GOVERNMENT OF INDIA MINISTRY OF HOME AFFAIRS RAJYA SABHA UNSTARRED QUESTION NO. 1334 TO BE ANSWERED ON THE 11TH FEBRUARY, 2026/ MAGHA 22, 1947 (SAKA) NDRF FUNDS 1334 SHRI P. WILSON: Will the Minister of HOME AFFAIRS be pleased to state: (a) the State-wise and year-wise details of damage assessment reports submitted by States/UTs seeking NDRF funds and NDRF assistance released since 2021; (b) the reasons for delay, if any, in release of NDRF funds to certain States; (c) whether Government has prescribed timelines, procedures or Standard Operating Procedures (SOPs) for damage assessment and release of NDRF assistance; and (d) reasons for sanctioning only ₹285.54 crore and ₹397.13 crore against Tamil Nadu’s request of ₹37,907 crore for losses due to Cyclone Michaung and subsequent floods, details of report and reason rejecting each damages sought by State of Tamil Nadu request? ANSWER MINISTER OF STATE IN THE MINISTRY OF HOME AFFAIRS (SHRI NITYANAND RAI) (a) to (d): As per the National Disaster Management Policy, the primary responsibility for disaster management rests with the State Governments concerned. The State Governments undertake relief measures in the wake of natural disasters including flood from the State Disaster Response Fund (SDRF), already placed at their disposal, in accordance with Government of India’s approved items and norms. In order to supplement the efforts of the-2- R.S.US.Q.NO. 1334 FOR 11.02.2026 State, additional financial assistance is extended from the National Disaster Response Fund (NDRF), in case of disaster of ‘severe nature’, in accordance with the established procedure. The entire exercise requires adhering to the established procedure envisaged in the NDRF/ SDRF guidelines, which is accessible on the Ministry’s website: www.ndmindia.mha. gov.in. As per laid down procedure, a three tier system is followed for calculation of the additional financial assistance from NDRF. Firstly, an on-the-spot assessment is made by an Inter-Ministerial Central Team (IMCT), comprising of representatives of sectoral Ministries/ Departments, along with the officials of the State concerned. The report of IMCT is then considered by the Sub Committee of National Executive Committee (SC-NEC) chaired by Union Home Secretary and consisting of representatives of various Ministries concerned. Subsequently, the recommendations of SC-NEC are considered and approved by the High Level Committee (HLC) chaired by Hon’ble Union Home Minister and consisting of Union Finance Minister, Union Agriculture Minister and Vice Chairman, NITI Aayog as Members. Quantum of funds is released from NDRF after approval of HLC. In order to expedite the assessment and release of additional financial assistance to States, Government of India took a significant decision on-3- R.S.US.Q.NO. 1334 FOR 11.02.2026 19.08.2019 to depute IMCT immediately in the aftermath of any natural calamity of severe nature, and without waiting for the memorandum from the State Government. The details of calamity-wise funds sought by State Government and approved and released by Government of India under NDRF during 2021-22 to 2024-25 are as per Annexure. In the wake of Cyclone Michaung IMCT visited the affected areas in the State during 12th to 14th December, 2023 and in the wake of floods during December 2023 in Tamil Nadu IMCT visited the affected areas of the State during 19th to 22nd December, 2023. As per the extant norms and guidelines, the Central Government approved an amount of Rs. 285.54 crore for the cyclonic storm ‘Michaung’ and Rs. 397.13 crore for floods of December 2023 to Tamil Nadu from NDRF subject to the adjustment of 50% of balance available in the SDRF account. ******ANNEXURE R.S.US.Q.NO. 1334 FOR 11.02.2026 Details of calamity-wise funds sought by State Government and approved and released by Government of India under NDRF during 2021-22 to 2024-25.
