IMPLEMENTATION OF SCHEMES IN ANDHRA PRADESH

Will the Minister of MICRO, SMALL AND MEDIUM ENTERPRISES be pleased to state:
(a) the details regarding the list of central sector schemes, programs and initiatives undertaken by
the Government for supporting growth, development and innovation in the country during the last ten
years;
(b) the details regarding the total number of applicants, registrations and beneficiaries of above
specified schemes across Andhra Pradesh, district-wise and especially from Prakasam District;
(c) the details regarding the total amount of funding allocated, released and utilised for above
specified schemes during the last five years in Andhra Pradesh, district wise and especially in Prakasam
District;
(d) whether the Government has undertaken any study to identify potential bottlenecks being faced
in the implementation of the schemes in Andhra Pradesh, if so, the details thereof and the steps
undertaken to address the same, district wise including in Prakasam District; and
(e) the details regarding the list of Micro, Small and Medium Enterprises (MSMEs) infrastructure
projects proposed, under construction and presently functional in Andhra Pradesh, district wise including
in Prakasam District?

(a) to (c): The Government of India supplements the efforts of the States/UTs through various
schemes, programmes and policy initiatives for promotion, development of MSMEs in the country
including Andhra Pradesh. The Ministry of MSME implements Prime Minister's Employment Generation
Programme, PM Vishwakarma scheme, Credit Guarantee Scheme for Micro and Small Enterprises,
Entrepreneurship and Skill Development Programme (ESDP), Procurement and Marketing Support
(PMS) scheme, International Cooperation (IC) Scheme, Establishment of new Technology
Centres/Extension Centres (TCEC), MSME Champions Scheme and Micro and Small Enterprises -
Cluster Development Programme (MSE-CDP). 36,80,310 number of MSMEs are registered on Udyam
Registration portal, since its inception on 1.7.2020, in Andhra Pradesh, including 1,93,178 MSMEs in
Prakasam district as on 15.12.2025. District wise MSMEs detail for Andhra Pradesh State is at
Annexure–I.
Status of implementation of these schemes across Andhra Pradesh including Prakasam district
implemented by the Ministry is as under:
(i) Prime Minister's Employment Generation Programme (PMEGP) is a credit linked subsidy
programme aimed at generating self-employment opportunities through establishment of micro-
enterprises in the non-farm sector by helping traditional artisans and rural/urban unemployed
youths through Margin Money subsidy. District wise details are at Annexure – II.: 2 :
(ii) The Central Sector Scheme, PM Vishwakarma is co-jointly implemented by the Ministry of
Micro, Small & Medium Enterprises (MoMSME), the Ministry of Skill Development and
Entrepreneurship (MSDE), and the Department of Financial Services (DFS), Government of
India. Scheme provides end-to-end holistic support to artisans and craftspeople of 18 traditional
trades who work with their hands and tools. It includes Skill Upgradation, Toolkit Incentive,
Credit Support. District-wise details of beneficiaries in Andhra Pradesh are at Annexure –III.
(iii) Credit guarantee for loans under Credit Guarantee Scheme (CGS) is extended to MSEs without
collateral security and third-party guarantee through Credit Guarantee Fund Trust for Micro and
Small Enterprises (CGTMSE). District-wise details of guarantees extended to MSEs in Andhra
Pradesh are provided at Annexure-IV.
(iv) The Ministry is implementing Micro and Small Enterprises - Cluster Development Programme
(MSE-CDP) across the country. The objective of the scheme is to enhance the productivity and
competitiveness of MSEs for their holistic development adopting cluster development approach
by providing financial assistance as Gol grant to establish Common Facility Centers (CFCs) in
the existing clusters and establish/up-grade infrastructural facilities in new/existing industrial
estates/areas/flatted factory complexes. District-wise details of total amount of fund allocated,
released and utilized in Andhra Pradesh including Prakasam district are at Annexure – V.
(v) Entrepreneurship and Skill Development Programme (ESDP) is implemented to motivate young
persons representing different sections of the society to consider self-employment or
entrepreneurship as career options and to promote new enterprises, build capacity of existing
MSMEs and inculcate entrepreneurial culture in the country. District wise progress in Andhra
Pradesh including Prakasam district is at Annexure –VI.
(vi) Under International Cooperation Scheme (IC) Scheme, financial assistance is provided on
reimbursement basis to the eligible Central / State Government organizations and Industry
Associations to facilitate participation of MSMEs in international exhibitions/ fairs/ buyer-seller
meets held abroad and for organizing international conferences/seminars/workshops in India, etc.
Reimbursement is also provided to the first-time Micro & Small Enterprises for various costs
involved in export of goods and services. 23 MSMEs have benefited with total assistance of
Rs.86,57,925/- in the last 05 years in Andhra Pradesh.
(vii) Procurement and Marketing Support (PMS) scheme extends benefits for creating market access
initiatives for MSEs in strengthening their market presence, enhancing product visibility, and
improving access to domestic markets.

(viii) Under the Champions scheme there is a sub-component namely, MSME Innovative Scheme
(Incubation, Design, and IPR), implemented to fosters innovation in a single mode approach for
awareness and motivation. This scheme acts as a hub for innovation activities facilitating and
guiding development of ideas into viable business. Under the Incubation component, there are
129 number of approved ideas from 04 MSME Idea Hackathons organised since 2021 till date
that are nurtured by 36 number of Host Institutions in Andhra Pradesh with an approved
Government of India grant of Rs. 1551 lakhs. In the Prakasam district 05 ideas with total
government of India grant of Rs. 56.8 lakhs approved for incubating the ideas.

Under the Intellectual Property Rights (IPR) component of MSME Innovative Scheme, the

(ix) Under the scheme, ‘Establishment of new Technology Centres/Extension Centres (TCEC) 20
new Technology Centres (TCs) and 100 Extension Centres (ECs) across thecountry are
established to increase the geographical reach of TCs network to provide solution, as per local
needs of MSMEs, for technology, skilled human resources, and advisory services.
(d): The government assess the performance of the MSME schemes/programmes from time to time
and improves their guidelines accordingly.
(e): Under MSE- CDP proposals are received from the State/UT Governments for providing
financial assistance as Gol grant to establish/up-grade infrastructural facilities in new/existing industrial
estates/areas/flatted factory complexes. District-wise details of total amount of fund allocated, released
and utilized during the last five years in Andhra Pradesh including Prakasam District are at Annexure –
V. Under TCEC Scheme Kopparthy in Andhra Pradesh is approved for establishment of one technology
Centre.
