SHRI MANISH TEWARI: Will the Minister of HOME AFFAIRS be pleased to state: (a) the formulation of a Land Pooling Policy for the 22 peripheral villages of the Union Territory of Chandigarh, in line with the models implemented in Punjab and Haryana; (b) whether the Government has considered a model wherein landowners are offered reconstituted and developed plots instead of financial compensation, in order to reduce displacement, prevent prolonged litigation, and promote inclusive urban expansion; (c) whether the Government has any plan to encourage a Public-Private Partnership-based approach through a time-bound Land Pooling Policy tailored to Chandigarh’s unique administrative and planning framework; and (d) if so, the details of the draft policy, proposed consultative process, and expected timeline for implementation, if not, reasons therefore?
