NSSH SCHEME IN MAHARASHTRA
6241. SHRI ANIL YESHWANT DESAI:
Will the Minister of MICRO, SMALL AND MEDIUM ENTERPRISES be pleased to state:
(a) the total number of applications received and approved under the National Scheduled Caste
and Scheduled Tribe Hub (NSSH) Scheme in Maharashtra during the last three years, district-wise;
(b) the number and percentage of total male and female beneficiaries under various components
of the above scheme particularly under the Special Credit Linked Capital Subsidy Scheme
(SCLCSS), district and year-wise;
(c) the total amount of subsidies sanctioned and disbursed to SC/ST entrepreneurs in the State
under different sub-schemes of NSSH scheme, component and year-wise; and
(d) the steps being taken to enhance awareness and outreach of the scheme among SC/ST and
women entrepreneurs in the State?

(a): The National Scheduled Caste and Scheduled Tribe Hub (NSSH) scheme seeks to promote
entrepreneurship amongst the SCs/STs and to facilitate fulfilment of the mandated 4% procurement
from SC/ST Micro and Small Enterprises (MSEs) under the Public Procurement Policy for Micro and
Small Enterprises. To achieve this objective, several steps have been taken up, such as subsidy upto
Rs. 25 lakh through Special Credit Linked Capital Subsidy Scheme (SCLCSS) on institutional
finance for procurement of Plant & Machinery; skilling and capacity building programs; market
linkage; and support for enhancing competitiveness through various interventions.
During FY 2022-23 to FY 2024-25, a total of 3371 applications of SC/ST entrepreneurs from
the State of Maharashtra under SCLCSS and other reimbursement components of the Scheme were
received, out of which 2266 applications have been approved. Details of year-wise and district-wise
applications received and approved are given in Annexure –I.
(b): A total of 3289 SC/ST entrepreneurs from the State of Maharashtra have availed benefits
under various components which include capacity building and training, reimbursement components
and SCLCSS during FY 2022-23 to FY 2024-25. Year-wise and district wise details of male and
female beneficiaries of various components and SCLCSS in particular are given in Annexure-II.: 2 :
(c): The total amount sanctioned and disbursed under different sub-scheme of NSSH to the State
of Maharashtra during FY 2022-23 to FY2024-25is at Annexure-III. Payment towards capacity
building and training programmes are given to training institutes and not to individual beneficiaries
directly. Other reimbursement components namely, bank loan processing charges, performance bank
guarantee charges, testing charges, membership fee of various export promotion councils, annual
membership fee of Government promoted e-commerce portal, single point registration scheme of
NSIC, goes to individual beneficiaries. In addition, under the SCLCSS, the bank adjusts the subsidy
amount against the loan after 3 years from reference date.
(d): To increase participation of SC/ST entrepreneurs including women, the Ministry through its
field offices/organisations has organised conclaves, vendor development programmes,
entrepreneurship awareness camps and workshops at various locations in the country. Further, social
media platforms are used to create publicity and wider awareness.
