PERIODIC LABOUR FORCE SURVEY IN DAHOD

Will the Minister of STATISTICS AND PROGRAMME
IMPLEMENTATION be pleased to state:
(a) whether as per the latest Periodic Labour Force Survey (PLFS)
(November 2025), any specific trends have emerged in tribal-
dominated districts such as Dahod district in Gujarat with
respect to youth employment, agriculture-dependent workers
and workers engaged in the construction sector, if so, the details
thereof;
(b) whether, after methodological revisions, special training has
been provided to Common Service Centres (CSCs) in Dahod
district to facilitate easier access to PLFS data and if so, the
details thereof;
(c) whether the new National Industrial Classification (NIC) 2025,
classification is expected to improve the accuracy of
employment statistics in Dahod’s key economic sectors such as
agriculture, construction, stone-crushing and small-scale
manufacturing and if so, the details thereof; and
(d) whether the NIC–2025 is likely to be used to strengthen skill
development and job-mapping for tribal youth in Dahod who work
in large numbers in the construction and MSME sectors, if so, the
details thereof?

(a): The National Sample Survey (NSS) under Ministry of Statisticsand Programme Implementation (MoSPI) is responsible for conducting
large scale sample surveys on various socio-economic subjects
across the country including Gujarat and give estimates of important
indicators of labour force statistics through Periodic Labour Force
Survey (PLFS) based on the Central sample data, both at the national
level and the State/UT level. However, due to sample size limitations,
generating reliable estimates at the district level is not feasible from
the NSS central sample data. As such, trends with respect to Dahod
District are not available from PLFS reports.
(b): The surveys of NSS including PLFS are conducted by well-trained
enumerators of Field Operations Division (FOD) of MoSPI and not
through Common Service Centres (CSCs). The data collection is done
in digital platform using Computer Assisted Personal Interview (CAPI)
through hand-held devices. Further, the survey reports of PLFS
alongwith unit-level data are being released in the public domain
through MoSPI's website to facilitate easier access by
stakeholders/users.
(c) to (d): The ongoing PLFS is being carried out as per NIC 2008.
MoSPI has released the NIC 2025 recently in the month of November
2025. The NIC 2025 introduces a new 6-digit coding structure, in place
of the 5-digit structure of NIC 2008 and represents the latest updated
national standard for classifying economic activities in India
which provides a comprehensive and contemporary framework for all
economic activities including the agriculture, construction, stone-
crushing, etc. Further, PLFS provides information on status of
vocational training received, disaggregated by gender, age, group, by
field of training, etc enabling the Government for evidence-based
policymaking related to labour sector.
