BHOLA SINGH: Will the Minister of HOME AFFAIRS be pleased to state: (a) whether the Government has taken any steps for the modernization of the Central Armed Police Forces (CAPFs); (b) if so, the details of the major measures taken and the modern weapon systems, equipment, technology, and infrastructure provided in this regard during the last three years; (c) the details of the funds allocated and spent for this purpose, year and force-wise; and (d) the details of the improvement in the operational capability of the CAPFs as a result of these measures? ANSWER MINISTER OF STATE IN THE MINISTRY OF HOME AFFAIRS (SHRI NITYANAND RAI) (a) & (b) Yes, the major measures undertaken for the modernization of Central Armed Police Forces (CAPFs) include induction of modern weapons, surveillance and communication systems, mobility platforms, force protection equipment, operational infrastructure and advanced technologies, through a Central Sector Scheme, namely Modernization Plan--2- L.S.US.Q.NO. 2637 FOR 04.08.2026 IV for CAPFs. The major items provided to CAPFs through this Scheme during the last three years include: (i) Modern weapon systems and combat equipment: Assault rifles, Glock pistols with Corner Shot systems, modern arms and ammunition and weapon accessories. (ii) Surveillance and intelligence systems: Thermal imagers, passive night vision goggles, UAVs/drones, Automatic Fire Detection and Suppression Systems and other electronic surveillance equipment. (iii) Communication and Information Technology: Secure communication equipment, Hyper-Converged Infrastructure (HCI) servers/nodes, networking infrastructure, command-and-control systems and digital operational platforms. (iv) Mobility and specialized vehicles: Medium Bullet Proof Vehicles, Light Bullet Proof Vehicles, Mine Protected Vehicles, Wheel Armoured Platforms, Emergency Rescue Fire Tenders and Rubberized Inflatable Boats. (v) Force protection equipment: Bullet-resistant jackets, ballistic helmets, protective shields and other personal protective equipment.-3- L.S.US.Q.NO. 2637 FOR 04.08.2026 (vi) Specialized operational equipment: Counter-IED/bomb disposal equipment, rescue and disaster response equipment and specialized tactical gear. (vii) Infrastructure: Modern training facilities, communication infrastructure, logistics support systems, ICT infrastructure, maintenance facilities and other operational infrastructure to support border guarding and internal security operations. (c) Force-wise and year-wise funds allotted to CAPFs and expenditure incurred under Modernization Plan-IV are given in Annexure-A. (d) As a result of the modernization measures, the operational capability of CAPFs has improved significantly and these interventions have enhanced operational preparedness, mobility, situational awareness, surveillance, force protection, intelligence gathering and response capability, thereby strengthening border guarding, counter-insurgency, anti-Naxal and other internal security operations and to effectively address emerging security challenges. *****-4- L.S.US.Q.NO. 2637 FOR 04.08.2026 Annexure-A (Rs.
