled person-
days required for construction of a house of at least 25 sqm plinth
area is 95-person days for North-East, Hilly region and IAP districts,
and 90-person days for other areas. This can be paid under
MGNREGA, over and above the unit cost fixed for PMAY-G/ other
housing scheme. The details of State-wise total expenditure made on
PMAY-G and other State houses under Mahatma Gandhi National
Rural Employment Guarantee Scheme (MGNREGS) during last 3 years
and current year (as on 12th December 2025) are at Annexure.
(d): As per Section 6 (1) of MGNREGA, the Central Government may
by notification, specify the wage rate for its beneficiaries. Further,
section 6 (2) of the Act, provides that until such time a wage rate is
fixed by the Central Government in respect of any area in a State, the
minimum wage fixed by the State Government under section 3 of the
Minimum wages Act, 1948 for Agricultural Laborers shall be
considered as the wage rate applicable to that area. Accordingly, as
per provision of Section 6(2) of the Act, from the inception of the
Page 2 of 4scheme till the financial year 2010-11, the wage rate in MGNREGA
was determined on the basis of the minimum wage set by the
respective State Governments. However, from the financial year
2011-12, the Government of India started determining the wage rates
using the Consumer Price Index for agricultural labour (CPI-AL).
To compensate the Mahatma Gandhi NREGA workers against
inflation, the Ministry of Rural Development revises the wage rate
every financial year, based on change in Consumer Price Index for
Agricultural Labour (CPI-AL). The index is different for different
States/UTs as notified by Labour Bureau Shimla. If the calculated
wage rate of any State/UT is coming lower than the wage rate of
previous year, it is being protected by maintaining the previous year's
wage rate.
However, each State/UT can provide wages over and above the wage
rate notified by the Central Government.
