current and the last three years;
(b) the details of funds allocated/released to Punjab for disaster
management during the last three years;
(c) whether the Government proposes to create a database of fund
allocation made to Punjab and other States online by bringing it to public
domain; and
(d) if so, the details thereof and if not, the reasons therefor?

Statement in reply to the Lok Sabha Starred Question No. 30 dated 2nd
December, 2025.
(a) to (d): As per the National Policy on Disaster Management (NPDM),
the primary responsibility for disaster management, including disbursal of
relief assistance on ground level, rests with the State Governments
concerned. The State Governments undertake relief measures in the wake
of natural calamities, from the State Disaster Response Fund (SDRF)
already placed at their disposal, in accordance with Government of India
approved items and norms. The Central Government supplements the
efforts of the State Governments and provides requisite logistics and
financial support. Additional financial assistance is provided from the
National Disaster Response Fund (NDRF), as per laid down procedure, in
case of disaster of ‘severe nature’, which includes an assessment based
on the visit of an Inter-Ministerial Central Team (IMCT). The details of
funds allocated and released under SDRF and NDRF to all
states including Punjab is available on the website

During current financial year 2025-26, the State Government of Punjab has
been allocated an amount of ₹642.40 crore (₹481.60 crore Central share +
₹160.80 crore State share) under the SDRF. The Central Government
released 1stinstallment of the central share of SDRF amounting to ₹240.80
crore to the State Government on 18.06.2025. Additionally, pursuant to the
announcement of the Hon'ble Prime Minister, the 2nd installment of the
Central share of SDRF amounting to ₹240.80 crore was also released to
the State Government in advance on 10.09.2025. In addition, the State
Government of Punjab has reported an opening balance of ₹11947.20 crore
in their SDRF account as on April 1, 2025.
