Parliament Question: National Disaster Mitigation Fund

GOVERNMENT OF INDIA MINISTRY OF HOME AFFAIRS LOK SABHA UNSTARRED QUESTION NO. 369 TO BE ANSWERED ON THE 02ND DECEMBER, 2025/ AGRAHAYANA 11, 1947 (SAKA) NATIONAL DISASTER MITIGATION FUND †369. SHRI ARVIND GANPAT SAWANT: SHRI OMPRAKASH BHUPALSINH ALIAS PAVAN RAJENIMBALKAR: Will the Minister of HOME AFFAIRS be pleased to state: (a) the details of the types of disaster prevention and mitigation works that can be undertaken under the National Disaster Mitigation Fund (NDMF) and the criteria for selecting such projects; (b) the details of projects and works implemented under the NDMF during the last five years, State-wise and district- wise, especially in Maharashtra; (c) the specific details of the aspirational district, Dharashiv in the above State; (d) the details of funds allocated, released and utilized under the NDMF during the last five years, State-wise and district-wise, especially in Maharashtra; (e) whether the Government has conducted any impact evaluation of NDMF-funded projects in the context of disaster risk reduction and community resilience and if so, the details thereof; and (f) whether the Government is collaborating with international agencies/scientific institutions/private sector stakeholders for disaster mitigation schemes/projects and if so, the details thereof? ANSWER MINISTER OF STATE IN THE MINISTRY OF HOME AFFAIRS (SHRI NITYANAND RAI)-2- L.S.US.Q.NO. 369 FOR 02.12.2025 (a) Fifteenth Finance Commission (XV-FC), taking cognizance of need for mitigation at both the national and State levels recommended fund provisions under National Disaster Mitigation Fund (NDMF) for community- based local initiatives, pursuing an approach which promotes adjustment with hazards through soft measures. The Central Government has framed the guidelines for constitution and administration of NDMF on 28.02.2022. The guidelines outline the criteria for mitigation projects to be undertaken under NDMF. As per the provisions of the guidelines, NDMF is exclusively for the purpose of mitigation projects in respect of disasters covered in National Disaster Response Fund guidelines dated 12.01.2022. In addition, mitigation measures for Heatwave and lightening can also be taken up from NDMF. The guidelines of NDMF are available at the website www.ndmindia.mha.gov.in. Under NDMF, the mitigation projects / programmes of the States are considered on the basis of the important factors such as risk exposure (area and population), hazard and vulnerability. Further, out of total allocation under NDMF of Rs.13,693 Crore, XV-FC has earmarked fund allocation of Rs. 5,950 crore for four priority areas viz. Catalytic Assistance to Twelve Most Drought-prone States; Managing-3- L.S.US.Q.NO. 369 FOR 02.12.2025 Seismic and Landslide Risks in Ten Hill States; Reducing the Risk of Urban Flooding in Seven Most Populous Cities and Mitigation Measures to prevent Erosion. (b) to (d): The Central Government has taken several initiatives to ensure effective mitigation measures in the country to prevent any extensive loss of life and property during disasters by strengthening the disaster risk reduction system in India. The projects and works approved for implementation under NDMF and the details of fund allocated, released and utilized thereto especially in Maharashtra is at Annexure-I. The State Government has been allocated funds under SDMF for taking up mitigation activities in the State in any regions/area/district. The State can takeup projects specific to District of Dharashiv from SDMF. (e) to (f): India plays an active role in global initiatives on disaster management. India is a signatory to the Sendai Framework for Disaster Risk Reduction (SFDRR) and is committed to achieve the priorities and the objectives through systematic and institutional efforts. The guidelines for constitution and administration of NDMF provides for framework mechanism based on achieving the Sendai Framework-4- L.S.US.Q.NO. 369 FOR 02.12.2025 indicators, which may include reducing mortality, supporting community recovery and resilience and improving disaster assistance. The specific set of indicators is determined based on the objective of each projects / programme under NDMF.
