SHRI DURAI VAIKO: Will the Minister of MICRO, SMALL AND MEDIUM ENTERPRISES be pleased to state: (a) the details of efforts and initiatives undertaken by the National Small Industries Corporation (NSIC) for the promotion and development of Micro, Small and Medium Enterprises (MSMEs) in Tiruchirappalli and Pudukkottai districts of Tamil Nadu during the last three years; (b) the number of entrepreneurs / MSME units benefited under various NSIC schemes in the said districts, scheme-wise; (c) whether NSIC has established or proposes to establish any training centres, facilitation desks, marketing support programmes or raw material assistance initiatives in the said districts; and (d) if so, the details thereof and if not, the reasons therefor? ANSWER MINISTER OF STATE FOR MICRO, SMALL AND MEDIUM ENTERPRISES (SUSHRI SHOBHA KARANDLAJE) (a) & (b): The National Small Industries Corporation Limited (NSIC), a CPSE under the Ministry of Micro, Small and Medium Enterprises, provides integrated support services to MSMEs through its various programmes which inter-alia include: (i) Raw Material Distribution: NSIC has been facilitating the Micro, Small and Medium Enterprises (MSMEs) located all over the country in the procurement of their basic raw materials like Aluminum, Iron & Steel, Cement, Paraffin Wax, Coal, Bitumen, etc. from the primary producers/ suppliers by entering into Memorandum of Understanding (MoU) with them. This ensures the availability of requisite quantities of raw materials to Micro, Small and Medium Enterprises (MSMEs) for their manufacturing processes at competitive rates. (ii) Raw Material Assistance (RMA) Scheme:- NSIC provides short term Credit support for raw material procurement by making the payment to suppliers under Raw Material Assistance scheme against the security of Bank Guarantee. To meet the credit requirements of MSME units, NSIC has entered into MoU with Nationalized and Private Sector Banks. NSIC is providing credit support to MSMEs under Raw Material Assistance Scheme and Credit facilitation through Banks scheme. The Bill Discounting Scheme covers discounting of bills arising out of genuine trade transactions i.e. supplies made by Micro, Small and Medium Enterprises (MSME) to reputed Public Limited Companies and State & Central Govt. Departments, Undertakings and Private Limited Companies (not traders), engaged in manufacturing or service activities.: 2 : (iii)Single Point Registration Scheme (SPRS):- NSIC registers MSMEs under its SPRS. The units registered under SPRS are eligible to get benefits under Public Procurement Policy for Micro & Small Enterprises Order 2012 as amended from time to time. (iv) MSME GlobalMart Portal:- NSIC is offering infomediary services through its B2B portal http://www.msmemart.com which is a one-stop one-window bouquet of aids that provides information on business, technology and finance and also exhibit the core competence of Indian SMEs by way of enabling their digital presence for sustenance and growth. The number of entrepreneurs/MSME benefitted under above NSIC schemes in Tiruchirapalli and Pudukkottai districts during last three years is attached at Annexure. In addition, NSIC through its Technical Services Centres (NTSCs) and Incubation Centres offer industry oriented demand driven entrepreneurship/skill development training programmes (ESDP). The salient features of ESDP Training Programmes are self-employment generation and skill development, providing opportunity to first generation entrepreneurs to acquire skills for enterprise building and integrated support by way of providing hands on training and entrepreneurship development.
