SHRI PATEL UMESHBHAI BABUBHAI: Will the Minister of STATISTICS AND PROGRAMME IMPLEMENTATION be pleased to state: (a) whether the Ministry has issued any guidelines for the implementation of Government schemes in the Union Territory of Dadra & Nagar Haveli and Daman & Diu during the last one year; (b) if so, the details thereof including the date of issue, comprehensive details of schemes covered under these guidelines and the list of the various Government departments covered thereunder; (c) whether the Ministry has prescribed any new criteria for monitoring and reporting implementation of the said schemes and if so, the details thereof; (d) whether the local Member of Parliament has been formally apprised of these amendments; and (e) if so, the details of the communication sent in this regard and if not, the reasons therefor? ANSWER MINISTER OF STATE (INDEPENDENT CHARGE) OF THE MINISTRY OF STATISTICS AND PROGRAMME IMPLEMENTATION; MINISTER OF STATE (INDEPENDENT CHARGE) OF THE MINISTRY OF PLANNING AND MINISTER OF STATE IN THE MINISTRY OF CULTURE (RAO INDERJIT SINGH) (a) to (e) The Ministry of Statistics and Programme Implementation administers two schemes namely Members of Parliament Local Area Development Scheme (MPLADS), and Capacity Development Scheme. The Ministry has not issued any separate guidelines for the implementation of these schemes in the Union Territory of Dadra & Nagar Haveli and Daman & Diu during the past one year.The Ministry revised the MPLADS guidelines with effect from 01.04.2023, which are applicable to all stakeholders, including the Union Territory of Dadra & Nagar Haveli and Daman & Diu. These guidelines have been further updated from time to time through amendments, and is made available on the official MPLADS website (www.mplads.mospi.gov.in). The MPLADS scheme has a strong monitoring framework operating at the Central, State/UT, Nodal District, and Implementing Agency levels, with clearly defined roles and responsibilities. These roles are detailed in Chapter 4 of the MPLADS Guidelines, 2023. To ensure that works are sanctioned, executed, and completed on time and in full compliance with the scheme guidelines, the Ministry regularly issues advisories to State Nodal Authorities and conducts monthly as well as quarterly review meetings with State/UT Governments and District Authorities. With the operationalization of the eSAKSHI portal for fund flow and project monitoring, real-time tracking of works has significantly improved transparency and strengthened oversight of the Scheme. The Ministry also conducts All-India and zonal workshops to review progress, address bottlenecks, and enhance the overall efficiency of scheme implementation. *****
