(a) whether the Government has set up any disaster control room at the
national level; and
(b) if so, the details of the manner in which it is functioning with regard to
collecting information from the States?

(a & b) Yes, Ministry of Home Affairs has set up the Integrated Control
Room for Emergency Response (ICR-ER) as disaster management control
room, which is a state- of-the-art infrastructure, disaster-resilient facility.
The objective of ICR-ER is to enable near real-time information reception,
strategic-level monitoring, situational awareness, and effective decision-
making related to preparedness and response activities. One of the key
technological backbones supporting ICR-ER is the National Database for
Emergency Management (NDEM), version 5.0, developed by the Indian-2-

Space Research Organisation - National Remote Sensing Centre (ISRO-
NRSC). This platform is designed specifically to meet the operational
requirements of the ICR-ER in the management of natural disasters across
India. Services from forecasting organisations are integrated through APIs
for real-time transmission of data and disaster specific information. This
will help in relief and rescue operations, damage assessment, disaster
risk analysis, etc. ICR-ER is monitoring and coordinating response with
States/Central agencies and functions 24*7.
ICR-ER was inaugurated by the Hon’ble Union Home Minister on 16th June
2025.
ICR-ER is equipped with the latest information and communication
technology (ICT) infrastructure, including large video walls for
surveillance, a fail-safe communication network and special provisions to
support 24x7 operations.
Apart from the main control room, data server, database analysis room
and a call center is operational in ICR-ER with primary rate interface lines
and high speed internet facility for communication.-3-

All state emergency operations center and disaster response agencies are
connected with ICR-ER. Built as per the international standards, this
control room is manned by trained officers and personnel drawn from the
Central Armed Police Forces (CAPF). Scientists from the India
Meteorological Department (IMD), Central Water Commission (CWC), and
Indian Space Research Organisation (ISRO) also provide technical
support.
ICR-ER analyzes alerts received from forecasting agencies and promptly
informs the concerned states of the impending threats. In case of a
disaster, senior officials in the Ministry of Home Affairs are immediately
informed and rescue operations by the State Disaster Response Force and
other agencies are monitored. Coordination with CAPFs and the Indian
Army is also undertaken as and when required.
