MECHANISM TO TRACK FIR REGISTRATION
308. SHRI MADDILA GURUMOORTHY:
Will the Minister of HOME AFFAIRS be pleased to state:
(a) the number of Andhra Pradesh police officers who received dedicated
training from the Bureau of Police Research and Development on sensitive
handling of SC/ST atrocity cases, including FIR registration, victim
protection, and witness support, during 2024-25 and 2025-26;
(b) whether the Government maintains a real-time monitoring mechanism to
track FIR registration, charge-sheeting, and trial progress in SC/ST atrocity
cases State-wise, including Andhra Pradesh's during the said period; and
(c) whether the Central Government proposes to deploy Special Central
Monitoring Teams or issue specific advisories to Andhra Pradesh given the
persistent concerns regarding trial pendency and low conviction rates under
the SC/ST Prevention of Atrocities Act and if so, the details thereof?

(a) to (c): Police’ and ‘Public Order’ are ‘State’ subjects under the Seventh Schedule
of the Constitution of India. State Governments/ UT Administrations are primarily
responsible for the prevention, detection, investigation and prosecution of crimes
through their Law Enforcement Agencies (LEAs).-2-

Bureau of Police Research & Development (BPR&D) conducted a total of 118
training courses on various topics in which 1120 police personnel of Andhra Pradesh
were trained during the years 2024-25 to 2026-27.
The Ministry of Home Affairs has taken a number of steps on issues relating
to FIR registration, victim protection, witness support, charge-sheeting and trial.
Steps taken are briefly mentioned as under:-
(i) The Crime and Criminal Tracking Network and Systems (CCTNS) application is
used by State/UTs police to track FIR registration, chargesheeting and trial
progress of cases including SC/ST atrocity cases. This system is implemented in
Andhra Pradesh also. Digital platforms under CCTNS and State Police systems
facilitate monitoring and tracking of FIR registration, charge-sheeting and trial
progress of cases by the respective states including Andhra Pradesh.
(ii) Under Section 173 of Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023 e-FIR
and Zero FIR provisions enable timely and accessible registration of cases.
(iii) The Ministry of Home Affairs issue advisories to States/UTs, from time to
time, for effective implementation of the provisions of the SC/ST (Prevention of
Atrocities) Act and the Rules framed thereunder, including expeditious
investigation and prosecution of cases, establishment and functioning of Exclusive
Special Courts/Special Courts for trial of SC/ST Cases, appointment of Special
Public Prosecutors, and timely relief and rehabilitation of victims from SCs/STs.
State Governments /UT Administrations are also advised to hold regular meetings
of the State and District Level Vigilance and Monitoring Committees to review-3-

implementation of the SC/ST (Prevention of Atrocities) Act, and address issues
relating to pendency of investigation and trial. All these advisories are available in
