Will the Minister of HOME AFFAIRS be pleased to state:
(a) whether the Government propose to give martyr status and package to
those jawans and officers of Central Armed Police Forces (CAPF) who gët
martyred while protecting our borders and working for internal security, if
so, the time by which the Government proposes to give this status and
package to them and if not, the reasons therefor;
(b) the reasons for not fencing the international border in Tripura; and
(c) whether the Government proposes to solve the problem of the farmers
whose land has been acquired for fencing purpose and if so, the details
thereof?

(a): The Ministry of Home Affairs has issued instructions to issue
“Operational Casualty Certificate” to the Next of Kin of Central Armed
Police Forces (CAPFs) and Assam Rifles (AR) personnel who are killed in
action. The details of financial assistance provided to the Next of Kins
(NoKs)/ families of Central Armed Police Forces (CAPFs) and Assam Rifles
(AR) personnel who have sacrificed their lives for the nation are at
Annexure-I.-2-

(b): 827.838 km has already been fenced out of 856 Km (International
Border) in Tripura.
(c): No such problem has been reported in respect of the farmers, whose
land has been acquired for fencing purpose in the State of Tripura.

The benefits admissible to Next of Kins (NoKs) of Central Armed Police
Forces (CAPFs) & Assam Rifles (AR) personnel who sacrifice their lives for
nation, inter-alia, include:-
(i) Central ex-gratia lump-sum compensation from Rs. 25 to 45 lakhs.
(ii) Extraordinary/Liberalized Family Pension under Central Civil Services
(Extra Ordinary Pension) Rules, 2023.
(iii) All other normal service benefits viz, Death-cum-Retirement Gratuity
(DCRG), Leave Encashment, Central Government Employees Group
Insurance Scheme (CGEGIS), General Provident Fund (GPF), etc.
(iv) Ex-gratia and other type of financial assistance from
Risk/Welfare/Benevolent Fund of the Force concerned in accordance with
the norms of the Fund.
(v) Public contribution up to Rs.25 lakhs by uploading names of such
personnel on ‘Bharat ke Veer’ online portal. It is also ensured that NoK of
brave CAPF personnel who sacrifice their life receive minimum Rs 1.00
Crore from various sources. Additional financial assistance from ‘Bharat
ke Veer’ Corpus of Rs.10 lakhs to parents of married deceased personnel
and Rs. 10 lakhs to those CAPF personnel, who are injured while on duty
and boarded out from service due to such injuries.
(vi) Insurance coverage under CAPF Salary Package Scheme.
(vii) Issuance of ‘Operational Casualty Certificate’ entitling NoKs to certain
benefits viz., Air and Rail travel fare concession and allotment of retail
petroleum outlet.
(viii) Quota for wards for admission to MBBS and BDS Courses.
(ix) Scholarship under Prime Minister Scholarship Scheme (PMSS) @ Rs.3000
per month for girls and @ Rs.2500/- per month for boys.
(x) Payment of compensation/assistance by some States/Union Territories as
per their rules.
