MANPOWER VACANCIES IN CAPFS
1348 SHRI RANDEEP SINGH SURJEWALA:
Will the Minister of HOME AFFAIRS be pleased to state:
(a) the sanctioned strength, present filled strength and the number of
vacancies for each CAPF;
(b) what is the position of actual funds released vs required/demanded funds
for CAPF modernisation projects in the last five years; and
(c) the timeline to clear the identified manpower and capital shortfalls and
whether a contingency fund has been created to meet urgent CAPF
operational needs?

(a): The sanctioned strength, present filled strength, and number of
vacancies for each Central Armed Police Forces (CAPFs)& Assam Rifles(AR)
as on 01.01.2026 are in Annexure -A:
(b) : Year-wise fund allocation for all CAPFs under the Modernization Plan in
the last five years are in Annexure-B;
(c) : Filling up of vacancies is a continuous process. The Government has
taken inter alia the following steps to fill up the vacancies expeditiously in
CAPFs & AR;-2-

(i) Directions have been issued to all Central Armed Police Forces and
Assam Rifles to undertake recruitment against vacant posts in Non-
General Duty cadres in a time-bound manner.
(ii) Yearly recruitment for the post of Constable (General Duty) for which a
Memorandum of Understanding (MoU) has been signed with Staff
Selection Commission (SSC).
(iii) For coordinating recruitment to General Duty posts, a Nodal Force for
recruitment in the rank of Constable (General Duty), Sub-Inspector (GD)
and Assistant Commandant (General Duty) has been nominated on long
term basis.
(iv) Radio Frequency Identification (RFID) is being used during the conduct
of Physical Standard Test (PST)/ Physical Efficiency Test (PET) for
Constable (GD) and other direct recruitment examinations in CAPFs &
AR.
(v) Regular conduct of meetings of Departmental Promotion Committee
(DPC) for filling up of promotional vacancies.
(vi) Time taken in the Medical Examination [(Detailed Medical Examination
(DME)/Review Medical Examination (RME)] has been reduced to
expedite the recruitment.
(vii) Cut off marks for short listing of candidates for Constable/GD has been
lowered in order to get sufficient candidates (especially in categories
where shortfalls have been observed).-3-

To create Capital Assets like Office Buildings, Residential Buildings,
Land Acquisition etc., in CAPFs, AR & NSG, there is a Central Sector Scheme
known as “Police infrastructure Scheme”. Under this scheme, for the 15th
Finance Commission Cycle i.e from Financial Year 2021-22 to Financial Year
2025-26, the financial outlay is Rs.18,131.14 Crore.
