Will the Minister of MICRO, SMALL AND MEDIUM ENTERPRISES be pleased to state:
(a) whether the Government has considered promoting Micro, Small and Medium Manufacturing
units in aspirational and tribal districts such as Karbi Anglong and Dima Hasao in Assam under
existing industrial development schemes;
(b) if so, the details of proposals received, approved or under consideration for these districts; and
(c) the measures being taken to address infrastructure, logistics and skill gaps to facilitate industrial
development in these areas?

(a) to (c): The government of India is promoting Micro, Small and Medium Manufacturing units
across the country including aspirational and tribal districts such as Karbi Anglong and Dima Hasao in
Assam through existing industrial development schemes. The Ministry of Micro, Small and Medium
(MSME) is implementing various schemes/programs to address infrastructure, logistics and skill gaps,
which inter-alia, includes; a dedicated Scheme for Promotion of MSMEs in North East region (NER)
and Sikkim, Micro and Small Enterprises -Cluster Development Program(MSE-CDP), Prime Minister’s
Employment Generation Programme (PMEGP), Raising and Accelerating MSME Performance
(RAMP) Program, Entrepreneurship and Skill Development Program, MSME Champions Schemes of
this Ministry.
Apart from this, the various other schemes of the central ministries for the support of the North
Eastern region are Uttar Poorva Transformative Industrialization Scheme (UNNATI-2024), North East
Industrial Development Scheme (NEIDS), 2017, Pradhan Mantri Formalisation of Micro Food
Processing Enterprises Scheme (PMFME) etc.
Beside the Government of Assam is implementing Industrial & Investment Policy, 2019 & its
amendment and Assam Start-up & Innovation Policy, 2025 and Assam State Bamboo Mission
(ASBM).: 2 :
(b): The details of proposals received, approved or under consideration in respect of Karbi Anglong
and Dima Hasao district of Assam are as under:
I. Under the scheme “Promotion of MSMEs in North East region (NER) & Sikkim” of this
Ministry, proposals are invited from North Eastern State Government agencies/ organizations for
setting up new/upgradation of Mini Technology Centers, Industrial Estates, Flatted Factory
Complexes and common facilities for MSMEs engaged in tourism sector. As of now, one project
from District Karbi Anglong, Assam, namely “Infrastructure Development Facilities & Up-
gradation in the Existing Complex, Manja Industrial Complex, Manja, District Karbi Anglong,
Assam”, has been approved during FY 2023-24 in the 10th Project Appraisal and Monitoring
Committee (PAMC) meeting held on 26.10.2023 and it is under implementation. The approved
total project cost is ₹10.00 crore, comprising Government of India Grant of ₹9.00 crore and State
share of ₹1.00 crore.
II. Awareness and Skill development programmes are being implemented under Raising and
Accelerating MSME Performance (RAMP) Program.
III. Under the ZED Certification scheme, there are 3 Nos. of units are registered in Dima Hasao
district and 30 Nos. of units are registered (wherein 2 units are successfully Bronze certified) in
Karbi Anglong district of Assam.
IV. Government of Assam, Office of the Commissioner of Industries and Commerce has reported
that, 7 No. of proposals were received pertaining to supporting the manufacturing MSMEs in
Karbi Anglong district, which have been approved.
