GOVERNMENT OF INDIA MINISTRYOF MICRO, SMALL AND MEDIUM ENTERPRISES LOK SABHA STARRED QUESTION NO. *554 TO BE ANSWERED ON 02.04.2026 PROPOSALS UNDER MSE-CDP *554. SHRI KESINENI SIVANATH: Will the Minister of MICRO, SMALL AND MEDIUM ENTERPRISES be pleased to state: (a) the details regarding total number of proposals received and approved under Micro and Small Enterprises - Cluster Development Programme (MSE-CDP) across the country since its inception, year and State-wise and district-wise for Andhra Pradesh; (b) the amount of funds allocated, released and utilised since its inception, year and State-wise; (c) the physical status of approved projects and the timeline targeted for completion thereof, State- wise and district-wise for Andhra Pradesh; (d) the measures taken to ensure skilling of women entrepreneurs to form self-employment generating clusters in different sectors such as textiles; and (e) the issues faced in implementation of the said scheme and the measures taken to address the same? ANSWER MINISTER OF MICRO, SMALL AND MEDIUM ENTERPRISES (SHRI JITAN RAM MANJHI) (a) to (e): A Statement is laid on the Table of the House.STATEMENT REFERRED TO IN REPLY TO LOK SABHA STARRED QUESTION No. *554 FOR 02.04.2026 REGARDING “PROPOSALS UNDER MSE-CDP”. (a) to (c): The Micro and Small Enterprises – Cluster Development Programme (MSE-CDP) is a Central Sector, demand-driven scheme aimed at enhancing the productivity and competitiveness of Micro, Small and Medium Enterprises (MSMEs) through cluster-based interventions. Under the scheme, Common Facility Centre (CFC) proposals are identified by MSME stakeholders and forwarded by the State Governments after due examination. Infrastructure Development (ID) projects are identified by the State Governments and recommended for approval. Government of India (GoI) grants are released in phases based on the progress of the projects. Under MSE-CDP, the Government of India provides financial assistance of60% of the project cost (maximum ₹30.00 crore) for CFC projects,70% of the project cost (maximum ₹15.00 crore) for Infrastructure Development projects. Higher GoI grant of 70% and 80% respectively is provided for projects located in North Eastern and Hill States, Island territories, Aspirational Districts, Left Wing Extremism (LWE) affected districts, and clusters having more than 50% micro/village enterprises or women/SC/ST-owned units. Since inception of the scheme in 2003, a total of 606 projects have been approved across the country, of which 47 projects are in Andhra Pradesh. These include 11 Common Facility Centres (CFCs) and 36 Infrastructure Development (ID) projects. Out of these, 5 CFCs and 12 ID projects have been completed and are operational. As per information received from the State Government of Andhra Pradesh, these projects have generated employment of approximately 8,300 persons in CFC projects and 57,793 persons in ID projects. The district-wise details of approved Common Facility Centres, new Industrial Infrastructure Development Projects, and upgradation of existing industrial estates in Andhra Pradesh, along with GoI grant released, are placed at Annexure. (d): The measures taken by the Government to ensure skilling of women entrepreneurs and to promote self-employment generating clusters across various sectors in the country including Andhra Pradesh include the following: Skill Development and Capacity Building: Entrepreneurship and Skill Development Programme (ESDP): Provides entrepreneurship and skill development training through MSME Development Institutes with special focus on women, particularly in rural and semi-urban areas in Andhra Pradesh. No. of Women benefited under ESDP scheme in Andhra Pradesh over the last five financial years are 28388 nos.  PM Vishwakarama: Female basic training provided to 90207 nos. of women in Andhra Pradesh, out of total all India Female basic training of 860078 nos.: 2 :  Assistance to Training Institutions (ATI): Supports strengthening of training infrastructure for MSME-related skill development, including women-specific programmes.  Mahila Coir Yojana: Provides training to rural women in coir processing and offers subsidy for procurement of equipment. Women artisans trained under Mahila Coir Yojana in Andhra Pradesh during last 5 years 596 nos. Entrepreneurship Promotion:  ASPIRE Scheme: Promotes entrepreneurship and livelihood opportunities through incubation centres, including for women in rural areas. Total 28568 nos. Women has been benefited from the scheme since inception. Credit and Financial Support:  Prime Minister’s Employment Generation Programme (PMEGP): Women are categorized under special category and are eligible for higher subsidy and lower own contribution. In Andhra Pradesh through PMEGP scheme No. of Units Assisted (3,94,591), Margin Money Subsidy (Rs. Cr) 13,219.30 and Estimated Employment Generated -31,56,728. No. of Women-Led Micro Enterprises assisted are 1,56,567.  Pradhan Mantri MUDRA Yojana (PMMY): Provides collateral-free loans to micro enterprises, with significant participation of women entrepreneurs.  Credit Guarantee Scheme (CGTMSE): Provides collateral-free credit guarantee support to MSMEs, including women-led enterprises.  Cluster and Technology Support: Under MSE-CDP, higher Government of India grants are extended to clusters with significant participation of women-owned enterprises, along with support for Common Facility Centres, infrastructure development, and technology upgradation. (e): The issues faced in implementation of the scheme are addressed through periodic review, independent evaluation, and stakeholder consultations.
