SHRI ADITYA YADAV: Will the Minister of MICRO, SMALL AND MEDIUM ENTERPRISES be pleased to state: (a) the status of industrial development along with the number of Micro, Small and Medium Enterprises (MSMEs) in Badaun district of Uttar Pradesh, including the details of major manufacturing sectors and employment provided by these industries as per the Government Industrial Report; (b) the schemes implemented or proposed by the Government to upgrade industrial infrastructure, promote the development of MSMEs, improve credit facilities, support technological upgradation and improve domestic and international market linkages for industries set up in the said district; and (c) the steps taken and targeted support programmes started by the Government to increase export diversification, remove infrastructural bottlenecks and ensure ease of doing business, especially for local entrepreneurs and women? ANSWER MINISTER OF STATE FOR MICRO, SMALL AND MEDIUM ENTERPRISES (SUSHRI SHOBHA KARANDLAJE) (a): The Central Government supplements the efforts of the States/UTs through various schemes, programmes and policy initiatives, for promotion and development of MSMEs in the country including Badaun district of Uttar Pradesh. A total of 70,244 MSMEs, including informal Micro Enterprises, are registered on Udyam Portal with an employment of 4,22,927 persons in Badaun district till 15.12.2025. The details of major manufacturing sectors and employment in them in Badaun district is at Annexure-I. (b) & (c): The Ministry of MSME is implementing various schemes and programmes to upgrade industrial infrastructure, promotion and Development of MSMEs, improve credit facilities, support technological upgradation and improve domestic and international market linkages in the country, including Uttar Pradesh, such as: (i) The Ministry is implementing the Micro and Small Enterprises Cluster Development Programme (MSE-CDP) with the objective to enhance the productivity and competitiveness of the Micro and Small Enterprises for their holistic development adopting cluster development approach. Under the Scheme, the financial assistance as GoI grant is provided to establish Common Facility Centers (CFCs) in the existing clusters and establish/up-grade infrastructural facilities in new/existing industrial estates/areas/flatted factory complexes. Under the Scheme, one project has been approved for Up-gradation of existing Industrial Estate, Salarpur, District Badaun, Uttar Pradesh. (ii) Under Credit Guarantee Scheme (CGS) for Micro and Small Enterprises (MSEs), credit guarantee for loans upto Rs 10 Crore, is extended by Member Lending institutions to MSEs without collateral security or third-party guarantee, through Credit Guarantee Fund Trust for MSEs (CGTMSE).: 2 : Details for credit guarantees extended to MSEs under CGS are as under: CGS - Guarantee Approved (Cumulative as on Nov 30, 2025) No. of guarantees Amount approved (in Rs. Crore) Badaun 4,277 156 Uttar Pradesh 3,98,078 32,474 (iii) A network of Technology Centres/Tool Rooms in the country support MSMEs by providing access to advance manufacturing technologies, training & skilling to make them competitive. The Ministry of MSME has set up 18 Tool Rooms (TR) & Technical Institutions (TI) to provide consultancy services and technological support to industries and MSMEs across the country, including 5 TRs & TIs in Uttar Pradesh viz, Process and Product Development Centre (PPDC) , Agra, Process Cum Product Development Centre (PPDC), Meerut, Fragrance & Flavour Development Centre (FFDC), Kannauj, Centre for the Development of Glass Industry (CDGI), Firozabad and Central Footwear Training Institute (CFTI), Agra. These TRs & TIs are commonly called as Technology Centres (TCs). These Centres provide Technology support, training and consultancy services to industries in various sectors. Technology Centre Systems Programme (TCSP) project of the Ministry is intended to establish 15 new Technology Centres and upgrade the existing Technology Centres (TCs) to upgrade and expand the network of existing TCs. Out of 15 New TCs, 2 TCs in Kanpur and Greater Noida in Uttar Pradesh have been inaugurated and dedicated to the nation. (iv) Procurement and Marketing Support (PMS) scheme extends the benefits for creating market access initiatives to Micro & Small Enterprises in strengthening their market presence, enhancing product visibility and improving access to domestic markets. No. of MSEs benefitted in Uttar Pradesh under PMS Scheme: Financial Year No. of Domestic Trade No. of MSEs Fairs/ Exhibitions/ Benefitted in Uttar Pradesh Expos 2022-23 6 204 2023-24 4 264 2024-25 8 307: 3 : (v) Under the International Cooperation Scheme (IC) Scheme, financial assistance is provided on reimbursement basis to the eligible Central / State Government organizations and Industry Associations to facilitate participation of MSMEs in international exhibitions/ fairs/buyer-seller meets held abroad and for organizing international conference/ seminar/ workshops in India etc. Reimbursement is also provided to the first-time Micro & Small Enterprises for various costs involved in export of goods and services. A total of 158 MSMEs have benefited under IC Scheme with an assistance amount of Rs.4,54,95,002/- in the last 05 years in the State of Uttar Pradesh. (vi) For Enhancing ease of doing business, the Government is focusing on digitization and simplification of proceses like online dispute resolution(ODR) mechanism for resolution of cases of delayed payments to MSEs from their buyers, online registration of MSMEs on Udyam Registration portal, etc. (vii) The Government has made following provisions to increase women’s participation in MSMEs: (i). Organize Special drives for registration of women-owned MSMEs on Udyam Registration (UR) and Udyam Assist Portals (UAP). A total of 24,40,477 MSMEs owned by women have been registered in Uttar Pradesh out of which, 15,168 MSMEs owned by women are in Badaun District. (ii). Under the Public Procurement Policy, all CPSEs/Ministries/Departments are mandated to procure 3 % of their annual procurement from women-owned micro and small enterprises. (iii). Ministry of MSME implements Prime Minister’s Employment Generation Programme (PMEGP) which is a credit-linked subsidy programme aimed at generating self- employment opportunities through establishment of micro-enterprises in the non-farm sector by helping traditional artisans and rural/urban unemployed youth. Out of the total PMEGP beneficiaries, 39% are women and they are provided higher subsidy (35%) vis-a- vis non-special category (upto 25%). (iv). To encourage entrepreneurship among women, Ministry of MSME implements ‘Skill Upgradation and Mahila Coir Yojana’ under Coir Vikas Yojana, which is an exclusive training programme aimed at skill development of women artisans engaged in the Coir sector. (v). Ministry of MSME has launched ‘PM Vishwakarma’ Scheme on 17.09.2023, to provide a number of benefits to the traditional artisans and craftspeople including women, engaged in 18 traditional trades. (vi). The Ministry has launched the awareness campaign ‘Yashasvini’ to create awareness among existing and aspiring women entrepreneurs and providing them with continuum of support through handholding, mentorship, and capacity building. ******Annexure-I Annexure referred to in reply to part (a) of the Lok Sabha Unstarred Question No. 2997 for reply on 18.12.2025.
